Messrs. Editors: —Tho legislative mill at
Harrisburg baring commenced grinding, it
need not excite surprise if all sorts of grists
should bo packed ihither. Still, there is not
ihe slightest doubt, but many will go away dis
appointed, and may add to the number of those
who moralize upon the limes, and degeneracy
of the present age. That an unjust or oppres
sive law should pass under the keen vigilance of
our worthy representatives, can not bo presum
ed for ono moment; while the keenness of our
I'orttr and the watchfulness of Voeghtly holdout,
our county is safe, at least. We have thought fre
quently of suggesting a new code of tax-laws,
by which available property would be protected,
and unimproved lands of the wealthy mode to
bear their just proportion of government expen
ses; but this,'with other projects of equal mag
nitilJo haa fallen victim to that , aged thief of
time—procrastination—and may be allowed to
slumber, until the 1 hand of some modern resur
rectionist shall grapplo it from its present ob
livion. Other and more pressing questions meet
os daily—thihgs that speak and demand atten
tion. On looking over the legislative files, the
writer, a few days ago, discovered a bill, offered
by our worthy townsman, John M. Irwin, Esq.,
purporting to be “a supplement to an act incor
porating tho Allegheny and Pcrrysvillo Plank
Uoad Co. M in Allegheny county, in which it is
asked that said company shall have power to
increase their tolls above the present maximum.
Now it is-difficfcU to get at the reason of this
request; and jtht writer confesses to no
little embarrassment, on failing to find a good
and sufficient reason for so moderately modest
a request. N’hio can be the SoljJof tbij move
ment'' If the Company wero improving their
road, or mending their v ay*, an increase might
'be excused, but the rule of improvement will
not apply; for, as at present circumstanced,
that famous high icay for miles would bailie tho
faith of John Bungan, who seems to have
been tho, moat successful traveler, in Swamp
land, of which history makes mention. It is
currently reported and generally believed, that
the notable veteran euphoniously styled '‘Old
•dek (N the mud, ” has moved to the vicinity of
rho city of ‘PerrysviUo,'— a well finished con
cern;—about seven mild out this road, where
he expects to indulge in his favo’ritc nmusements
to his heart's content; and nil the neighbors

, At the close of the jear Mr. IMvid Durclay
Cbopmau retired from the celebrated bill-dis
. counting firm of Overcnd, Gurney & Co., of which,
[ sinco tho death of Mr. Samuel Gurney, be had
been the senior partner. This is an event of
■ some importance in the Loudon money market,
the transactions of that houso during tbc recent
crisis haring led to much public criticism. Mr.
Chapman, it is considered, has all along been 100
regardless of the character of the persons to
whom be made advances, the allegation being
that he looked only lo tho security of his own
firm and lo tho certainty of being able, in con
junction with other houses, to bring about a sus
pension of the Dank charter act in case of a
pressure for money that might at any time
threaten to bring them into poriL At tho height
of the recent crisis, when the resources of the
Dank were most severely tried, this firm found
it compelled to seek assistance in the shape of a
temporary advnnco on bills they had discounted
to tbo amount of $4,C00,000 on a single day,
and it was from the fact that they hod so man
aged or mismanaged their business as to hare
been brought Into this position, that the chief
alarm rose which led to the issue of the Govern
ment letter authorizing the Bank to put out notes
beyond the limits prescribed by their charter.
Although - rhe house has probably not escaped ao
well on this os on former occasions of panio, es
pecially those of 1837 ond 1847, it is said that
ibe sum in cash which falls lo Mr. Chapman on
his withdrawal is $2,500,000.
Tho end of the year has also seen the retire
ment from activo business of Mr. Horsley Pal
mer, whose name is one of the most honorable
among the entire body of British merchants.
His partner next4a years, Mr. Macklllop, like
wise withdraws, and the firm will henceforth bo
Dent, Palmer & Co., the second name being that
of tbo eldest son of Mr. Ilorslcy Palmer. Mr.
Palmer visited New York in 1842 upon the at
tempt to repudiate the claims of the English
holders of the hoods of the North Amcricao
Trust Company, and tho recent judgment,
which, afler fifteen years litigation, hssresultod
ia the defeat of that movement must have pro
ved a most happy event to him. He is now
about 79, apparently almost ns vigorous ns ever,
hat sensible nevertheless of tho infirmities of
that period*of life.
A retirement has also been announced in po
litical life, namely that of Lord de Redcliffe, the
British ambassador at Constantinople, after a
diplomatic servico of fifty years. With many
most objectionable peculiarities, be has shown a
devotiou lo the interests and honor of his coun
try that Is now acknowledged by alt No one
had more thorough skfll in foiling nny treacher
ous schemes; and at St. Petersburg, Paris and
elsewhere there will bo great rejoicings upon his
departure.
Tho details received of the recent earthquake
