    PITTSBURGH:
MONDAY MORNING, MARCH 29,1868.
OFFICIAL PArZB OP TUB CUT. m &
News of the City and
Bcsisess. —Every body seems to be ready
no* logo on with the uaaal business of the Spring.
Merchants have laid in their Bpring and Sommer
stocks of goods. We do not seo but they have
got nq laTge supplies as they aro accustomed to
buy. Out shoe dealers, at least such of them
as have, through their public announcements,
oomc under our notice, bare laid in a very large
supply. Mr.' Tanner has some I.«M cases or
choico goods In tho shoe line, which, as he ias
purchased ntvery cheap rates, he is oblc to sop
r.ly the trmlo with on favorable terms.
The DrJjGooda Houses have likewise filled up
their shcWes with the fabrics ®ost in demand
for the seh-on, and as far as we bare been able
to observe, hare attracted a good run o cus otn
to their store?. People mast have these things
at any rate. The consequence is tbatlhcro has
hcen »<> fiir quite a little stir among j»e shop
keepers, enough to make one think there xs a
good deal doing. Most of our heavy iron es
tat lishments arc doing something. They ore
rumiing on short time, or full | im ® nn( J short
wages. In general, however, it may be said
they areruiming. ThesbippinKbasincasulhcsend-
heavy fabrics to market, tho loading of
long lines of boats day after day, theso things
whir!i ro did ?co Spring wc see nothing of
this Spring. A good number of steamers have
Como and! gone, but the amount of freight cither
herd or from the East, is of little account,
comparatively. In our acquaintance with Pitts
burgh wejhn-'c seen nothing like it. Wo hope
10 see it grow gradually better. We cannot px
pect to, set business go up with tho rapidity it
manifested in going down.
Puxjucl Docombsts. —We arc constantly under
obligations to Mr. Ritchie, our respected and
faithful tepresentative in Congress, for favors
in the shape of public documents, newspapers,
speeches,!, etc. >Vc were in receipt on Saturday
of volumes of messages, and before of tho Re
port on the UnitcdStalcs and Mexican boundary.
The latter volume seems to have been gotten up
regardless of expen«e. We see, in
glancingiU over, that the plain facts of a scien
tific report, or of what purports to bo such, is
rnfrie the vehicle of petty and rancorous spite
against gentlemen who probably differ from tho
writer intheir political views. Everything now
a-lxy-igifs to show the crying n*ed that these
.Augenir stables at Washington should he cleaned.
The Hercules will come in due time.
KouartiT.—A man named Veter Smith was
robbed of $l7B, on Elm street, Friday night.
Officers J-mcs nnd Flannegin, Saturday,airesled
thro** nun; named dohn*Uird, Peter Delany and
John Casey, on suspicion of being the perpetra
tors of the theft. It is tqid that the evidence
with regard to Dclany is conclusive, as Smith’s
comrade! swears that he saw Dclany take his
hand out of the prosecutor's pocket. The par
ties were all commuted lor further hearing.
—line! Campbell, implicated with tbe parties
ahovo mentioned, was arrested on Sunday, and
also committed.
Boot?; Snoß3„H.vrß and Stbaw Goods. —We
passed through the spacious warerooms of Mr.
J. V. Tanner, on Wood street, yesterday, and
were surprised at the extent and variety of his
stock, lie has now in store about 1,000 cases of
well assorted nnd seasonable goods, purchased
during tihe late panic, for cash; bo is now offer
ing to city and country trade at Boston prices
W.« advise an inspection of Mr. T’s stock. His

The qhangcableness of the weather for a few
days pa*t marks the .season when the colder
airs of March contend with tho more genial airs
of spring for precedence. A real hurricane
raged for a while on Saturday evening, which
was followed by a smart shower and that by a
pleasant, mild* clear evening, lesterday the
weather wus heavy, and the sky dandy. At
night a slow min prevailed.
r<i.N(»UEi>.—ln October lasi, G. A. Neuifer and
ffm. preferred a charge of fraud
against Mr. Gnstavus Praeisch, of this city, and

The House passed tho Senate bill establishing
tbreo additional land districts In C&lifumia.
Mr. Shaw, of Illinois, alluded to a remark made
by Mr. Smith, of Virginia, yesterday that tho suc
cessor to Col. Richardson informed him that a Dem
ocratic member of Illinois held a conference and
concluded that tho only courso left for Mr. Douglas
to be re-elected to the Senate was to oppose Lccoinp
ton. Mr. Shaw wished to say that no such confcr
ence had been held nr was contemplated by tbo
Democratic members of the delegation. ID* never
had any iotiraation from Mr. Douglas. Ho (Mr.
