takes great credit to the Administration for its
moderation.
The Union does not connl the $10,000,000 ap
propriated in the form of a deficiency MIL and
the 6,100,000 acres of public land granted da
ring the flsoal year for railroad purposes and
worth not a cent less than $10,000,000 more.—
These sums make the appropriations amount to
$85,000,000 on the Union’s own showing. To
show the enormity of this sum for the uses of
our Government, we desire the attention of oar
readers a moment to the following table of com
parative expenditures of our Government now
and In 1828 :

Now, expenditures ought to decrease rather
than increase with population, for obvious rea
sons. But if it were otherwise, according to
expenditures in 1828 and the rate ef increase
in population, the expenditures now ought not
to exceed $28,000,000, whereas, on the Union’s
own admission, they are considerably more than
double tbat amount, and the Administration of
1823 was by no means remarkable for its
economy.
But were the figuring of the Union correct,
and the appropriations bat half of what they
actually were, it would reflect nocreditupon the
Administration, for the largest sum which has
been named as the aggregate of appropriations
falls considerably short of the specific estimates
~c£4he executive departments, without referenoe
to theJea&lLg.XS&gmmendalion ofthePresident,
which would hareistfrd-'3*nT millions to the

For custom-houses, fortifications, and tlie~4l: _
tension of the Capitol, the appropriations are
reduced below the Executive estimates and
recommendations upward of a million of dol
lars.
For the navy, Congress granted only seven of
; “• teD »loops-of-war called for by the secretary
of the navy, and refused altogether the fifty
gunboats for which the Union, writing in behalf
the President’s Swiss Guard of contractors and
jobbers, was so pertinacious.
The increase of the army was the Ptesidenl’s
favorite scheme, and in that he failed altogether,
llis five regiments, whleV-would have constitu
ted a permament charge inpon the oountry of
between seven of-doUars,
were killed outright, andr the three regiments
of volunteers have been Asietly abandoned.
Thus it will be seen that, bad Congress yield
ed to the wishes of the Administration, the ap
propriations would have exceeded $120,000,000.
To meet these expenditures forty millions of
debt have been contracted or authorized, and if
we may rely upon the estimates of Mr. Howard
of the Committee of Ways and Means, authori
ty for ten millions more will be needed before
the first day of next February.
The financial result of two years of Mr Bn
chanan’s, Administration will, therefore, be the
us ng up of a surplus of twenty-four milUonsof
dollars, and the creation of a debt of fifty
millions. *
The Union may think this is a creditableehow
ing for the President's first two years in office •
but in this section of the country, even with the
notorious profligaoy of the forty thrives in the
Common Conncii of 1652, and of Fernando Wood
in 1855-67, fresh in our minds, we must say of
Mr. Bacbannn’s Administration, that none but

that a brief epitome of hia inhaential career
cannot fail to interest the general reader, eren
on this side of the Atlantic. For the sketch
which we subjoin we are indebted mainly to

Dr. Bunting was a natire of DerbyriUre, and
at the time of his death was aboat serenty
eight jears of age, and had been a minister of
the Methodist Church aboat fifty-nine years
During that time he held in succession almost
eyerjr high position at the disposal of the church
and was several times elected president of the
Wesleyan Conference—the strongest evidence
of esteem and confidence which a minister of
that denomination can receive at the bands of
his colaberers. He was also for many years sen
ior secretary of the Wesleyan Missionary So
ciety, the great financial snocess and general
prosperity of whioh society were to a great ex
tent the result of his admirable and sagacious
management. Subseqoentlyhe was chosen pres
ident of the Wesleyan College at Richmond, which
office, as hia years and infirmities increased, he
more than onoe resigned, bat the Conference
refused to accept hia resignation, but ho held
that office, with the understanding that besbould
bear as Uule of the burden of it as possible, to
the time of his decease.
Not a few of our readers who visited Europe
to attendthe first meetings of the Evangelical At
liance formed more or less familiar acquaintan
ces with this truly , great and good man, and still
more will remember the prominence of hia name
in the proceedings of that body, whioh were
freely reported in our columns. More than one
of our own most esteemed clergymen have de
scribed him as at that time remarkable for his
patriarchal' appearance, as well as for bis apos
tolical bearingaod influence. For some years,
we believe, he hat. been very infirm, but has
nevertheless taken an active part in counselling
the Wesleyan Church in lie missionary, educa-'
tional and financial departments. He was ona- ; '
ble to attend the last Conference of the body,'
but sent a touching and affectionate farewell to I
bis brethereo, expressing his belief that he>
should no moreeppear among them. Few men,:

