Tasks os thb: Pmssylvasia Road.—Wo eta*
led, some time since, in justification of tbo Ton
nage Tax, that tho Pennsylvania Road was ex
empt from other taxation for State and local
purposes; and i that its competitors had no
advantage over It, for while it paid Us contribu
tion to the enpport of government in a tax on
tonnage, they paid by a tax on the capital in
vested in their roads, tho difference being merely
in the mannor of levying the lax and not in tho
amount levied. Wo showed, In that article, that
the Nsir York roads were taxed for State and
local purposes, iin 1657, on an assessment of
$83,000,000; and that if the Pennsylvania Road
were taxed in liko manner, on its investment of
$20,000,000, for Stato and local purposes, in the
various counties through which it passes, tho
amount it would have to pay would equal, if it
did not exceed, tho tonnage tax. Tho object of
that-article was to show, first, that the Pennsyl
vania Road was not moro heavily taxed than its
competitors, and second, that if the tonoago tax
Were repealed, the road ehould be made subject
to local taxation'the same as if itc capital were
Invested in real estate.
We have received from a Mend of the road
a commonipatioh on this subject, which we re
gret mnch to have mislaid; the Bubsfanoo of it,
however, is oonlained in the averment that the
Road m subject to taxation for State purposes,
n addition to the Tonnage Tax, its stocks and
dividends being regularly taxed by the£tate.
Granted. Bat lot us see to what extent, and
how far it affect*-our argument. On recurring
to the Auditor general’* Report for tbe year
1667, we find that the Pennsylvania Road paid
into tho Stato treasury daring that year the fol
lowing sums:

Now, let ns suppose that in lieu of all these
taxoe, the Rood were taxed for Stato and local
purposes on its .investment of §20,000,000, as
Its competitors in New Tork are taxed. The
State and local taxes in Philadelphia are 2 per
cent,, and in Allegheny county about 2s; but in
the oentral and some of (he intermediate coun
ties the per centago is not so high. We are not
able to givo the actual average, but judge it to
be about 1} per cent.; not to bo too high, how
ever, we will BayH per oenl., and that, levied
on $20,000,000, would give s2so,ooo—precisely
the amount by the road in 1857, tonDage
tax and all. We have no idea that, under the
New York system, if introduced here, the Toad
would escape so ! easily; bat for tho sake of the
Argument it is safe to put the calculation at a
low figure. It bears us out folly in our pre
vious view.

Washington Oily. Senators and shoulder-hit
ters, Indians and engin e-bullies, fancy baits and
fancy bills, plunder and police officers, all min
glo in delightfal confusion. The most opposite
extremes meet in that city. Office-seekers
crowd office-holders; the President and an hon
est statesman shake hands; Bigler is seen lit
the same table with a man of sound sense and
consistency ; Jno. Van Boren accosts an ac
quaintance with wlieiu he acted politically ten
years ago. Where can you find a mingling of
snch opposites!
An. occasion which every Paul Pry is
now and is pouring out descriptions to
- the New Tork Gerald and Timr:, seems recently
to have occurred,;where all these antipodal ele
ments were brought into immediate contact. A
grandfauoy ball appears to have taken Wash
ington ‘by storm, j Very like the ball itself
was nothing near so foolish as the descriptions :

sas under the Lecompton Constitution, who is
atari is the employ of the General Government
as eurreycr-genertl of Kansas and Nebraska,
and who for reasons palpable even to tho most
unthinking men does not cDjoy an undue share
popularity in Kansas, wishes to return to the
field of his Federal dalitß, but is unwilling to
trust irimself to tender mercies of an out
raged peoplo. Therefore, tho Commissioner of

Rhode Isx.ahp.~-Wq have been wait log patient
ly that our neighbor of the Union might have
time to figure a victory out of the
late election in' Rhode Island. He succeeded to
his own -eatisfaction, doubtless, in the case of
Connecticut where the Republican Governor was
eleoted only -by- ajfew thousand votes majority.
We do not think; the case of Rhode Island &
hopeless one. Tho Republican Governor's ma
jority is only a little larger than the whole voto
east for Abe shamocrallo nominee; the Senate
has only 80 Republicans, to G of the opposite
politics, and the House only C 7 t u 4. Tho re
sult ' of this election ensures us only ono U. 8.

