Wo hare no doubt** that seTcral Republican
members of the House are honestly voting for
this bill, prompted solely by their desire to see
the board of Canal Commissioners abolished and
the State separated from all control of the pub
lic works. One of our representatives is, wo
know, actuated by this view aione, in ranging
himself with the friends of the bill. Wo have
no imputation lo cast upon the motives of these
gentlemen, for- wc respect and honor them for
the earnestness with which they look to tho
breaking up of this stronghold of locofocoism.
But there is a right and a wrong way of doing
everything, and we think, with all due defer
enco to their judgment in the premises, that
—(hey have in this instance fallen upon the wrong
one. Tho true way, in our view, to get rid of
the canals, is to offer them at public sole to tho
highest bidder, without limitation, and then sell
them, absolutely, for whatever they will bring.
The resolution of our representative, Mr. Foster,
looking to this result, ought to have been adopt
ed; and its rejection puts the House and the
active friends of the bill in an awkward position.
It is equivalent to saying, “Wc would not, if we
could,';take a better price from a better custom
er.” It shuts the door upon all other purchasers,
without regard to their better character or more
abundant means.
We are satisfied, from whnt wo hare seen awl
beard, that this is o scheme gotten up by specu
tutors and interested parties, who nro using all
sorts of means and appliances to carry their
paint. Those who nro fomiliar with Harrisburg
influences, can see them at w >rk, now. in their
very worst and most disgusting form. For llns
reason, alone, wc should bo gn,tilled to see the
pending hill defeated, and if such a result Is at
tained wo hope then to see a bill passed to sell
the public works, at nn early day, upon the best
terms which the Slotp dan obtain by putting
them tip in open market. The State has enough
to do to look after her own interests, without
troubling herself with the concerns of the Sun
bury and Erie or any other road.

The Delta then proceeds to restate its former
declarations, and to vindicate the policy, geocr
ally, of reopening the slave trade.
The “hoax” excuse is’therefore exhausted.
. Tho other plan is now to blind the people to the

“Tim Arricau importation scheme introduced
into the Louisiana Legislature, has been indefi
nitely postponed. It excited considerable dis
cussion in the Senate, and was argued as a mea
sure of policy not inconsistent wilh State or
Federal law, and very beneficial to ihe native
African, who would be morally and intellectually
improved by coining in conuicLwiih civilization.
Tho argument was strongly put, but a majority
of the members of the Senate could not see the
moral an.l civilizing benefits of the scheme, and
thought indentured apprentices wonld be a dan
gerous clement to introduce among their slave
population. The scheme was. therefore, knocked
in tho head by a vote to postpone indefinitely.

Btatcd that ho was in favor or reopening the
Siove Trade, but that, as the measure was a
vital one, be was in favor of postponement for
the purpose, only, of ascertaining what the pub
lie sentiment was. Doubtless there were others ,
who toted with him from the same motive, and ,
the fact in clear that there t* a majority in both
branches of that legislature in favor of the re
riyal of that trade. The managers of the scheme
- have merely deferred present action, so as not
to spoil all by 100 much haste; but their purpose
to put it in operation is none the less determined
and resolute. Before o yenr, we shall have For
ney's prophecy realized-tbe revival of the Slave
trade will become a* test of democratic fealty.

a Dougins Democrat, who receolly mn.lc a de
monstrative speech at Cincinnati, disclosing his
views upon the Lccompton swindle, said : j

18511, non are the loudest in their denunciation

the history of Kansas, the very same men.who (
sneered at os in public and in private m 18ob.
and who denounced as lies what ne then declar

then roll of tempestuous demonstrations against
Ibe "Uhlack Itaypublicans," non tagging at the
hcelt of men who arc repenting our warnings
’ and rehearsing our declarations made two years
