We asked the Union on Saturday in all hon
esty and simplicity of heart, whether or not an
fiHiclo extracted from the Georgian and placed
without nolo or comment inits editorial columns
(ifit was not in the editorial columns wherewas
it: J expressed the views of that paper in favor
of slaw to reduce to slavery all free persons of
color found in the slave stales on Ihc Ist day of
neit Jannary: also whether it really endorsed

“Let the press advocate the law in this Stale
(Georgia) other papers will follow, and by
doing bo you add negro paupers to the. white of
the Jiorlh, and inflict an overlasting curse upon
all intermeddlera.”
Now we expected a fair and candid answer,
and we have it. The Union Says :
Wo do not agree with the Georgian that ‘any
free man should be reduced to slavery after Jan
uary next,’ or before it, for that matter

“Especially do we not desire that the North
should be afflicted with any moro ‘negro pan
£*”•, only portion of ‘the white of the
North which w© class with ‘negro paupers' is
the abolitionists, .and these wo esteem as a little
lower, even than their proteges.”
This is all fair and square, and we are con
tent, but why did the Union work itself into
such a fury ? We did not charge the. Union with
entertaining the sentiments which-.* it copied
from the Georgian, though it seen* to assume
that we did. It now speaks for itself and classes
with negro paupers all do not agree

for we believe it to be an axiom that all outside
of that sacred mass of dough aro
We are content to be counted in with the pan*
per*, • so we aro 101 l outside the Democrrtfc
cock-pit. That “noble party” needs all th»
room it has on its own consecrated saw-dust, to
settle its own-fight, a very beautiful one as if
stands.
The LBATCKwoRTn Cohstitutios. Tho ad
ministration papers bare set up a howl that the
neyr Constitution of Kansas lately framed at
Leavenworth, admits negroes and aliens to rote.
Hero is the section prescribing tbe qualifications
of voters:
Article - Section. In all elections not other '
wise provided for by this Constitution, everv
male citizen of the United States, of the age of
tnentT-ono years, or upwards, who shall havo
resided m the State six months neit preceding
such election, and ten days in the precinct in
which he may offer to vote ; and every male per
son of foreign birth of the ago of twenty'one
yeara or upwards, and whtrshall have resided in
the United States one year, in this State six
months, and in the precinct in which ho may
offer to vote ten daye next preceding suoh elec
tion, and who shall have declared his intention
to become a citizen of tho United Statee, con
formably to the laws of tho United States ten
days preceding B uch election, shall be deemed a
qualified elector.”
Unless negroes arc etiisent ot the United
States, or foreigners who havo resided in this
country one year and taken the first step to
wards nataralizatioo are properly termed aliens,
the charge brought against the I.eavenworth
Constitution, in this particular, is without foun
dation. Tho latter prorision we do not think a
good one ; but it is at least as justifiable as the
precisions relative lo suffrage in tho Minnesota.

“The Kansas Conference Committee did noth -
ing to-day, but fixed a meeting at lu o'clock to
morrow. Mr. Stephens was not preseut, but
was confined to his house by serious indisposi
tion. The suggestion -was informally made by
Air. Seward that bbthHbe Senate and House bill
should be discarded, and action’ baaed on tbo
Leavenworth. Constitution. It is the belief of a
member of the Committee that a new plan or
none must be adoDled.

ton man in the House, that Howard and he

acts m good faith, all will lie well "

American writes:
“It is now understood that Mr. Login, has
changed Ms ground, and requires the first part
Air. Crittenden's amendment, submitting the
Lecoropton Constitution as a tine qua non. If be
adheres to this pos ion, then there can be no
compromise, becausothe Senate is fully commit
ted against remanding the question, and the
■onthern wing of the Democracy in the House
will not consent to accept any such modification.
Tho effect of this proposition, if adopted by
Congress, would beio protract the existence of
the territorial government until another Consti
tution can be formed, sent here and accepted.
There is a stronger sentiment prevailing this
afternoon that the opposition will still hold its
own, in spite of all the devioes of the enemy
or compel concessions which will amount to a
virtual surrender.”

“I will further say that I am informed, and I
have no doubt 0 f the fact, that the officer, the
judge, whose salary yon aro proposing to in
crease by one bill before the Senate, at the head

either from ago or some other reason, to tbe dis
charge of his duties ; not for wont of learning
bat for want of ability, desire, inclination, or
something else, to inflict those punishments
which ought to be inflicted for crime, and to see

Mr. Wilson raid:
“The Senator from Maine [Mr. Fessenden l
has mad. a suggestion hero this morning that I
thank him for making. I believe we are having
now in Washington the fruits, the legitimate
fruits of tho conduct of Judge Crawford, of this
city two years ago. 1 refer to his action in re
gard to what transpired in this body, and in
regard to the murder of a raon in this city by a
member of the House of Representative.- Ido

to tbo Presbyterian Church in Monongahela
City, When the services at the Church were
through I felt no disposition to go to the grave,
yard, but walked down to Main street, on which

There I observed my little grand-danghter
standing on the side-walk, fronting the door 1
look her into my arms and asked her if she did
not wish to go and see her grand-mothVr . si,.-
answered yes ; 1 entered my buggy with her
and drove home, believing and knowing as I
did that 1 was her natural guardian and pro
tector, and not knowiug that a testamentary
guardian was appointed. I havo had in my
family her littlo sister since-my daughter, their

willing and desirous to raise and educate tho
two, and not have them separated in their in
fancy, to go among strangers, where perhaps
they might never know that they were sisters.
When the guardian appointed by the will of the
father made a demand of the child, I refused to
give her up, until I was fully convinced by lpgsl
counsel that tho power of a testamentary guar
dian was absolute... I then yielded with feelings
and emotions I cannot describe nor alter.