who leads (ho Lccomptoniles, has no hope of
accomplishing anything by the Conference that
has been granted; and tho correspondent of the
Tribune telegraphs:

Opposition grant a Committee to appoint Mossrs.
Stephens, Montgomery nod a lending Republi
can, the latter not named."
Gen. J K. Mooruead. — lq the next Congress
of the t’. 8., tho great leading measure of dolib
eration will be the adjustment of the Tariff,
and no question can possibly ariso of greater
vital importance to the agricultural andmnnvfar
luring interests of Western Pennsylvania—the
very esscnco of her prosperity resting upon it.
Energy and industry, conciliation and tact,
i arc valuable qualities, in and out of the bolls of
! legislation, to insure success. The gentleman
; whose name heads this article is well-known to
possess these qualities in n high degree: for all
that is manly, dignified and honorable, ho elands
high in this community, and on the vital ques
, lion of adequate protection to home industry, bis
: whole life has been a commentary, whether in
principle, practice or politics.
We trust that nothing more may be requisite
in Allegheny county than to nnnounco his name
as a candidate, snbject to tho decision of the
“Republican Convention.”

Enlistment or Africans—On Monday even
ing the rumor was widely disseminated that two
officers whose names were mentioned were to
start on Tuesday for Accra, on the Gold Coast,
•w» order to recruit Negroes for service in India. It
Was a startling report, and Lord Brougham, who
has now for more than fifty years been the un
tiring advocate of the colored races, might well
be excused if he. seeing how short the time was,
; ventured to put a question to the Government
!on the snbject. Nothing could be more ronclu
( sire than the answer ho received. Lord Derby
interrupted Lord Brougham to tell him ther*was
i nothing ot the kind. He bad never heard of the
: report till Lord Brougham mentioned it. Lord
i Hardinge added his assurance that the War De
i partment knew nothing of the report to which
| he had referred. It bad, he believed, no founda*
| tion in fact. The force of contradiction could
<no farther go. Lord Brougham oould only re
joice that ho had been misinformed, and those
who listened to the conversation roust have won
dered as they went home, at the credulity which
could have believed, and the roguery which could
have propagated so baseless a rumor.
But the morrow saw another scene What
sweet conference took place between the Premier
and the President wo know not, but tho result
was that Lord Elleaborough opened the proceed
ings of the Lords on Tuesday by formally deny
| ing everything that his colleagues had asserted, sta
ting that there teas apian for enlisting “Kroomen"
on the West Coast of Africa, that officer* tcere to
have started that very dag to cany it out, and aha
staling, ichai is stranger still, that there had 6ten no
'■ concealment about the matter. Till within 24 hours
of the time when the officers were to start_tbe
I Premierandthc Secretary for the War, as wc see,
knew nothing about it. In fact, it wns quite plain
that they never would Imre heard of it at all
! had it not been for Lord Brougham's question in
1 tho House of Lord*. That is .the plain and ob-
I vious inference from the facts. Lord Lilenbo
rough, however, gives a different version. It
was found, he says, that the enlisting of Ne
groes for the India service madean alteration in
Hie English Mutiny Act necessary: that Act
Could not bo altered on the third reading, and so
the plan was given up.
We apprehend that Lord Derby imi«t feel very
much like those ancient warriors who were ac
customed to rely on the olcpbante as their snr
est auxilary in battle. The aspect ot the ani
mal was terrible, his advance overwhelming,
and his skin almost impeneimblu. but ho was
wild, capricious and uncertain, more formidable
to-friendi than foes, more likely to turn and
trample under foot those who drove than ijuno

the conclusion that it was better to do without
elephants altogether.

may not be wisdom in a multitude of counselors,
but there may, perhaps, be an absence of Tran- j
