Paraguay. —The readers of tire daily press,
i. o. all men. who profess to koep up with the
affaire of the world, hare doubtless seen from
time to rime reports of epeeches and resolutions
in Coug'rtss touching our national difficulties
with andTur claims upon Paraguay. Tho facts
in'the case complained of by our gorcrnment,
ns they transpired some time ago, may Dot be
remembered by all, and no trill therefore state
them as concisely as may be
About four year* ago, as we remember .1, an
American -company, which had engaged in large
manufacturing and agricultural operations in
Paraguay, having incurred the displeasure of
Lopes, the Paraguayan President, were driven
away, and all their enterprises defeated. Com
mander Page, who had beensent by oar govern,
meat up the Rio De La Plato, in command of the
Water Witch, on a voyage of esploration, hap
pening at the time* to be at Paraguay, afforded
protection to the Americans who had drawn
upon them the ire of Lopez, and probably saved
them from being put In death. Lopez, by the
interposition of Captain Page, at last granted
permission (o the Americans to leave his terri
tory- but their goods could not be Bhipped unti 1
the deeds of their lands in Paraguay should be
given up. This was refused, and Captain Page i
finally, after notice to that effect, Wok these
people, with ouch of their properly as could be
taken, on board the Water Witoh, and earned
them away. From certain threatening indica
tion!, tho Captain prepared for hostilities, though
preserving every ontward sign of peace, and upon
this ground Lopez prepared to make complaint,
and base his revenge for this disregard of bis
despotic power. Some months after, when a
. portion of her orew wns absent, and while in
? oeiitral watera, without other warning than the
firing of two blank cartridges, the Water Witch
wan wantonly fired into, the roan at fKe helm
killed, the wrhcelrope cut away, and the vessel
hulled ten times. The fire was returned. The
excuse for this outrage wae, that the vessel was
in a private channel of the river, belonging to
Paraguay, where vessels had been forbidden
to go!
