On the lOth inst., in the House of Lords tho
Earl of Shaftesbury gave notice that on the
14th he should move a resolution condemning
tho cooducL of the Government in publishing
their dispatch to the Governor-General of India*
Mr. Cardwell gavepolice that on the 13th inst
he should move the fallowing resolution.
That this House, While it abstains from ex
pressing any opinion npon the policy of any
proclamation issued by the Governor-General of
India in relation to Oude, has seon with regret
and serious apprehension that her Majesty’s
Govcrnmeut has addressed to the Governor-
Goneral of India, through the secret committee
of . the India House, a dispatch condemning in
strong terms tho conductor the Governor-Gene
ral of India, and that they are of opinion such
a course on the part of Government must tend
under the present circumstances of India, to pro
duce a most prejudicial effect by weakeningtho
authority of the Governor-General, and by en
couraging farther resistance on tho part of those
who are still in arms against us.”
On tho i;th, in the House of Lords, the Earl
of EUfenborough explained the circumstances
under whioh >be dispatch censuring Lord Can
ning had been written, admitted that he alone
wa a responsible for it, and announced that rath
er than expose his colleagues to Uie censure of
Porlim'ent, he had tendered his resignation as
president of tho Board of Control, to Her Majes
ty, and the same had been accepted.
Lord Derby said that tho resignation had been
accepted with regret, but admitted that he con
sidered the publication of the despatch prema
ture and injudicious.
Tho London Times says that a meeliog had
been held at Lord Palmerston’s residence, at
which it was resolved to move a resolution in
the House of Commons on the 13th inst. upon
the subject of the despatch from Lord EUenbor
ough censoring the issue of Lord Canniog’s
proclamation to tho people of Oude, and that
this resolution will hare the concurrence of
Lord John Bussell aud the principal members of
the so-called Peelile party.
Various speculations were indulged in as to
the vote npon these resolutions and the proba
bility of Ministers resigning or appealing to the
country irr the event of their being carried.

Tho following is the proclamation by tbo Gov
ernor-General of India which was condemned
by the secret committee of tho Court of Direc
tors of the East India Company :
PROCLAMATION
The army of his excellency the Commander
in-CLief is in possession of Lucknow, and the
lies at the mercy of the British Govern-
ment, whose authority it has for nine months
rebolliously defied and resisted.
This resistance, begun by a mutinous sol
diery, has found support fcom the inhabitants of
the city and of the province of Oude at large.
Many who owed their prosperity to the British
Government, as well as those who believed them-
selves aggrieved by it, have joined in this bad
cause, and have ranged themselves with tho ene
mies of the state.
They havo been guilty of a great crime, and
have subjected themselves to a just retribution.
Tho capitol of their country is now once more
in the hands of the British troops.
I rom this day it will be held by a force which
nothing can withstand, and the authority of
the Government will be carried into every cor
ner of the province.
The lime, then, has come at which the Right
Iron, the Governor General of India deems it
right to make known the mode in which the
British Government will deal with the talookdars,
chiefs and landholders of Oudo and their follow
ers.
Tho first care of the Governor-General will be
to rewardtbose who have been steadfast in their
allegiance at a time when the authority of the
Government was partially overborne, nod who
have proved this by the support and assistance
which they have given to British .officers.
Therefore the Right Hon. the Governor-Gen
eral hereby declares that
Drigliejjie Singh, Rajah of Bulrampore ;
Koolwunt Singh, Rajah of Pudaha;
Rao Hurdoe Bnksh Singth, of Kutiaree ;
Kasheepershaud, Talookdar of Sissaindec
Zubr Singh, Zemindar of Gopaul Kheir; and
Lhundeloll, Zemindar of Moraon (Baisworah)
arc henceforward the sole hereditary proprietors
of tho lamia which they hjld when Oude tame
under British rule, such un&i#-
ate assessment as may bo imposed upon them,
and that those loyal mca will be further rewar
ded in such manner aod to each extent as, upon
consideration of their merits and their position,
the Governor-General shall determine.
A proportionate measure of reward dml hon
or according to their deserts will bo conferred
upon others to whoso favor like claims may be
established to the satisfaction of the Government.
The Governor-General farther proclaims to
tho people of Oude that, with the above men
tioned exceptions, tho proprietary right in the
soil of the province ig confiscated to the British
Government which will dispose of that right lu
such manner as it may seem fitting.
To those talookdars, chiefs and landholders,
with their followers, who shall make immediate
submission to the Chief Commissioners of Oude,
surrendering their arms and obeying his orders,
the Right Hon. tho Governor-General promises
that their lives and honour shall bo safe,provided
that their hands ore unstained with English
blood murderously shed.
But as regards any further indulgence which
may be extended to them, and the condition in
which they may hereafter be placed, they must
throw themselvs upon tho justice and tsicrcy of
the British Government.
To those among them who shall promptly
come forward andgive tothe Chief Commissioner
their support in the restoration of peace and ord
er this indulgence will be large, aod the Governor
General will be ready to view liberally the claims
which they may thus acquire to a restitution of
their former rights.
As participation in the murder of Englishmen
aod English women will exclude those who are
guilty of it from all mercy, so will those who
have protected English lives be specially entitled
to considerations and leniency.

