has, moreover, got it into his head that Govern
or Packer's term of office commences on the 21
Tuesday (the I Ith) of January next, and will
expire on the 2d Tuesday (the Bth) of January,
'1861; and that appointments of Notaries by Gov
ernor Pollock will hold clear through Governor
raeker'aierro. . But he can make himself easy
on that score, as 1 believe the constitutioti.desig
nates the third Tuesday, instead of the second,

House Committees shows how unfairly they
have-been corm/lintel. The South has the
Chairmanship of nearly every committee and
the control of all. Southern members are made
prominent on all of them, while even the North
ern Democtatic members are either altogether
iteglected or. stowed away on committees of no
- importance. The excuse giveri" for this is that
among: the Northern Democrats there are but
"ten who-have ever before sat In Congress, wine
nearly aB the Southern members have been
there before. But this excuse has no application
to the Republican. members, over GO of whom,

ton at lids pert during the past week are, the
same in amount as during the corresponding
Week in 1856, but as compared with 1855 they
show a decrease of 13,000 bales. The sales
reeking In this market for some time past have
been chiefly for France and Spain, but mostly
or the former country. English buyers and
English orders tire x exceedingly scarce.

rumors from Washington to the effect that there
are other reasons than the act of opposing
Mayor Wood which have tended to the removal
of tho New York District Attorney. It is said
that Le has become too efficient (or officious) in
suppressing the slave trade. This had made
him obnoxious before the sin of opposing Fer
nando Wood was committed--Butt- Patri o t.
'Thu London Times states that as soon as Par
liament meets for the dispatch of business the
lotal.abolitionof the East India Company's gov
ernment will be proposed by Ministers, and that
India will be brought immediately under the
control of the crown and Parliament, with such
a machinery of administration El .9 shall be
thought conducive to its welfare. The Queen
will open Parliament in person.

"The Admihistration begins to feel his great
power. President Buchanan refuses to send the

Kemble Butler is reading Shakepearo this winter
for the benefit of her long divorced husband,
Pierce Butler, of Philadelphia, who has lost
the bulk of his immense fortune in the late re
vulsions.

the office.holders in that city are terribly exer
cised at the collision between Little Dug and
the dealer-out. of Administration pap, and are
shivering with terror.

Tan PLUNDER IN DELID.—A letter from a
soldier of the 6th Carbineers, says:: - "For &de
scription of the riches of Delhi my pen is in
adequate. Cashmere shawls, inlaid with gold,
bodices covered with gold lace, skirts of dressee,
watches, bars of „gold, beds of silk and down,
each as no nobleman's bowie in England could
produce--you would see Sikhs carrying out of
Delhi the first day as if they were almost noth
ing. A shawl which in England would fetch
£lOO, they were selling for four rupees; and
you may depend owe fellowa were not behind
them. • It is supposed the Rifles will go to Eng
land with upwards of £lOOO each, though Gen
eral Wilson has issued an order that the prizes
shall be put together and divided. Moat of our
men are worth upwards of 100 rupees."
Lamas from England say the 'commercial
crisis may be said to have subsided; the panic
has ceased, and the bank has returned to its
normal state as regards the issue department.
Still, the difficulties of the manufacturing
districts remain immense, the operatives being
either thrown out of employ or working at re
duced time and wages. The distress would be
still more deeply felt but for the cheap bread
and the mildness of the weather. On the Con
tinent, it Is especially ihmbnrgh, Denmark,
Sweden and Norway which stiffer through the
crisis. France has gone through it remarkably
well, proving that her foreign commerce is but
en insignificant factor of her commercial life.
AN 'Antal iculuiry,_institnted at Manchester,
shows that out of 87 cotton mills in that city,
employing 24,291 work-people, only 30 mills,
employing 10,273 ersons, were in full work.
Of the remainder, 25 mills and 8439 people were
working short time, and 12 mills, with 5582.
hands, were totally unemployed. Of the- 15
silk.mills in the city none were fully employed,
and two of them had ceased to run. In the
surrounding districts the returnSwere to the like
effect.
