A TRU:VIRG BOARD or• Hi:ALTO:4Ie l'hila
delphitt Board of Health, coroPosed mainly of
demoirats, has been detected in, various cots of
peculation and fraud. The_ Public treasury has
been wronged out ollarge sums of money by
the action of the ; fictitious bills have
been presented and paid, and Warrants drawn
in the names of firms vrhomever had any trans
actions with the Board; the members of the
Boartrhave'used the public funds in eating and
drinking; and covered up the facts by fictitious
charges. Ono transaction is in regard to filling
a lot at Breed and Prime streets. Previous to
making tile contract, the cost of this job was
estimated at about $9OO. The bills actually
rendered amount to $24,413, amt - $11,531 93
havibeen paid to the contractors. The earth
was hauled from cellars dug for private indi
viduals, who paid for the* work. The lot had a
capacity for only 20,777 loads, while the cost is
for 124,240 loads,. or a quantity sufficient to
make a mound larentY.fent higker'than the curb
stone. Bills for dinner's,: litmoni, cigars, car
riage hire, consumed the whole of the revenue ;
but this being insufficient, fictitious bills were
made out to meet the deficiencies, and were
passed by the Board. Is this a fair specimen of
democratic rule
Tar why in which Tuckerman carried on his
mail robberies shows a singular degree of care
lessness in the management of mail transporta
tion. The mails between this city and Bestob,
valuable as they are, and great temptations to
depredators as they bold out, are conveyed. it
seems, in a car which serves at the same time as
ahaggage room and as a place for smoking and
lounging on the part of such persons as the
conductor may see fit (has to favor. It further
appears that this car, with its valuable contents;
is occasionally left unlocked at certain stopping
places, with nobody to look after tho until bags,
which are thus exposed to be appropriated by
anybody bold enough to lay hands on them.
Considering the largo sums paid for mail
transportation by'railroad, it might be expected
that conveniences would be furnished for pr.ei i ng
themail bags under lock and key, sad ;n a place
accessible only to the person laying them