The following is the rebuke of the Court of
Directors. The Government declined to print,
in tho document as laid before Parliament, para
graphs U, 10, 11, 12 and 13, on the ground that
they “contained reasoning on the subject tbo
publication of which would be attended with in
convenience to the public service:”

Our letters of the 24th of March will havo put
you in possession of our general views with re
spect to the treatment of thepoople in (he event
of the evacuation of Lucknow by the enemy.
2. On the 12th inst.,we received from you a
copy of a letter, dated Iho 2d of March, ad
dressed by your secretary to the secretary of the
Chief Commissioner in Ondc, which letter en
closed a copy of tho proclamation to be issued
by thoChicf Commissioner, as soon as tbe British
troops should have command of the city of
Lucknow, and conveyed instructions as to the
manner in which he tu to act with respect to
different classes of persons in execution of the
views of the Governor-General.
3. The people of Oude will see only the pro
clamation.
4. That authoritative expression of the will of
tbe Government informs the people that six per
sons who are named as having been steadfast in
their allegiance aro henceforward tho sole hered
itary proprietors of the lands they hold when
Oude came under British rule, subject only to
such moderate assessment os may be imposed on
them; that others in whoso favor-like claims
may bo established will have conferred upon
them a proportionate measure of roward and
honor; and that, with these exceptions, (bo
proprietary right in the soil of the province is
confiscated to tho British Government.
We cannot but express to you our appre
hension that this decree, pronouncing tbo disin
herison of peoplo, will throw dfficultiea almost
insurmountable in the way of tho re-establish
ment of peace.
G. We are under the impression that the war
io Oude has derived much of its popular char
acter from tbe rigorous manner in which, with
out regard to what the chief laud-holders had*
become accustomed to consider os their rights,
tho summary settlement had in a large portion
of the province been carried out by yoar
officers.
7. The land-holders of India are as much
attached to the soil occupied by'lheir ancestors,
and are as sensitive with respect to tho rights
in tho soil they deem themselves to possess, as
the occupiers of land in any country of which
we have a knowledge.
8. Whatever may be your ultimate and un
disclosed intentions, your proclamation will ap
pear to deprive the great body of the people of
all hope opon the subject most dear to them as
individuals ; while the substitution of our rule
for that of their nativo sovereign has naturally
excited against us whatever they may have of
national feelings. ■
e. Wo cannot but in justice consider that
Great Britain,
10. We desire to see British authority in
India rest npon the willing obedience of a con
tented people.—There cannot bo contentment
where there ia general confiscation.
20. Government cannot long bo maintained
by any force in a country where the whole peo
ple is rendered hostile by a sense of wrong, and
if it were possible so to maintain U, it would
not be a consummation to be desired.
Cutti.vo and Craixo Clover llat.— Editors
Gtncitt Farr,\er\ According to the thirty years of
close observation made by thewrilerof this arti
cle, there is but ouc method of curing clover hay
which pays well for the labor, and that I shall
describe shortly.
Observation has taught me that the Ittl time
for cutting clover is when two-thirds of the
blooms begin to turn brown. At this stage it
makes the best hay, and is not sappy enough to
reduce much in (be curing process.
When the clover is in the above stage, cut it
as rapidly as possible; but never cut when there
is dew or rain water on tho clover. Let the
green clover bo put in small shocks os fast as
cut down, so that the sun might not wilt It.
When enough is out and shocked for a large
stack, haul up and stack as fast m possible. The
stack should be some 14 or 15 feet at the base
and Id or 18 feel high, so put up as to make it
the shapo of o cone. With a hay fork, let one
hand throw up the green clover, while two hands
stack and trample iL, so as to make it as near
air tight as possible. Every foot in height should
have about one quart of salt sprinkled regularly
over iL This will require about 76 pounds to
the stack. In finishing, top it off and rake it
down so aa to torn rain. In ten or twelve days
it will become wet and hot, and smoke like a
coal kiln, so os to have all appearances of rot
ting; bat in ten or fifteen days more, it will cool
off and be frond dry, bright, sweet bay.
If the clover were allowed to wilt before start
ing, the hay would bo dark and mouldy; but, if
put up green, the hay will be bright green, and
sweet and free from mould. This process pre

