Councils in structed the Water Committee, todevise ways and means to increase the revenue to an amount sufficient to meetlhe annual ex penses and interest on the cost of construc tion. This resulted in an Act of Assembly passed the 20th February, 1867, “authoris ing (be Councils of the City of Pittsburgh to assess water rents,” aud (he passage of an ordinance Apil 9th, 1867, carrying out the provisions of the act, establishing q schedule of prices under which the assess ments were made, and makiog other impor tant changes in the time and mauner of collection. Tbo ordinance succeeded well, and it is believed meets with the approYa! of the tax payers, judging Irom the fact that over 560.00 U was collected prior to Sept. Ist, andtbat seven collectors of waterrents have already settled in full,* except uncol lected rents amounting 1q5372.4C which are subject to action of the Water Committee for exoneration or collect iottby process of law. The collectors in the 6th and 6th Wards have not yet settled, hut owe balan ces amounting toslG2l.3u subject toreduc tioos for losses, &c , which however in tLe entire city are not expected to exceed $460. The collectors have done well and deserve commendation for the energetic and success ful manner in which they carried out the spirit of the ordinance. . The regular items of revenue, water rents, new buildings, bouse and ground rents amount to $03,239 6Q being an increase of $6,034 39 over last year. To th* Water Committee: Gentlemen:— The following is a detailed report of the operations of (be pa«i war. taken in order ns they occurred The difficulties encountered during the cold season were greater than those of the previous year, clearly indicating a lower degree of temperature, the whoto season considered. In many places the earth was found frozen at a depth of four feet, which made the task of reaching the leaks very laborious. In frequent instancesthe water would run a long distance under the crust before it would come to the surface, and thus present no clue to the location of the broken pipe. The work of checking such issues of water required the services of a large number of men during all the cold weather, and when the thaw came in the spring, and the heat had penetrated to the pipes, many of which were frozen solid, the leaks became so strong and numerous that the only alternative was to shut offihe dam aged sections as fast as they were discover ed, remove the injured pipe, and put down new ones. In the mean time for all thread pipes delatched, new holes had to be drilled aud Lbe ferrules re-inserted, until the whole wascompleted with the view of giving water 10 the people at the earliest period practica ble. After this the question of safety in the future presented itself for consideration, * and it was decided to protect lines of pipe affected, by jinking them beyond the reach of fro9l in the future. By order of Councils the work was commenced and carefully pro scented to completion, employing a large number of men during the summer and fall, who lowered nearly three miles of pipe to a uniform depth of five feet, lengthened one hundred and ninety service pipes an average of eighteen inches each, and re attached them to tbo mainß. The old metal on hand after the repairs were finished amounting to Cl tons 1400 lbs was sold lo Messrs. Marshall Sc McGeary, and Pennock & Hart at $21,60 per too. The eld brass on band amounting to 5419 lbs was also sold to Messrs. A. Fallon, and Phillips & Co., at 25 cents per pound; cn this bal ance $103,09 is due the city by Mr Fulton. This large fulling oil Ims !>o<-u i-nused by the course of trade gradually seeking the Pennsylvania Railroad instead of the Canal, and by Ihe establishment of a free foot bridge across the bridge of the Pittsburgh, Fort Wayne & Chicago Railroad, which has almosl entirely destroyed the receipt of'lolls from foot passengers. It i« the opinion of your Committee that the revenues from the Aqueduct will not, for ihe rouiiug vear, do more than pay the salaries of its officers and a portion of the interest ou balance due on account of construction and for such re pairs os may be necessary. Tu this view of the subject they recommend the iu coming Councils to take early action either to have the balance due the city on ac count of construction repaid by the State, or by the Pennsylvania Railroad Company, who at present own the Public Works, and to have the structure taken off the hands of the city. The officers who have had the charge of the Aqueduct during the year, Wm. Mackey, Collector; Johu Ochse, Clerk, and D. War den, Watchman, have performed their duty competently and faithfully.
