•expense, as estimated by Gen.'Houston, whois
opposed to the. measure, will he at the rate of
SI,GOO per annum for each man, an aggregate
of $10,500,000, while Senator Hamlin of Maine
sets it down at $1,400 for each man, or $9,800,
000 per .annum. .This,, in the present state

in this country, where we have never yet tasted
the bitter cop. of subjection to the brute force of
hirelings with arms in their hands, by consider
ing the power of.the-army..of- office-holders

most slavish doctrines and principles, such os
might cause the bones of Jefferson to rattle in
their shroud of dosif are received and advocated
by these men; In towns and cities where tho

Geo. Houston justly remarks, a volunteer la the

Boston, to put the Court House again in chains,
amtgoad the citizens of that liberty-loving city
about ttiestreets with their bayonets? Is there
. need of- o hordeof hirelings, the very spew of
foreign; despotism, of which the greater port of
the rank and file-of-the army is made up, to
oblige any of our' people to obey good iaws?
Is there need of an army in-Kansas, if this oli
garchy ofslave-drivers would only let the peo
ple in that Teriitory alone ? Is there need of
.this additional force to carry on war ogainst
“thc domestic institutions” of Utah?-. Thous
ands of volunteers stand ready to shoulder arms
atany limo, when their services shall beneeded.
Enough have offered already to scour the Mor
mons to their heart's content. No: the conn
try is at peaoe, and some dark scheme of. wrong
is to be carried out which these seven thousand
bayonets ore' heeded, for. Perhaps one great
object is to increase the already bloated patron
age of this elave-drivcQ administration. In In
dia a custom prevails .of sending a cake which
thfty call ehupalfee, throughout a province to the
zemindars &wl all the military leaders, and every
one who tastes of this cake is held bound solemn
ly, to do whatsoever the chief oftbat province
commands. The administration needs some
more power to enforce the Lecompton swindle.
It desires some more tools "among whom it may
distribute the chvpatier.

appointed, contrary to alt parliamentary regula
lions or precedents, a majority of Lecomptonites
on the committee, but he selected as the repre
sentatiTes of his own side of the question, the

lime carefully excluded' the older and more ex
perienced RepnbUciui members, with a companv-

pense of his reputation os a public officer and a
private individual, Mr. Speaker Orr affords
another instance of the degradation which is the'
% of those who are closely connected with the
“peculiar institution" of the South. Its very
touch. is contamination. The Washington cor
respondent of the New York Thus thus notices
the formation of Mr. Harris’committee: ~,
The Speaker, after several days’ deliberation,
has brought forth and announced his Select
Committee to investigate the Kansas frauds,
under the resolution adopted on Monday* upon
motion ofMr. Harris, of Illinois;- Tbenardesof
the gentlemen selected are already before : you
—and, delicate and disagreeable thongh the task
may be, duty, nevertheless calls for some com
ment upon the course of Colonel Orr in connec
tion with this subject. In the first place, the
Speaker has so far degraded the responsible po
sition of presiding officer of the Honse as to dis
regard the well-settled rules of Parliamentary
custom, in obedience to partisan interests and
in fiavor of a fraud. He has failed to constitute
the Committee so as to give a majority to the
friends of investigation who moved and carried
the resolution authorizing its appointment He
has thus assumed nmodified veto power, and con
signed tho proposed investigation to the tender
mercies of those who resisted it from beginning
to end.' In the -House, those who desired to
prevent an official exposition of the frauds
by which the people of Kansas are sought to be
[ cheated of their rights were fairly beaten. The
; investigation was ordered, and then the Speak
er steps in to render tho investigation as. inef
ficient as possible! His course must strike
every Parliamentarian and all honest men, hot
blinded by party zeal, as unjust, unusual and
indecent. What else than party, exigencies—
the imminent necessity of smothering theras
cality charged by the friends of the investiga
tion—could _ induce a professedly impartial pre
siding officer to put the'investigation in charge
of those who arc opposed to it altogether ?
In reference to the prospect of the ultimate
defeat of the administration, notwithstanding
i the treachery and low cunning of its agents, in ;
this Lecompton matter, the same correspondent
indulges in'hopes which we trus t may be realiz
ed. He says: \
“The Committee does'not give satisfaction.—
No man will pretend to say that it is a fair Com
mittee. It is packed unscrupulously with a
view to obstruct investigation. But it is the
best that can be hod, .without a resolution ta
kiug the appointment out of the Speaker's
Imnds could bo passed. As it is very doubtful
what would be tho fate of such a movement,' it
will probably hot bo attempted. I think, how
ever, that despite the transparent efforts of Col.
Orr iaobstruct tho discovery of the truth, enough
will be forced out to render it impossible that the
Lecompton swindle can be made to succeed.- In
the face of the boasting of Mr. Bigler and others
who are all “near the throne," and who profess
to consider the passage of the Lecompton Consti
tution as a foregone conclusion, I repeat that i j
do not believe it will ever be found as strong
again as it was on Monday last. Tho faithful and ,
true men of the Committee will get out such
abundant evidence of the fact thftt the people of
Kansas are opposed to comiog into the Union
with the Lecompton Constitution, that it will be
very hard ever again to get one hundred and
thirteen members of the House to vote in favor
of forcing them’in.”
Tub Question Stated.—Mr. Habhis, the
member of Congress from Illinoie, who led off
in the loto defeat of the Bachanan administra
tion, in a letter written to the recent National
Jlall meeting, very truly remarks:
“The straggle in which we are engaged has
a more extensive application than to the Terri
tory of Kansas. The principles for which we
contend are to be applied in all places, and
through all time. It is not in any sense a strife
between the North and South—between African
slavery and its enemies, although the array of
parties in Congress would, at first view, seem to
indicate. It is a question which involves the
whole doctrine of popular liberty— th* 1 1 11 ~

Buchanan anil Breckenridgc at the last Presi
dential election. It corroborates what the Re
publicans, in their efforte in behalf of Kansas,
hare repeatedly declared—that their success in

white men of America. Dreading an iaauo of
this kind, tho democrats appealed to the peo
pled prejudices against the colored race, and I
I charged the Republicans with seeking the social I
| and political elevation of the negro at threrpmn
of the white working men. The fraud was sac
cessful, for the time. The Republicans were
