Tamil had a capacity for tonnage equal to at loa9t tho Penna. Railroad with a finished double track”—first, by the evidence of the best engineers in the country; and second, by plain calculations which must convince all of the truth uf that evidence. Isi. Mr. Wm. J. McAlpine, lato engineer of the Eric road and of tho State of New York, and who has no peer in his profession, says; (page 60, Report of'62) “the capacity of tho Erie Canal, before it received the advantage* of a partial enlargement, was ono million and a half of tons per annum.” In their proceeds, to quote from his predecessor in office, with his own endorse* rnent, as follows: “The tobs arriving at tide water last year were 2,033,803,, all performed in the apaco of 220 days.” This was after the partial enlargement. “A railroad operated six days iQjthe week will have 813 working days In a year.' - If tho above business should be divi ded equally throughout the year, then the ar rival at tide water would be 6,498 tons daily. Average loads of 100 tons of freight per train would require the arrival daily of 65 trains, equal to one train every twenty-two minutes through out the twenty-four hour*. A railroad perform ing a large passenger and fast freight business, and having a double track with usual turnouts, could not I suppose perform one-sixth of the above a* additional business, by slow trains, .even admitting that the variations of trade at differ ent Bensons of the year could, by increased loads, be accommodate'! by the number of trains stated. I n other words it would requiro six double track railroads haring other traffic from which to earn dividends” to carry 2,033,863 tons. “Tho abovo business would require an outfit of at least 10,000 cars and 400 engines costing say $9,000,000, and if confined to one road would require the daily arrival of miles of trains to be unloaded, loaded and sent back, supposing that each troinnnd eaehear should bo fully loaded.” To show that the estimate of the capactity of a rail- Je2T:lyd ,;mrr>a uacss road to be deduced from the above is not far out of the war, I stale that the Peuna. Railroad had on the Ist of Jao’y, 1668, 216 engines of all kinde, and 3,089 four wheel freight cars with which it mo rod during thoyearatotal of 630,420 lons, 172.073 being through and 858.367 local, the total mileage 92.375,760, making the above equal to on it/ 201,687 tons carried 363 miles or from Pittsburgh to Philadelphia. According to the estimate uf the New York Stateeugineer ifa road from Buffalo to Albany did its fair propor tion of passenger and express freight business in addition to heavy freights, its capacity for the latter would be about 340,00 u tons through. Mr. McAlpine oays “the capacity of a double track railroad from Buffalo to Albany, used rzcht sivtly for freigU could not be estimated at more than ouu nod half millions of tons per annum.” The- '•up'icity of the boats on the Erie canal before its enlargement was frc-mOU to 70 tons. The western division of the Pennsylvania canal was constructed for boats of from 60 to 70 tons. Leech & Co.’s freight boats carried loads of 60 tons. Suppose wc assume the capacity of the western division lobeooly one-half that of Jb£ Erie before its enlargement, 760,000 Cs6s per annum. We then have the testimony of the distinguished engineers quoted above, that it would take to double track railroads to do & busineve equal to the capacity of the western division, and at the same time accommodate a proper jq-opoitiun of passenger and freight business Agaiu, m page 28, Mr. McAlpio, speak ing of tbo iffogrcntNVw \ urk roads, *ays: “The capacity of bulk these roads, with double tracks and fully equipped,, nod in operation the whole year, whi.e doing a paseeugci business, Is about equal to' a canal ot the original size of the Erie, or one and a half million# of tons." In tbe same report he gives as the deduction from a Urge amount of statistical matter the following cost i”not charges) for transportation per lon per mile: Canals, Erio Enlargement “ Other largo, but ahortcr. *• Ordinary tilt “ do with great lc,ckag«..6 to f? Railrnada fur coal 6 to 10 " Nut for coal 12 to 15 If more evidence is wanted as to the relative cheapness of canals and railroads, it may be found by comparing the charges for transporta tion on the Pennsylvania canal with all its dis advantage of the Fortage and Columbia roads, with the present rates of the Pennsylvania Rail road to the city of Pittsburgh. Mr. T. 0. Pomeroy, Pennsylvania Stale,En- gineer, in 1803, page 10, of Report in conclud ing an expression of his views in favor of the Pennsylvania Canal, says: “The State Engineer of New York, after baring ably analyzed and compared the statistics of trade and trans portation in the United Slates, thus concludes in tbo preceding pages, the comparative value of railroads and canals for tbe transportation of heavy freights, has been discussed, a> d tbe superiority of the latter maintained, yet it has been no part of my purposo to undervalue the for mer”—which of the New York Engineers Mr. Pomeroy quotes from I don’t know. The opin ions of Mr. Edward F. Gay, his successor in oifioe, wero given in the Report of the Board of Trade Committee. Many pages of other testimo might bo given from disinterested sources in corroboration of that already quoted, but it seems unnecessary. 