night, was held, in consonance, with poblic an*
nooncement, a meeting of the citizens o? Phila
delphia to lend their moral support lo t protest
against the Lecompton fraud, now arbitrarily
sought by the Administration iu he ford’d upon
the country.
Long before the hour for commencing the ex
ercises of the evening, the hall was crowded by
-an audience of a character rarely if ever before
seen at a political meeting. The accumulation
of people eould be compared only to a swarm of
bees, so closely occupied was every foot of space
within the hall. Among the multitude we reb- _
oguized hundreds of fuovs whom we meet on
"Change, in the batiks aud in our mercantile
houses—in fact, (he audience was just such a one
os wc might expect i o see, if some great explorer
of the core of Africa had come back, after a ten
years’ absence, to uorrate the marvels of Ha tour
to an appreciating multitude of scientiGo liste
ners. Had the accommodations been more ex*
teusive, there ta no donbt that twice the number
of people would have been present, os hundreds
came and departed without being able to gain
admittance.
The meeting was organized by calling to the
chair Mr. J. W. Forney, who took his seat amid
hearty cheers. A little army of Vice Presidents
and Secretaries were also chosen, comYnisiog a
Hat of gentlemen including many of the most
respectablo and .distinguished citi
zen* of Philadelphia.
<Upon taking his seat, Mr. Forney, iu obedi
ence to the imperative summons, briefly ad
dresso t the audience. After expressing his
settee of inadequacy to the present task* he said
that fourteen years ago be came to Fhimdelphia
to pursue bill profession as an editor, tie came
from the interior town of Lancaster county. The
Democratic party then, although strong and
united in the interior of the State, wos'less vig
orous in this city than it is how. He H&d been
the friend of Mr. Buchanan in other days, when
Mr. Buchanan had few friends here. He had
tbeo stood under his banner, and, aaid,he with
emphasis, “I stand tinder it now.” [Cheers.]

doctrine which we have inherited from our. rev
olutionary fathers. I have ever asserted and
maintained, and contended for that doctrine,
ahd l assure y«»u that before I commenced ihe
issue of the uewspaper which bears my : name,
to advocate that popular sovereignty, l bad the
consent and approval of the Chief Executive of
the Confederacy. [Cheera.]

sovereignly would have been equivalent to an

to ask fur fovors. to cringe, or fawn upon men
who eanction and abet the fastening upon the
country of an atrocious fraud.
We raise our voice* not to implore, but to pro
test against a constitution three times repudiated
by the people upon whom it is now endeavored
"to be forced. We are here further to say that If
the representatives whom we shall elect refuse
to make a test of us we will refuse lo make a test

Washington, Monday, Feb. B.—The triumph in
the House to-day was complete, notwithstanding
some treachery, as usual. Burns and Pendle
ton of Ohio who have over and over again been
pledged against Lecompton. yielded—the
former at the solicitation of Steedmsn, the House
Printer, who bealged him in his seat until the
perspiration poured from him in streams.
Pendleton disregarded (be instructions of the
Ohio Legislature and obeyed Senator Pugh, who
at the last minute Induced bis desertion.
Seaman, who .promised to vote for Harris’
motion if be would modify it as he did, voted
against it.
Haskin is the only New York Democrat who
boldly obeyed the dictates of his conscience and
sustained the wishes of his constituents. The
change of his vote would have carried the ref
erence to the Committee on Territories, but he
spurned every proposition for a retreat and
saved the question. It was on this motion that
tbo Administration expected success.
Clarke now says that he will never vote for
Lecompton.
McKibben’s father, who is a Federal office
holder, was present and begged him to sustain
the Administration, but to no purpose. He no
bly maintained his conviction.
Slidell antf half-a-dozen other Senators were
on the floor continually, endeavoring to save
Lecompton.
My own impression is that the Administra
tion can never come so near suocess again as
they did to-day, but will grow weaker on the
Kansas question.
In the Senate, on the test vote to day, Allen
refused to vote.
TERMS i
Bell and CriUendon will not vote for Lecomp
ton on the question of its passage.
Pugh dodged the vote altogether. He is for
a compromise, and is trying to effect it now on
some terms.
Pearce has expressed no opinion on the ques
tion.
Nevertheless the Administration will have
several majority. The Administration men in
tend to insist on reporting the bill back from
the Committee oq Territories to-morrow, and
pul it immediately upon its passage. This will
be resisted, and a long debate.will be bad before
that vote is taken.
It is understood that Calhoun will back out
from the fraud by which It bos been intended to
give a Pro-81avery majority in the Kansas Leg
islators. As this is the only condition on which
they can save two needed votes in the Senate, he
will probably do it.
John Van Buren, Governor Seymour and
other Barnburners are here, laboring industri
ously for Lecompton.
Clay says he only expects to make one more
speech in the Senate, aa disunion is at hand.
The pl&u is on the rejection of Kansas, for the
delegations of South Carolina, Alabama,Georgia,
and Mississippi, to vacate their seats and go
home. It is eupposed that those States will at
once call conventions for a dissolution of the
Union, and it is hoped that Texas, Louisiana,
and North Carolina will follow suit. Strango lo
say, South Carolina is the most conservative of
all these. Their former trial at Nullification
makes them cautious.
Toombs, in 1850, led his companions to the
brink of disunion, bnt they did not like it as
well as expected, and he was forced to turn baok,
and come to the Senate. He will probably re
peat the role.
No cool-headed man here of either section
gives any imporUufte even to these specific ar
rangements looking to a dissolution of the Con
federacy. . s.

upon Mr. Harris’ amendment, to refer Lhe Mes
sage to a special committee of fifteen—being 114
