Beluw we give ft passage from the Washing
ton correspondence of the New iork Times
which may be takeu for whatever the reader
deems it worth; concerning tho position
purposes of Gov. Wise. He is certainly the man
ifiron hrmness and oneonqutrWe energy re
quired for suoh work. After alluding to the
rumored intrigues of Mayor Wood, the writer
V "Governor Wise has nobler objects ol action.
He haa, or is about to soperata from the regular
Democratic organimtion upon a question whtoh
wiU agitate Virginia and all the Southern States
for the neat twenty years, with an intensity ap
proaohing the violence of the seditious of an
ideal Home. It is tho Slavery question. Gov.
WiBO is preparing himself for the great contro
versy ot emancipation. That is the real basis
of his hostility to the imposition of Slavery upon
Kansas under the Leoompton Constitution. He
sees that Kansas can never become a market
for the slave of Virginia, while to force a Pro-
Slavery Government upou her, would give addi-
I lional strength to the anti-emancipation party m
Virginia and at Washington.
"This great social question haa been precip
itated upon Virginia by the same means as in
Missouri. It is tho fruit of the internal-improve
ment syßlem and tho immigration of whites of
the middle class. Thoso two influences arc so
rapidly increasing the price of lands as to ron
der them 100 valuable for the occupation of col
ored laborers. Gov. Wise is statesman enough
to perceive that these tendencies of the times
oannot be resisted. Tho movement may be gui
ded and the results lompercd. Ho has tho cour
age to govern his conduct by the requirements
of the future, rather than tho necessities of his
present position. lie, therefore, openly supports
Eli Thayer's schemes of while colooizatioo, and
all the projects for canals and railroads which
are running Virginia so heavily in debt, and
may not improbably make heT the greatest State
li the Union, in population, wealth and polit
ical power.

T'm: Fiir.n-3i.tL Vk*ti>«t in 3 i\ Lotn.—The
Me.. Ucm of Tuesday brings out ila big gun
Mid announces, in Startling capitals, another glo
rious victory for tho free Uemocracy. The l>em
ocrat nays;
‘•Wo eay it is a glorious triumph, and H we
consider the appliances that were used, the prod
igal expenditure of publio monoys, the various
elements that consolidated against U 3 and the
almost superhuman exertions of our adversaries
at the polls, .wo may safety say that a more
uyual victory the free democracy of this city never
achieved. The vote will demonstrate that in 1 bo&e
wards where it was thought Fe should have ac
cessions from the American:parly, the mass of
that vote was, on tho contrary, united upon the
opposition. Thelargc organization ofiudepenuent
fire companies-vronl almost in a solid body against
our ticket, and struck hands with the national
democracy who rallied all their forces under the
banner of the opposition. Prom the - custom
house to-the eub-treasury, ftom the RepubUcan
office to the Loader office, the Herald office,
from nil the nests of the plunder-seekers and
the haunts of the administration train bands,
active paruzens aud silent ■lnkers wire work
ers. thimble-riggers and poTMcal jrfgcon drop
pers trooped forth, and notluug that ingenuity
could invent ot audacity could dare, was left
untried. Tho manufacture of lies was upon a
scale enormous oven for the “Foundry of lies. |
The appeals were made to every prejudice and ,
every passion, and our honest contemporary or
the Republican, as a last resort, placarded Mr.
Filley <w havin'? once leen a slaveholder and pre
sented that as\ reason vhy he should be voted
anoint. So rnuih for the character of tho con
test. It is sufficient at this late hoar to say that
1 the whole ticket has triumphed by a magmfi
■ cent average majority of tvvelvo hundred voles
that wo have carried both branches of the City
. Council, and that the free soil gain in St. Louis,
I since April last, when tho party came m by a
plurality, and failed by nearly two hundred
s Votes of a majority, has been from fourteen to if f.
teen hundred r otts.
JimmosCirt UEDixiirn.—Whilst St. Lotus,
the greet commercial centra of Missouri, hos
been re-affirming its devotion to tbo principles
of free soil and freo labor, wo are gratified to
announce that Jefferson City, the political cen
tre of the State, has also preolaimod ns fealty
to the Borne cease. The nows of the election of
Oliver 1). Filley as Mayor here, and the news
of the election of James B. Gardcnbire as May
or there, will fissh together throughout the land,
to tell in language eloquent with prophecy how
great hos been the awakening of oar people, and
how rapid the growth of oar party. The con
test in Jefferson City was one of the moot excit
ing and closely canrassed that hoe ever trans
pired in that place. All arte and appliances
wore used by the opposition to carry Into office
their administration eandidato, and aa the issue
turned directly upon (Jen Gordenhtre e known
and stowed freo labor sentiments, many of the
apoeals made to pro-elatery prejudice wero not
without effect. Bat it was ell tn vain. The
whole free labor ticket was tnumpontly elected
by on arerage majority of sixty roles Thus
the Cspital of our Stalo sends abroad its greet
ing to the free white industry of the nation, and
invites it forward to help build up on substan
tia! foundations a noble commonwealth in the
heart of the Western valley.— Si. U«u Dm.

The blander of the design of the motto has a

There was also an incident connected with the
bill-sticking for the meeting, narratfcd hy me
Prettj, as follows : . ,
“An enterprising Ethiopian minstrel has
adorned all available, bill-sticking ipoints m
our city with a hideous life-size wopd cut of
himself, and upon one of these the tyill-sticker
has pasted across the breast the proclamation
of the “National Democracy.” The bill was a
good one, and so have been other bills, but “the
darkey behind U” never came out mare plainly.
Tqe English are looking for great news from
India. Sir Colin Campbell has beeh managing

of the decisivo contest with the mutineers is an
