Mr. Bruce calls a special meeting of Council; Mr. Bruce makes a Report from the Select Committee, with an ordinance authorizing the SUyor to subscribe $250,000 to the Steubenville road; Mr. Bruce moves the pre vious question, to cot off debate; Mr. Brace moves to suspend the rules, and Mr. Bruce puts * the ordinance through at railroad speed. Con sidering the depth of his'present hostility to municipal subscriptions to railroads, we must confess that he node a fnll hand at the work of authorizing them. 'Wo pass on to the Tib of May, 1862, when another railroad subscription was made.
