gressional intervention, offering a bounty w o ooe

suit. This U-ft no freedom of ejection for five
months. He (Douglas) stood as ho now stands with
the Democracy of his State on the principles of snb
mitling tbo f(institution, nnder which the people of
Kansas sbaifecomo into the Union, to the direct rot*
or tbo people. i
Sir. D.-ugUs continued : That glorious band of
democrat# übo acted with him in Congress haro
achieved a trinmph. Ho sought no personal tri
urnph, BO.i would not, tbererure, cuter into a out#-
tmu of which parly has backed down from its origi
nal pretensions. Although tbo govemmool did say
at the commencement of tho session that Kan-aa
mnat come in unconditionally under the Isceompton
Constitution, the administration bos recoded from
that proposition, and bo and his party are asked to
recodo from the position they bare taken because tbo
tuber party have made so many concession*, t.nt that
is no reason he should concede a principle from
which he cannot recede. Strike ont tbo, land grants,
and strike out the limitation of the population ami
bo would rote for the conference proposal at once.
In other words, if yon wish to makn tho proposal
fair you mnst giro equal terms t j Kansas under
whatever constitution she elects, now, ho asked,
! would bia friend from Virginia, Mr. Huoter, as a
n outhern man, Uko to bavo Congressional intorvrn
, Don brought to influence the admission of new Slates.
The times may bo reversed; they may become au
anti-slavery majority in Congress, and would tie
iiko a grant of millions of acres of bounty for a new
freo State to come in with 40,000 of a population.—
After eomplaiolng of tho want of impartiality which
would arbo from the Hoard of Commissioner* of
election containing a majority of U. fi. officore, he
‘ P* o **y that ho was in favor of no territory
forming a State government or a constitution until
n had the, requisite population. 110 took his stAnd
Ormly on the great principle of State oqnaJity of
rights, without reference to their locality or the na
tureof thoir institutions. What tho consequence
will be of the position ho has taken, ho knows not.
but if ho ranflot remain in public lire with the prin
ciples he maintains ho would retire into private life,
where he could enjoy tho approval of bis coneciooco.
Mr. Toombs warmly defended tbo conference sub
stitute, denying any bribe of lands. On tho con-,
tra/y (ho Committee refused to giro Kansas tho
soventoen millions of acres sho asked.
Mr. \\ ilson replied lo Mr. Toombs in reference to
the seventeen millions. A direct bribe is offered of
hundreds of thousands of acres and of dollars. Two
miliums of public lands are advertised to be sold on
the first of July and hero Is a direct bribe of fivo per
cent on sales amounting to hundred* of thousands of
dollars offered if Kansas will come in before tbo first
of July. On the other hand tho direct penalty is
that she shall bo kept out of the Union, although
every one acquainted with Kansas knows that the
fccliug in that territory is almost unanimous in favor
of its admission. Mr. Wilson then went into a
lengthenetL-discussion of tbo hostility or Kansas lo
the Leeompton Constitution, and charged that it
was now beiog attempted to bribe end threaten her
into it under the project gotten np by the conference
and intended towj imposed by deceit and fraud.
Ho then went over the records of tho ICaosas clcc
tion to show that the administration assented to and
approves of them by continuing its countenance to
their authors and abettor*. 110 thought that tho
poople of Kansas would reject bribes, scorn threats,
and could not be got under this conference scheme
into tho Union except by stupendous and gigantic
frauds and of frandnlont votes. If tho pooplo of
Kansas will make a now freo Constitution and bring
it before Congress, if she has enough population to
come in now us a slave state, you must admit Leras a
freo state or keep her out at your peril. Them [* no
trace to this substitute, although there would bavo
been poace in the Crittenden amendment Mr.
(ireon took occasion to refer to Mr. Wilson's charge
of fraud, and said that out of the falncss of tho heart
tho month spoaketfa. lie would liko to put him
under oath, and cross-question him whether over
there were frauds in Kansas till Mr. Wilson wont
there and whether ho did not send for Jim I.ane to
concoct the plan with him.
Mr. Wilson utterly repudiatod and remanded Mr.
Urecn that tho frauds wore committed by his constit
uent Missourians.
Mr. Bell oxplainod the reasons which would gov
ern hi* vole. He also compared tho Crittenden ond
the Conference nubstitutc, showlug tticir relatiw
worth and effect.
Tho Senato Lhon adjourned.
