The 1 Committee have also reported a bill which pro vides that no new State shall be formed nntil it has the requisite popnlatiou for a member of Congress, which, according lo the present ratio, is ninety-three thousand five lmodred and twen ty inhabitants, and will probably bo moro than a hundred thousand after I 860; and, further, that no constitution shall he sent to Congress until it shall havo been submitted to and ratified by the people to the end that Congress may have tho best evidence tho nature of the CAse admits of that it is the act of tho people and embodies their will. Y.j on Sunday morning lost, three prisoner*, by feign ing sickness, got the jailor, Sir. Barker, in their power, gagged, and bound him and locked him in a cell. This done, they robbed him of his money and tho keys of the prison, and were calmly taking their leave when they were “brought up all standing” by beholding the jailor’s little wife pointing at them through a railing a loaded revolver, and calmly informing them that she would put a ballet through the first man who attempted lo come forward.