A a god yarn la told of Dr. Thompson, of At
lanta, a generous, good man, a tip-top landlord
and wit; but he certainly caught it once: A
traveler called very late for breakfast; the meal
was hurriedly prepared. Thompson, feeling
that the “feed” was not quite up to the mark,
made all sorts of apologies all around the tater ,
who worked on in silence, never raising Mi
hoad beyond the affinatlve influence of his fork,
or by any act acknowledging even the presence
of mine host. This sulky demeanor rather
“flea’d” the Doctor, who, changing the range
of his battery, stuok hie thumb in his vestarm
heies, expanded his chest by robbing the room
of half its air, and said: “Now, Mister, dod
darn me if I haint mado all the apology neces
sory, and more too, considering the breakfast
and who gets it, and now I tell you, I have seen
dirtier, worse cooked, worse lasted, worse look
ing, and smaller breakfasts than this is teveral
limes.' Tho weary, hungry one meekly laid
down his tools, swallowed the bite io transitu,
placed tho palms of Ms hands together, and*
modestly looking up vexed and fuming
landlord, shot him dead with the words follow
ing, via: “la—what—you— say—true T” “Yes,
so,” oamo with avindlctive promptness. “Well,
then, Fm blest, boss, if you haint out travel
ed Ma.” There was posted in the front door a
small nigger, especially to tell tho wayfaring
man “dat he didn’t owe notfin dor sartin sure.”
After he was fairly under way, Thompson was
observed creenlng from an attio window, taking
a prolonged rear view of the steed and Ms rider !
with a four foot telescope. It has been intimated
that the Doctor hesitated many seconds between ,
the choice of the glass and a double-barreled
shot gun. 1
The Lower Mississippi.— The river, though
stiU considerably inflated, appears to be satis
fied just how. . Having succeeded in establish
ing an uncommonly fine family of crevasses np
above, it seems content to let the city tlide
another way, when the river shall resume Us
ordinary dimensions. The muddy current has
not yet snbsided as much as a foot from its high-;
est pitoh. The crevasses above are mostly in
tlciu quo, and no fears are entertained in these
parts of any further disaster from that source.
But it remains to be seen whether these cre
vasses, when the up-country floods give out,
Will not so rapidly accelerate the fall of the
river os to create the most disastrous i&des of
the soaked and soggy levees and batture banks.
We have heard this probability talked about
and there may be something in it. A great deal
has been done to keep the water out; possibly a
great deal more may be neceesary to keep the
land in. The banks opposite the eddies will bo

The Press os Wm. Montgomery. — Montgom
ery a Renegade.— It appears to be pretty well
settled that Hon. Wm. Montgomery, of Pennsyl
vania, who was conveniently absent at the time
the English swindle passed, has gone over-to
the Lecompton Democracy, and made very
humiliating professions of submission, in order
to get re-nominated. He is, in fact, little bet
ter now than Mr. Sunset Cox.—Cm. Oaz.
We hope that the Republics of the Twenti
eth District will give no support to such a man,
but that they will not only nominate but tit ft
some one who is soond upon the important ques
tion of the rights and Interests of the North—
Toledo Blade.
We hope our friends in that district will get
out “Tariff Andy" and give Montgomery a

Another Antt-Lecompton Democrat Caved

nia, has been nominated for re-election, by the
Democracy of his district. In a letter written
previous to his nomination, he declares that he
is neither a “Lecompton” nor an “anli-Lecomp
ton candidate, but simply an “old-fashioned
■ Democratic candidate.” He avows his acquies