Tub Board of Directors of the Bank of the
Btato of Indiana, met at Indianapolis on Tnesday
and adjourned on Wednesday evening.—Resolu
tions were passed disapproving of silver redernp
t on. The Directors, in jostice to the institution
they represent, could not have dooo less. It is
not to be denied that the practice of some of the
branches, in this regard, has seriously damaged
the reputation of tho Bank abroad; and if the
silver redemption system were persisted in, (ho
character of the corporation would very soon
not be worth having. It is known at homo that
this practico was net adopted because of an ina
bihfy to redeem; but people abroad are not so
well advised; nor do they care lo takeextra pains
to inform themselves. They got impressions from
general reports, and “first impressions' with
reference to a Bank, as in other casos, are not
easily removed.
The Board also appointed a Committee lo con
fer with Committees that may be appointed on
(he part of Ohio and Kentucky banks, with ref
erence to the establishment of a Clearing Elouse.
This is another commendable movement, and it
is to be hoped that Ohio and Kentnctfy banks
will appoint similar committees. The Presidents
of tbe Blate Bank of Ohio, and the Bank of the
State of Indiana are understood to be strongly
in favor of a Clearing House, as are also a large
proportion, if not a majority, of the branches.
Many of the Independent and Free banks in
both States are also fevorably disposed. What
the feeling is on tho part of tbe Kentucky banks
as a whole, we are not able lo sav; but some of
the branches are advocates of the proposed svs

Attorney General, in answer loinquiriesaddress
ed tohio, by tbe Warden of the Penitentiary
and the Acting Commissioner of the State Hoaae,
boa officially advised those officers, that in. his
opinion the acts of the late Legislature appoioi
ing Commissioners to appoint new Boards of Di
rectors of the Penitentiary, and of Commissioners
of the Stale House, are clearly unconstitutional,
and are therefore inoperative to repeal tbe acts
in force prior to their passage.— Ohio Stair Jour
SLAVKBYta Dblawabn.— The Peninsular News,
published at Milford, Del., comes oat in a long
editorial article arguing cogently for tbe aboli
tion of slavery in that State. In order to make
good its cause it institutes a comparison between
Newcastle and Sussex counties, one free and tbe
other slave. In the former improved farm land
>3 worth over fifty-throe dollars per acre, while
in the latter similar land is worth but from seven
to eight dollars per acre.

Tuc Hos. A* B. Gbhkhwooh, Representative in
Congress from Arkansas, contradicts this report
of a terrific hurricane having laid inroius the
town of Bentourille on the 27th of March. It is
the placo of Mr. Greenwood's residence, and he
has letters from there as lato as the 6t|i instant,
which make no allusion to any such calamity;

of the Abridgement of Debates in Congress the
other day, we observed that the first public
business with which tbe namo of Mr. Webster
stands connected in that body was the submis
sion of a series of resolutions of inquiry rela
tive to the Berlin and Milan decrees This was
in June, 1613, and Mr. Benton adds:
“These resolutions gave rise to the principal
debate of the session and the answers to them
were expected lo inculpate tho government for
concealing a knowledge of tho repeal of the
Berlin and Milan decrees nntil after the declar
ation of war and thereby bringing on a war
with (treat Britain. The faot was, however, as
it afterwards turned out, that the French decree
was antedated ”

was, that this young man should have imme
diately on taking his seat in the House sened
upon a subject which put all the strength of
Madison's administration to the test and which
gave rise to the “principal debate of the session.''

Henry Clay was not. the father of the Missouri
Compromise; and in a recent letter to the
Boston Adnertixer he avers also that the pater
nity of Lho Tariff Compromise act of 183° does
not belong to that gentleman. If, in addition
to these corrections of current belief, Mr. James
B. Clay could convince lho world that Henry
Clay was not his father, he wonld ronder a
groat service to the reputation of What illus
trious statesman.
JUDOS Wilmot— The Harrisburg Telegraph
says that tho persecutors of Judge Wilmot have
again been defeated in their object, as tho bill
reported by the Select Hommillco to annihilate
Judge Wilmot'a district has been referred to lho
Judiciary Committee, vrhich is known to be hoe
tile to any such bill, violating, ss it does, the
sacred provisions of the (Jpnslilulion or this
State.

lho Senate on the 6th inst., upon tho Washing
ton Police Bill, Mr. Fessenden said :
“Thore is one thing more which perhaps it
does not become me to say, but which 1 will
venture to suggest. 1„ my judgement, much of
the difficulty is owing to the very bad example
which has been set in very high quarters-
