in reply io repotted enquiries, I addressed aietter
td the edllOT of thoConinereiai J<nrrhat, in which I
distinctly declared that I would not he a candidate
for re-election unless by Iho unanimous frke wilt I
■ offering of my constituent*. This letter was pub.
I Killed with an editorial comment of considerable
1 length, declaring tho sentiment of tho -Allegheny
side of the district to be in favor of my re-nomina
tion. This was farther followed by nnmereas letters
from highly respectable and leading men of the
party, {two of yonr Allegheny Conferees amongst
the number,) all concurring Id opinion that but-one
sentiment pervaded my constituents, to wit: a unan
imous desire for my re-nomination and election.—
Under these circumstances I allowed my narao to
be osed.
Uy Bailer county friends being aware of the fact
that an arrangement had been made in 1552 to give
Butler three ont of the five terms of tho present ap
portionment,’and also of the fact that a portion of
my Allegheny friends desired tn continue me another
term, irrespective of any such arrangement, for tho
third time presented me as their candidate, and
doubtless very naturally supposed that Allegheny
county would yield to my nomination. Subsequent
events have shown that a change of sentiment has
taken place, and each sido of the district is now
fqund insisting upon its nominee, producing an nn
reconcilablo conflict unless one or tho other yield.
You will doubtless do me tho justice to say that it
was at my instance you adjourned from tho 25th 1
ult to tho 12th inaL, to allow me an opportunity of I
appealing to my friends and obtaining their consent
"to my withdrawal. My own wish was in advance of
their oonsent, end it only needed a little tirao to
bring them both intoharmomous'honcert. It Is now
my pleasure to say, what my friends would not allow
•matodo at yonr first mealing, that 1 havo with
drawn as a candidate, and desire my conferees to
confer a unanimous nomination upon Mr. MoKnight,
a gentleman with whom I have bceo long and inti
mately acquainted, wboso capacity and Integrity I
can fully endorse, and for whom 1 pledge, not only
for myself bat for my friends, a most cordial support.
Whilst I am now no longer before the pnbllo I can
with unreserved freedom endorse that public sentU
tfient now beginning to form, and which I trust will
bo fully earned out, which looks to a continuance
-In office of onr Congressional Representatives beyond
tho periodusually assigned thorn in tho North, no
tation In office may soft aspirants after place, but is
fatal to the beat interests of the constituency, and
the sooner the poople chasgo-the system the bolter.
To become a statesman requires time, an intimate
acquaintance with tho complex machinery of a gov
ernment now of huge dimensions and still rapidly
expanding, comprising departments or war, navy,
fioance, lends, post office and interior, with ramifica
tions of each, and in addition with extensive foreign
and commercial relations, all requiring to be care
fully studied In order to be comprehended, and that
too by; enlightened, experienced and well posted rep
resentatives.
For-myself, I would hail tho Inauguration of a
rulo in each Congiysilonal district to select, by pri
mary election Immediately following each appoint
ment, a candidate to be continued for fivo consecu
tive terms, thereby securing to our Northern Con
gressional RepresentationOn efficiency equal to that
of the Representatives of a section of the Union
which we are compelled to acknowledge produces
better Representatives, simply because they ora con
tinued longer in office.
You will pardon me, gentlemen, for tho long th of
this letter, and, in conclusion, allow mo to again as
sure you of my readiness 3 to eoter as a private the
ranks of a soldiery who havo twice honored mo as
their leader, and to whom I tender renewed express

agreed to fund $210,000, being two years in
terest on their bonds, amounting to $1,600,000,
receiving therefore new income bonds Rearing
7 cent interest, one half payaple in five
years from the first, of January next, and the
balance in 10 years from the satno date; tho in
terest on them to bo'paid semi-annually tho
samo as the other bonds, provided the remain
der of all the floating debt of theCompaoy can
bo funded by similar bonds, payable In 10 years
from the Ist of. January nexL The Interest
due on tho First Mortgage Bonds coupons up to
the first of January next, is to be paid In money
on that day. The securing interest on other,
floating debt up to that time, will also probably
havo to be paid then in money. This will clear
theCompaoy of all debts op to that date,.except
the Second Mori gage Bonds, amounUngto $500,-
000 indorsed by the Pennsylvania Central Rail
wad Company, which will have to wait until the
First Mortgage claims and the present floating
debtof $250,000 are wiped out A Committee
wa9 appointed to co-operate with the Trustees,
with power to act with them in effecting this
arrangrment. It is believed that if this plan is
. carried out the Company will bo able to go on
