With regard to time, It is stated that the
average speed on English railways is twenty,
five per ecot. faster than tbit of American
trains The Great Western was (bo fastest road

ratoof trains was twenty-four miles per hour.

lution took ground against the imposition of taxes
to pay interest an railroad bonds Issued by the ennoty
until tbe legal liability of the county to pay said in
terest bad been determined by tbe Courts of last re
sort, after a full judicial investigation of all the facts

view we concur, and so do tbe candidates npon oar

those subscriptions are qaestlons of to-day, which
bare to be met, and we bare no Inclination to shirk
them or give them the go-by. Grave doubts have al
ways existed, and now more than ever, as to the
constitutionality, legality and bloding force of these
subscriptions; and inasmuch as they impose a
grierous burden of debt upon the people, there
is a mooifelt necesaky that those doubts should be
solved and all the questions involved brought to tbe
test of legal scrutiny before the burden to shoul
dered. As a party we are not in favor of Railroad
tpiAtion, and arill not oonaent to the voluntary
"Imposition and collection of tuoh taxes. The
whole matter imowfn the bands "of the judicial
tribunals of tbe country fur examination and adju
dication, and natil thoee tribunals hove passed upon
tbo facts and the legal qaestlons raised, anddlrect a
tax to be levied for. the payment of interest on rail
road bonds, it is but proper that no steps should he
taken that would either embarraaeor seem to antici
pate tbeir decision. Tbe Supreme Court, whose de*
cisloo will determine his question, is composed ex
clusively of Democn ts, aud if that Court decides
that the tax must bo eriod, the Democratic party, -
and nut ours, must * held responsible. We are
authorized by our a ddidate for County Commis
sioner to say that, if t looted, be will vote as a mem
ber of tbe Board against the levy of a railroad tax
until the Sapteme Court, which has the subject In
band, shall compel him to do it, and by our candi
dates for tbe Legislature that they will vote for no
law authorizing such levy.
Tekmesaki. Constitution*! Election. —The
official returns of the late Constitutional election
in Tennessee indicate, notwithstanding the small*
ness of the vote, • decided opposition any
change in the present Constltalion of the State.
Out of 24,868 votes cast, 20,031 were against,
and only 3,937 in favor of such change.
