The Japanelle Negotletionw
.
Is the interval between signing the treaty:lf
Tiendsin and settling its details at Shanghai and
canton, Lord Elgin utilizes his leisure by a visit
to the V.lanils of the Japanese Empire, and
within two months of the accomplishment of the
treaty with ('bins, sends no home an unlocked
for, or, nt any rate, an enhoped for, treaty with
Japan Nothing could have been more apparently
hopeless than the'attainment of any such object.
We had no ground orquarrel with the Japanese
or even cause of complaint against them ; and
we were even expressly, rtnil by cur own recent
ail, forbidden to ask far nay new privileges
Admiral Sir dames Stirling—a name which in
future generations, when the history of events
in the seas has been truly written, will call a
glow intothe face of every Englishman—had,
in 1;51, made a treaty whereby he obtained the
great concession that English ships of war
might go into two ports to water ; and in return
for this great privilege the English undertook to
respect the monopoly of the Dutch and never to
seek after the treaty then granted.
The only excuse which Lord Elgin could have,
under these circumstances to go to the Japanese
court, wee to present a steam yacht, which, as
an acknowledgement of the Stirling treaty, the
adrairality hail sent cut to the Emperor. 'But
inasmuch as this yacht was confided to the ad•
mire!, and not to Lord Elgin, and under strict
Instructions to deliver it up at the distant port
oia-Nitgasaki, the yacht offered no great facility
for negotianon. Moreover it soon appeared that

akin! fifteen miles below the capital city of Jeddo.
Terrible stories and frightful anticipations had
for erns lime f•oB.llelliied the minds of the dap,

1, the ancient Japanese constitution and no

...hip ..f war appeared, and when the American
rem, id the warlike operattous in China cir
culated, a strong feeling gained ground in favor
of the progressive party Prince Boring., re
tireil, and Primus Mom took his place, tinder
the new administration Mr. Harris, the Consul-
General, was admitted to an interview with the
Emperor. ports wore opened, and °commercial
tariffs agreed upon pretty much as is net forth
in the statement we burrow from the North Chi
nallerald. When Lord Elgin arrived at State
d:l be found Mr. Harris io high spirits at baring
completed this treaty, and: the precedent gave
him an opportunity whereof tie sadly stood in
need. We must here—having recently spoken
in terms of uomplaiut to our American friends
for sending their silliest men upon important
embassies- -acknowledge that Mr. Harris acted
throughout these transactions with a frankness
and rotirlesy worthy of the repreaeutative of a
friendly power. Mr. Harris acted like a man
who was strong in him own knowledge of the
interests of his country. Lord Elgin departed
at once for.the anchorage below the capital,
where lie found the American, and also the
Russian war steamers. The neutrals had been
quick to scent the game from afar; they had run
a race against us to gather not only the spoils
woo by our arms: bat even the contributions to
he exacted by terror of our deeds. Beyond
this anchorage of Renegers% were rocks and
whirlpools, end perils Innumerable, all faiths
fully deposed to hp Japanese pilots. Captain
Sherard Osborn, who has the reputation of
being confident, and not unreasonably confi
dent, in his own steamenahip, believed in none
of these thinga. Steaming over the anchorage,
he held on up the Bay ofJethlo, and, stimulated
by the eight of Jeddo city, which slowly un
rolled itself in the northwest angle of the gulf,
ho pursued his course, undeterred by a full gale
of wind, until ho could meltwater within gun
shot of a eerier of well constructed batteries,
which run across the shoals facing a portion of
the city. Lord Elgin's well judged confidence
in his captain was tbua rewarded by a position
which considering he had to deal with Asiatics
insured his success. It was a held move made
at a timely moment, for he could have done
nothing ata distance.
Since Mr. Harris obtained his treaty there
had been a reactionary movement in 'fetid°, di
rected by the independent Princes and heredi
tary nobles. They had ousted the minister who
signed the treaty and prince Boringo ruled again.
Rut the apparition of the British steam frigates
Fulcrum bud Retribution, intruding even upon
the sacred seclusion of the capital, spread con
sternation throughout the camp of the obstruc
tires. We made no monacca and used no threats,
but we fear there was something like the press
ure of a force which was nut altogether moral
put upon these gentle Japanese.
' Our excuse must be that, if the Americans
'had obtained concessions upon the strength of
the terror created by the roar of the lion, It
would have been hard that the lion Mould get
nothing an his own account. We need not tell
how Lord Elgin went on shore In due elate and
Rand in a gaudy temple, and negotiated for
fourteen days, and visited many parte of that
mighty city of hada, with its Iwo million or
inhabitants, and Be hundred mom mike of
habitations; the result has been a treaty which

