be preposterous nnd unfounded, it was impossi
ble to deny the earnestness and “'ncenty with
which they were urged, or to doubt that they
were tho result of deep convictions, having their
origin in some previous experience of that
worst portion of the small minority in
Kanßas, who had possession of the Territorial
organization, loudly and bitterly complained of
Gov. Walker’s policy of conciliation, nnd de
manded the opposite policy of repression. Anil
when, under the solemn assurances given thnt
the elections should be fairly conducted, ana
no frauds- which we could reach be coun
tenanced or tolerated, it had beoome ap
parent that the mass of the people were pre
pared and determined to participate in the
October elections, the minority endeavored,
to defeat the result by reviving the tax
qualification- for electors which had been re
peeled by tho previous Legislature. Opinions
were obtained from high legal sonrees the
! effect of which, hod they prevailed, woo'dbavc
been lo exc ude the mass of the people from vo
ting to retain the control in the bands of .the
minority, and as a consequence to keep up agi
tation find to render civil war inevitable. But
the intrepid resolution of Gov, Walker, m
of fierce opposition and denunciation, far and
near, carried him through this_dangeroHS crisis,.
and ho had the proud satisfaction of having
achieved n peaceful triumph, by inducing the
people lo submit to tho arbitrament of the

It was to enable the people to shield them
selves from these frauds and to gWe legal ex
pression,to their hatred and. rejection of tho.m
strument which permitted them eud w» to ta
oarried by them, that I called the Legislature

lsture. The organic act confided to me the dis
cretion of convening that body in extra ecston.
The President’pf the United State,bad no right
ful authority to exerciso that discretion for me.
He had the power of remoral, and such control
as that Doner give, him. Bnt I would cheer
folly bora submitted to remoral and consequent
loss or furor with tho President, rather lltnn
occupy the position of Gorernor and refnso to
the people an opportunity to assert their most
essential rights, and to protect themselves
against the basest frauds and wrongs erer at
tempted upon an outraged community.
Not hariog beeu informed of the,grounds of
my remoral, I know them only through the
new,paper reports, to the effect that in calling
the Legislature, I disobeyed the instructions of
the President. I bed no instructions bearing on
the subject, and there was no time to obtain
them, eren if 1 had fell bound to substitute he
President’s will for tbal discretion which the
organic act confided to me. The conrentng.of
the Legislature undoubtedly prevented diffleuUy
and secured peace. Were it important, I am
confident 1 could establish this position by the
most Indubitable feels; hut it 1s sufficient now
lu BSJ that the peace of the Territory waa not
in fact disturbed, and wbal ever approaches were
made towards such a remit were wholly attnba
table to the policy of tho Administration to
censuring my acts and remoring me from office.
The measure for which I hare been udjubllj
condemned has enabled the people of Kansas to
make known their real will in regard to the Le
compton constitution. This affords
cratie party an opportunity to defend the true
principles of constllulinnnl liberty, and to save
itself from disastrous division and utter over
throw. If Congrees will heed the voice of the
pcorle and not forco upon them a government
which they have rejected by a vote of four to
one, the whole country will be satisfied,and Kan.
sas will quietly settle her own-affjurs without
the least difficulty and withouts*y danger to
the confederacy. The Southern States, which
are supposed to have a deep interest in the mat
ter will be Bared from the supreme folly or
standing up to defence of eo wickod end dtshon

Jhe moral power of their position will not be
weakened by a vain and useless defonco of
wrong, when It U perfectly certain they will
gain nothing even by success in the present