ves all the volatile constituents of
are sure to be lost when it la cured in the sun
shine or open air.
The whole management may bo summoned up
in a few words. Cut and stack free from mois
ture, in the perfectly free state; salt it well, and
make the stack as near air tight as hard tramp

who have acted against us in provinces which
have been long under our Government.
10. We have dethroned the King of Oude,
and took possession of his kingdom, by virtue
of a treaty which had been subsequently modi
fied by another treaty, under which, had it been
held in force, the course we adopted could not
have been lawfully pursued; bat wo held that
it was notin force ; although the fact of its not
having been ratified in England, as regarded
tho provision on whloh we rely for our justifica
tion, had not been previously made known to
the King of Onde.
11. That sovereign and his ancestors had
been uniformly faithful to their treaty engage
ments with us, however ill they may havo gov
erned their subjects.
12. Thoy had more than once assisted us ia
our difficulties, and not a suspicion hAd ever
been entertained of any hostile disposition on
their part towards our Government. ■
13. Suddenly, the people saw their king taken
from among Lhem, and our administration sub
stituted for his, which however bad, was at least
native ; and this sudden ebango of Government
was immediately followed by a summary settle
ment of tho revenue, which, in a very consid
erable portion of tho province, deprived the
most influential landholders of what thoy deem
ed to bo their property; of what certainly had
long given wealth and distinction and power to
their families.
14. We must admit that, under the circum
stances, the hostilities which have been carried
on in Oude havo rather the character of legiti
mate war than that of rebellion, and that the
people of Oude should rather be regarded with
indulgent consideration than made the object of
a penalty exceeding an extent and severity al
most any which has been recorded in history
as indicted upon a subdued nation.
16. Other conquerors, when they have suc
ceeded in overcoming resistance, have excepted
a few persons as still deserving of punishment,
but, have, with a generous policy, extended their
clemency to the great body of the people.
10. Sou havo aeted upon a different princi
ple: you havo reserved a few as deserving of
special favor, and yon have struck, with what
they will feel'os the severest of punishment, the
mass of the inhabitants of the country.
17. We cannot but think that the precedents
from which you have departed will appear to
have been conceived in a spirit of wisdom supe
rior to that which appears iu the precedent you
have made.
18. We desire that yoa will mitigate in prac
tice the stringent severity of the decree of con
fiscation you have issued against the landhol
ders of Oude.
