Federal city.
If-the facts be an here supposed, in what a
predicament do they place our goverumeat ! It
willbCcome the laughing stock of Europe, to
, say nothing
of the disgrace it will fall into at
home. The flookeyism of the President, in
thinking himself-flattered with the attentions of
a' British b'aronet, -ts bad enough ; but to add to
that snlyrokness the tally of playing into the
hands of (diplomatic spy make! it infinitely
worse. The reflection that our-government has
~been made the dupe of a wily Briton carries a
sting with it which no people in like circum

REPORTED FRAPPE IN TRH tile CONOREIStOE
AL They:um—ft has been ascertained that the
wooden ballot-boxes used in the First Ward on
Tuesday were turned to good account by the
Tamanny Democracy. The Congressional box
es were staged throughout the ward by the Sick
les men, so that when the canvassers came to
count the votes, they exceeded the names on the
poll-list, ou the average of 20 votes in each dis
trict. In one of the districts, the parties in
trusted with the perpetration of this fraud clum
sily stuffed the ballots into the Judiciary box,
bat when the canvassers came to count the votes,
two of them fought till near morning against
excluding them, and finally did succeed in ad
.ding them to the record of the Congressional
vote already announced, with a note explnnitto
ry of the circumstances. In another district,
where the thing was done, it became neces
sary to draw and destroy the overplus, the can
vasser coolly took his time about his work, lift- -
lag out the ballots one by one, first carefully as
suring hinteell that ho did not extract the court
Sickles ticket, and in n third district, the Pier:s
was not discovered until the ballots were opened;
when the canvasser compronlieed by taking
away ten votes from the highest, end tiTo each
from the other two candidates. In tho Eighth I
Ward the vote as announced by the canvassers
in two districts does not tally with the returns I
made to the Associated Press. The. Opposition
had men stationed at each poll, who carefully
noted the vote as announced by tho canvassers j
and their figures elect Mr. Williamson by Iwo
majority. The returns furnished to the Press
differed from the announcement, in favor of
Sickles enough to give him 134 plurality.
These facts show the importance of selecting
the right kind of inspectors. Mr. Sickles, it is
steed, was very careful upon this point, and sue
seeded, by the aid of powerful friends nt court,
in getting men appointed to his liking in four of
the five districts in the First Ward.—.X. Y.-74:1.

Tug rechlees legialstion of Congress as re
gards the public domain, is exhibited in the fact
that yesterday, the General Land Office trans
mitted to the Governor of Arkansas n patent for
221,533 acres of swamp land. Thin :Swampy
and Act of Sep, 20, 1&,0, was intended to
tninefer to the several States lying on the M imie
eippi River the overflowed lands which could not
be sold, and which were consequently worthless.
was urged that dick lands, in their natural
condition, were unhealthy, but if transferred
to the States in which they lie, they would be
drained atoffendereil healthy and arable. The
efiect of the act has been to tran, fer to the sev
eral States millions of acres of the best lands,
merely because there was a pouil on one tract,
or a marshy spot on the corner of another, and
to fill the Courts with law between claimants
under State titles. Many no hottest settler has
been ousted of his homestead, and denied the

is the result of the loose legislation of our No

Ri-Moron WOOD and nearly all the members
of the Common Council of 1857 have been in
dicted for violating the provisions of the charter
in voting to lease certain lots of grounds to the
110132211 Catholic Orphan Asylum. The point of
the charge is, that the Common Council voted a
lease without limit of time, when the charter
forbids such a lease for more than ten years nt a
time. In consequence of the slovenly manner of
calling the yeas and Dive in the Board of Coun
cilmen, a large number of the members are set
down as voting ••yea,' t when they were not
prevent at all, or, it there had not the least idea
of the business on hood. 'l'ho bill was emoggled
through this board, during an exciting contest
on the Street Cleaning contract, no chance being
given for debate; and only ‘ when it ruched the
Board of Alderman did lis real character become
appsrgnt. There it was dieoovercd to be an elec
tioneering dodge to get the Roman Cotholio vote
for Mayor Wood, who had just been runorninateti.
The lease has never been executed, it having
been declared unlawful by the Supreme Court,
and the Controller refusing to sign the papers.