TUE Portuguese manifesto derives increased
importance from the ofetaial statement by which
it was proceeded in the French ..ilon;eqr. Ac
cording to that statement, Portugal assented to
the claims of France because, upon consider
ation, she was satisfied of their fairness and
propriety. The I:...vernment Gazette, published
at Lisbon, now shows that this announcement
was untrue. It proclaims that Portugal main
talus the justness of her cause on every point,
that she does not voluntarily make any conces
sion, and that the request for arbitration having
been refused, she will not now allow even the
minor question of the indemnity demanded of
her to be a subject of negotiation, but will pay
to France just what ever she pleases to name. She
surrendered the disputed vessel because a pistol
was placed to her ear, and in like manes the as
sailant may take her purse.
ThiS dignified conduct on the part of the young
King and his Minsters seems to have aroused an
extraordinary feeling throughout the country.
The Ministry were previously in danger, but it
is said their popularity is now secured. The
King was already much liked, and there can be
little doubt that such an event, occurring at the
commencement of hie reign, will tend to bind
the attachment of the people through life.
The report here is that the British govern
ment not only refrained from offering the slight
est interposition, but actually intimated to the
Portuguese government that they must settle
the matter by themselves and had better do so
as quickly as possible. The tone of the state
ment of the Portuguese government tends,-per
haps, to support this suspicion, and it is said
that such is the feeling °tithe Lisbon population
on the subject that for the moment the name of
England excites alMost more irritation than that
of Prance. Portugal hal been one of the stead
iest and most honorable 'lf the opponents of the
slave trade, and has been stimulated to this
course uniformly by Briti support. That sup
port having been wholly *ithdrawn the moment
an emergency arose, sheOW intimates that it
will be vain for her single handed to keep up her
1 ,
exertions in the cause. he course of the Brit
ish Ministers has been precisely that which
many months back woo s ted to the readers of
the Commercial Advertiser to be the likely one
I f
on all. occasions. They urned out Lord Pal
merston for . 'truckling to France," and immedi
ately afterward boasted o the confidential re
lations they had established with that country.
There could be little hope that these confidential
relations with the most powerful and astute des
pot in the world, could mean anything except
that he was to be allowed to have entirely his
own way, it being understood between the con
tracting parties that he should pursue his ends
with ns little open offence as possible.— Cot

A Alas ti 004 TO SEA WITH A Struts Win Boats.
—A man named Courshaw, was, yesterday,
couvieted, in the Court of Quarter Sessions, of
an assault and battery with intent to kill. This
case is somewhat extraordinary. A number of
colored men got' into a street brawl about a
woman, and one of them tired a pistol at one of
the party, a eailor. Tho slug from the pistol
pierced the skull of the sailor and buried itself
deep in his brain. The wounded man was taken
to the Hospital where his wound was dressed
without tho ball being extracted, and the suffer
er was left to die. But he did rot die. In
course of time he recovered, and he has now
actually gone to era with a On buried iu his
brain. ••Time was that when the brain was out
the man would and it bee hitherto been
considered rather a hazardous experiment to
drill u rnun'S head will, a pistol ball. The case
we refer to bits proved an exception to the es
tablished rules. —Phil. Mil.
