Senora.—Senator Douglas Introduced a bill au
thorizing thepeople of Kansas to form a constitution
End State gorernment prepandory to their admission
into the Union on an equal footing with the original
Stator.
The resolution submitted -yesterday by Messrs.
Pugh and Trumbull, rolling on the President for
further information in reference to lianas, airline,
was agreed to.
Mr. Hunter,- while explaining the provisiops of the
11111, said that al hough the Clhl in the commercial
circles was perhaps past, yet there would not be
general revival of trade before the last of April or
first of May. Before that time the money now pro
posed to be raised would be needed by the Treasury
Department.
Mr. Seward thought there was a clear necessity to
atom notes, but the bill was not sufficiently guarded
in several particulars; it had no limitation as to the
time which these notes might be issued. It was his
opinion that the revenues to be collected during the
'present peak would meet all deficiencies, and there
would be another session of Congress next year,
when any further action might be taken which seem
ed to be nbressiry. Ile therefore proposed to limit
the bill to the beginning of the next session. lie
thought that 510,000,00,0 would 'be sufficient; and
the cute of interest contemplated seemed too high ;
four per modem would procure all the money of
which the governmentmight stand in need.
Mr. Hunter had no objection to limiting he time.
As to the rata of interest he had no idea that the
notes would be issued at six per cent., but it was
better to fix that rate as the maximum. lie re
sumed that the'Secretary would try the market p at
three per cont.
Mr. Simmons vindicated the banks from the
charge in the President's Message that they were
the rouse of the present commercial revolution. Ile
thought that they ought nut to be called irresponsi
ble institutions; the evils wore the effect of specula
tion ; productive labor is the only sure basis of
weelth. Thu change of duties at the last session
which was made In order to deplete the Treasury
had encouraged speculation.. 4 ,He advocated a pro
tective tariff as the means of preventing England
from obtaining that commercial ascendancy to which
she has been directing all her efforts ever since she
found that she could not conquer us by arms. He
only Wanted ton millions, and would rote for The hill
with that reduction.
Mr. Hunter could not consent to such a reduction.
If only ten millions were authorized, he thought wo
would be called upon for another bill in January.—
He was willing to reduce the maxim= rata of In
terest to four and a half per manta, and limit the
Operation of the bill to ono year.
Without concluding the subject, the Senate ad
journed.
Heuer. Cliagman offered a resolution direct
ing the Committee on Account, to examine the sta.
tieneryaprovided for the use of the members, to re
port its real value, and make sucktrecommendstions
as they may deem proper in the premises. Mr.
Clingman said if the prices now paid for stationery
are the same as heretofore, thews mast be a great
mistake somewhere; be had found it so inferior as
to be obliged to buy some at the bookstores. He
had seen a statement in the. Globe of such a serious
character, which, if true, implicated the late clerk,
Callan, in the embezzlement of the public money.—

board of fike persons, to be appointed by the tram,
dent and confirmed by the Senate, to make an enu
meration of the inhabitants sad a fair apportionment
of members of the convention; the election to be held
on a day to be designated by the board, not less than
! 00 nor more than 120 days from the passage of this
act, and who shall be entroared with the appointment
of judges and places of voting, which is confined to
every tree white male citizen of the United States
over 21 years of age, who may be a bona fide inhab
itant of the territory on the 21st December, and who
shall have resided three months next to said election
In the county in which he offers to vote; the conven
tion to assemble not less than 90 nor more than 00
days alter the election of delegates; the constitution
to be submitted to the-legal voters for their fall ac
ceptance or rejection, and unless adopted-by a ma
jority of 'all the legal votes cast, shall be null and