Douglas) was not influenced by any such motive,
nor did ho believe it to be a fact, lie bad said that
, he looked npon the Lccwnptou movement as a great
I wrong and violative of tho principles of «olf g"Vcrn
-1 ment and that neither Mr. Douglas nor his friends
would or ought to be sustained by Illinois ‘ l they
gave it their support. If Mr. Smith understood
moro than this he wholly misapprehended him.
Mr. Smith reiterated that in conversation with
Mr. Morris ho slated distinctly and explicitly that
tho Illinois delegation held a conference in order to
secure Mr. Ib-ugla..' re-election to tho Senate. If bo
was correctly iub.roed Mr. .Morris related this to
others. That gentleman also informed him that the
delegates from Illinois to the Cincinnati convention
had rccMbmcnded various appointments to tho Pres
ident, and that the recommendations wero disregard
ed but that this was ->ne of the grievances on tho
part of the delegation. The gentleman from Illi
nois bad a similar conversation with the gentleman
from Kentucky.
Mr. Burnett remarked that ho did not fecDat lib-
crtv.b* repeat the conversation between Mr. Morris
and himself without that gentleman's consent.
Mr. Morris inquired where tho conversation took
place. “•
Mr. Smith replied that it did not matter whore,
so that tho main fact was stated.
Mr. Morris said that tho conversation tatween him
and Mr. Smith was in December lost, in the presence
of his (Morris’) family, when ho spoke as to whether
some plan might not lie devised by which tho Knn-
Has question could ba settled without serious coo-
fiict or division in tho Democratic party, and bail
also stated that neither Mr. Dougin* nor any other
man who favored Lecotnpton rnnld-W elected to the
, SeDato. He. recollected further hi* stating that '•»
his arrival at Washington, ascertaining that Mr.
Dougin* would take n position against Lecompton,
ho engaged in conversation with Col. Richards-.n
and Mr. Douglas, when ho informed tho latter that
if bo had matlo up hi* mind to oppose Loconipton, he
should avail himself of tho earliest opportunity to
deliver his views, for if he put off his speech to tho
21st i.f Docembor. when tho vote was to bo token on
Kansas, his motives would be tmtmgned aod his ene
mies take advantage. Kono of Ibe Illinois delega
tion bat himself took part in the cunveralion. As a
warm personal and political friend of Mr. Dougla*.
whut motive could ho havo for making a statement
to Ins detriment? Ho doubtless said too murh: that
tho delegation in Congress, not the delegates to tho
Cincinnati Convention, complained that Illinois had
not well been provided for in the distribution of offi
ee-i. He had been greatly misapprehended.
Mr. Iliiruett did n-.-t pretend to give the precise
words of tho eonvcrsnti'.n wiih Mr. .Morris, but un
derstood Mr. Morris to slate distinctly that thcDcm
ocratic members of Illinois had n-nnferenee. nn-l de
termined that Mr. Dougins should pursue his jireseo:
course on Kansas; that this was the only means by
which Mr. Douglas could sustain himself at home,
and unless ho opposed l.ec’>inpton. defeat would not
only bo inevitable to Mr. Douglas, but to his friend*.
In that conversation. Mr Morris al*o spoke as to
whether tho means wore devised by which the Dem
ocrats could act harmoniously, and said that Mr.
Dougins did not intend to lx; crushed mu by the ad,
ministration.
Mr. Marshall, of 111 , repeated that no such con
ference as that alluded to had hoc a htdd. The state
ment was wholly nntru**‘
Mr. Smith, pi Va., said ii was true that a conver
sation was held by him with Mr.'Morri?, io ibe pres-
ence of his "family, but he went there, at Morris’ re
quest, to ronsult about ao old soldier's claim, and
the other subject eamo up after this was disposed of.
Hai tng no political secrets himself, be held it to be
his doty to his country to trace oul, by-any proper
and legitimate means, the secret motives and priiaie
purposes of public men wb<> ntlrihut** other reasons
for their conduct.
Mr. Wright, or Go., said if this conversation were
not terminated, if must of necessity run ioto person
aliries. Theto seemed to bo a tendency to widen tho
breach.
Mr. Morris said Mr. rnii'h bad announced hi*
settled determination if. retail prii aro conversation*
wheu bo thought public ioterc•;* required it,
Mr. Smith explained that he d.-i n-»t say that he
would use prjvau- utnl conlidcutial conversations for
public u<e% hut without tho itijundb-o of confidence
he would be ;it liberty,to refer to them, for he c -uld v’e
no -lifferehce between public men aod public subjects.
If those were trail.#.* could he not expneo the trvsoo.
Mr. Morris war glad that Mr. Smith watches the
interest of the country and will defend etc* y uvonne
of libertrtn the last. What gentleman would desire
every conversation with his fellow members or friends
to i>o publicly exposed. >The conversation between
him occurred in private, bnt ha-1 been retailed in tho
•peeeh of tho gentleman Trom Virginia.
Mr. Wright saw n<- necessity for any pctsonal feel
ing. All tho difficulty came from the wm.l con
