Larger experience and better information will, I trust, enable me to accomplish something more for the public good than has been hitherto effected; but my aims, my purposes, and my prteiples of action must remain unchanged. \ou will not expect of me, gentlemen, on this occasion, any discussion of civil or politi cal questions. 1 have already within a few days, made fully known to yon my views in relation to public affairs. That those views will meet your concurrence, in all respects, it would be presumption in me to anticipate; but there is' one point, at least, where all our judgments, all our purposes, and all our exertions may well join. The common good_ should be, and I trust will be, our common aim. Under our fortunato polity, no King—no Aristocracy—no Arbitrary Power—no Privileged Class—can claim to-be the State. Tho welfare, the honor, the advance ment in all things good and noble, of tho State, is nothing else than the welfare, the honor, the advancement of the people and the wbolo peo ple. To these great objects, gentlemen, however wo may differ as to the best means of promoting them, we may well join in addressing the most ; strenpous exertions of our highest powers. It is not ourpart, happily, to lay the founda tions of institutions. That work is done, and i well done to our hands. It is our singular feli city to be citizens of the first Stale of tho Union. i organized, through the wise providcnco of the 1 Founders of the Republic, upon those “funda mental principles of civil and religious liberty” which they declare to be the basis of all Amer- 1 icon Law and all American Constitutions. In i the organization of other States unfriendly cir- ■ cumstances hod permitted only the partial appli cation of these principles, la the organization of this no such circumstances interposed their ! evil influence. The Institutions of Ohio were framed m precise harmony with the ideal of a j Mate as it existed in the minds of the great 1 master builders of the Confederacy and of the U nion. The ideal demanded first of all, the al>- i solute freedom of every individual guaranteed 1 and secured by impartial law; next, in vlolahiU j ify of conscience, ami just protection of all I forms of worship and all religious organizations; then, the sacred observance of compacts,—then! I the promotion of religion, morality and know ledge by universal education. There was noth- \ ing narrow, nothing illiberal, nothing unjust in this ideal. It welcomed the immigrant to the freest participation with the home bornlnthc inestimable blessings of popular intuitions. It pledged the States, to be formed under it. to perpetual L'uion with their sister States It established the Sovereignty of the indestructi ble—and the only indestructible— foundation of tbe Rights of Man. Organized under t hese auspices, and in accord ance with this Ideal. Ohio may justly beMyled the model State of the American Union, it is an honorable, a gratifying distinction Let it be our care, gentlemen, that Its luster be sullied by no act or omission of ours. While the exports of produce thus fall off a million of dollars in a week, the exporta of specie run up to $2,500,000. Wo are thus liquidating onr heavy debt to Europe with gold instead of pro* dace, helping to beggar ourselves with every dollar we send out. In the meantime, the pro duce which we ought to be paying oar debts with is lying on the hands of farmers, almost unasked for, and prices daily growing lower, although low .enough three months ago to.seare producers. With our gold .drained from us in r millions, week by week, and our produce piled up in unused heaps, it will be a long time, un der such auspices, before we get back to pros- This is the first fruit of the democratic victory of 1856. Along with it comes the bankruptcy of the national government. When James Bu ohonan went into office in March last he found a surplus in the Treasury of twenty millions; now the Treasury is empty, the employees of the government cannot get any pay, and the weekly receipts from all sources haTe fallen off to a mere nothing. In this state of things tho twenty million of ahinplasters about to be issued are not in as good credit as they might be, and there is no anxioty to get hold of them, In any quarter. The creditors of the governmet, how ever, may be compelled to take them, for lack of something more substantial. Think of a great producing nation, such as this Is, with overflowing granaries and abund ance of everything which tho industry, of man can extract from the soil, being unable to sell its surplus products and forced to empty its pockets of gold by the million, weekly, for the benefit of its foreign creditors! And think, too, of o'- nation which placed twenty millions in the ,r hands of its chief executive. officer only nine . months ago, being to-day bankrupt, and forced to borrow twenty millions more, by issuing shin plaster promises to pay to that amount! Tbe - first is an indication of the result of tbe ruinous policy vrhlcb the democratic party has inflicted upon'the country, and the last Is an unmistaka ble proof of the imbecility of the Buchanan ad ministration. In either case the facts presented are’ disgraceful to the country, and oogbt to oover with shame and obloqny the party which is alone responsible for them.
