• indignation of tho Country. Vessels under the
'American Hag. jamming a lawful commerce, have
hecn fired into, flopped and interrogated as
destination, crew, ate. No less than fifteen American
ships in the harbor nfSagua La Urande, and «ix on
the high seas, have been officially reported, each ar
riral bringing additional fart* of aggression of the
aamo power on our Hag.
It has hitherto happeaed. that in isolated cases
whore similar aggressions havo occurred, through
misconception, the l nited Slates baa been contented
to accept a disclaimer of intent, but the continued
and persevering character of them outrages is such
as t.. arouse tho indignation of the country, and t«
require their arrest at once, and to end at onco and
forever such indignities. Tho slave trade is alleged
as an excuse, the committee will not discus* that
question. It is sufficient that the I'nited Stales
though olten invoked, refuses to recognize tho right
of police. They rest on tho principle that a marine
under its Hag cannot he visited or questioned with
out it.s consent, and the committee deem this a Gt
occasion to declare it aa tho principle of the United
States admitting of no resorre or qualification, and
to be maintained at any cost.
Rrj>',l,;d, Thar those aggression* demand -uch
unequivocal explanation from Ureat Britain as shall
prevent their recurrence in future forever.
Remit '(l. That the Committee approves of the ac
tion of tho Executive, and are prepared to recom
mend euch future legislation as circumstances may
require. f
Those resolutions will bo considered to morrow
Tho Miscellaneous Appropriation Bill was discuss,
e. for several hours. The clause appropriating
$OO,OOO fur (be purchaso of seeds provoked a dis
cussive debate on onions, cabbages and democracy
between Senators Iverson, of Ga., Bigler, of Penn.
Houston, of Texas, and Hale, of X. 11, Messrs. I rer-'
son and Green wished tho clause stricken out, which
was not agreed t.«. The clause appropriating 8750 .
000 for the Capitol extension produced a debate.
Mr. Dans moved an amendment to appropriate a
million <>f dollar? to finish tho work, and $5O 000 to
contract with artists for historical embellishment
which was not agreed to. A discussion on art mat