2d. Tho Western Division was built for boats j of GO io 70 tons. Its capacity, when in good i order, would be limited only by the tonnagoof | each boat, and the number of boats capable of , passing a lock In a given time. Tho oapaoity of Leech & Co.'s boats and the Pearl Mill freight ( boats was GO tons and their usual loading aboat 50 tons. This latter amount would bo a fair basis for a calculation. A lock con be passed, the canal being in good order. In less than five minutes—we will say ten minutes. Six boats per hour, will bo 300 tons—say 20 hours per , day would be 0000 tons for 250 days (our canal opens earlier and closes later than the Erie) would give 1,500,000 tons per nunum, an ag gregate which would require the passage of a train carrying 100 tons,an amount far above tho average—27 minutes for 20 hours in the day and night—each week day in tbo year, be tide the patstnger and express trains. Or in other words, it would involve the employment of over 800 freight engines, 7,500 cars nod the daily arrival of three miles of trains to be unloaded, loaded and sent back, supposing each day’s busi ness to bo exactly alike ! That they should be alike is impossible, for in May, 185<, the ton nage of tbe Pennsylvania Road was.jnore than double that in January, and in Augu.t three timee as much. Le.t tom, may evil attbU o.timate »o ellract the Winning .lal.m.ut. from a pamphlet of a dutin guiihed officer of the'Fence. R. R. The niter wae endeavoring to .bon through eleven p.ge, or hu volumlnoo. paper, that the public erarlt. were of no value; and lJl«i«»n of tho tonnago tax, to meet tho folre as?eni m that Pennsylvania wou.d have lost her canol trade if this road had not been obstructed, and becaoso the advocate* c J the repeat j of the tux, have written volumes In the effort to prove ( . ill* public works were worthless. It is also perti nent because the Philadelphia Board of Trade and tb* City Coancils in tbeir late memorials, as well as j Mr. J. Edgar Thompson in hii Reports all dwell on : th* attempt to prove to the L®SP s ‘ Pe o' pl*_lst that the main lino was wortulet»— 2nd that the Penna. Co. paid n->re for it rtaa it trm wonh 3d that the tonnage tax was of »>< u*r originally, 4lh that it is of few use not?—and sth thet it ooght to be i repealed! 1 Tho Tonnago Tax Qoestion ii pertinent to that of discrimination against our trade; only ki d.t cussion and because the Pennsylvania Railroad Com pany linked them together. The Into report of our Board of Trade assumed tho ground that neither was in any way dependent on or affected by tho other. • Iq February 1850 tho official attention of the Board ' cf Trade of this city was called to the subject of j discrimination by a letter signed by a number of prominent merchants. A Cummitteo was appointed which held on interview with the officials of the rood and was duly informed in substance, that the road tfonld manage its own business, that if Pitt*- burgh had any grievance it was all otr.ny to the Ton nage Tax, and that the people of Pittsburgh did not fully appreciate the blessing of tho Pennsylvania Road. And so the Committee reported. In view of these facts it is amusing to hear the Philadelphia Register and other journals like it dependent on the railroad patronage talk about tho impropriety of “digging up the things cf the past.” F. R. B. The Eansss Election Settled at Last. Fur the I'litiburgh (Jjixette. In the Washington (D. C.) Evening Star we find the subjoined statement from Gen. John Calhoun, President cf the Convention which formed the Locompton Constitution: Vdiior Washington Star —-Sib: As there has been great anxiety to learn the result of the lafe election for members of the Stato Legislature, tinder the Kansas Constitution now before Con gress, 1 think it proper to state that recent in formation, through Gov. Denver and others, leaves no doubt that the returned vote from the “Delaware Crossing” precinct, in Leavenworth county, should be rejected, and that certificates of election should be issued without reference to the vote of that precinct. A month ago I was pul in possession of a news paper containing what purported to be the affi davits of the judges of election at that precinct; and in a communication to the Union, I immedi ately stated that, if the facts contained in said affidavits were presented to me in an authentic and reliable form, I should be governed by them in determining the result of the election in Leavenworth county. Although I have not received any reply to my letter to Gov. Denver, yet, from various sources of information, I am left in no doubt as to the statements of the judges of election at that pre cinct ; and 1 shall, therefore, issuo the certifi cates of election to the persons having the high est number of Totes-in Leavenworth county, irrespective of the “Delaware Crossing” preciDCt. I rogret to add that this decision will give the control of Kansas to a party which I view as the enemy of tho peace and good order, tho Constitution and laws of the Union. To the following parsons, elected in the sev eral senatorial and rcpresent&ive districts of Kansas, certificates of election will accordingly issue. SENATE. Ist Disi. Tbe reader will observo that this letter says that “certificates of election will accordingly issue" to (be persons named. This election took place in Kansas on tho 4th of January. It is now the 22d of March, and yet not a sin gle person chosen to offioo has received, a certif icate of elections. Nor has Calhoun issued the certificates, even since be found it necessary to come to the conclusion he announces, and the inference most likely to be drawn is that the certificates will issuo only after the Lecompton affair shall havo been disposed of in Congress, and no more votes aro to be influenced by such publications. The whole of the State officers were chosen by the free Stale men quite ns fair ly as this legislative majority which is now con ceded, and yet we do not road that Calhoun in tends to give them to the free soil candidate;.
