Batuiday; we find the fitilowing in the London
"The fact that notwithstanding several recent
largerairivili of gold from Australia, the supply
to meet the Continental demand has been insuf
ficient to prevent some withdrawals from the
Batik; seems to hold out a discouraging prospect
with regard to the immediate courser of the
mousy market.. Since the reduction of the rate
of discount. to 54 per cent. in the middle of July,
the amount held by the Bank has experienced a
(Utilization of about 5.600,000, - and this decline
would have been itiligreater if theerequiremenis

not suddenly slackened." '
ffbillsiee then goee on to say that the panic
in New ha d York cut off receipts of gold from
•
this poultry : for a few weeks, from which they
. .
had betn getting Z 200,000 a week, but looks for
an early change for the better (not anticipating
the present Sate of things in this country) and
adds: • --
"With the return of confidence, therefore not
only will the usual shipments he resumed, but
many arrears will have to be met, and as the
fortnightly consignments from California con
tinue to reach New York, the ability to meet
these calls may be expected rapidly to revive.
It may bb hoped; therefore, that during the next
'two or three months our receipta from the quar
ter will again st least suffice, with that quantities
from Australia, to keep the stock in the Bank of
England from further redaction "
Here, it will be leen, the whole hope of saving
the bullion in Xhe Bank of England from a dis-
sintrous drain,: is founded on a resumption of the
sreeldi shipments of coin from this side to Lop
' don ; and we;may - readily conclude that when
• English fininolere awake to the fact that instead
Of shipping coin to them we are calculating
f 4. about drawing it from them, it will give an en
tirely 'different tone to their views. If the Bank

try to meet the-drain to the East, It is plain that
she cannot long stand a reversal of the current
from her to this country.
Loun Casorrs.—The Philadelphia, Providence
and Boiton papers are all oat against long cred
its to country merchants, and the N. V. Tribune
exclaims against giving , any credit. It asks,
and the question has a great deal of force, why,
when the West and South demand and receive
cash for alftheir produce, should they in turn
demand and receive long credits for what they
buy? Why should the planter get cash for his
cotton, and pay for cotton goods in notes at 8,
10 an& 12 months? Why should the western
dealer sell his flour, grain and nork for ready
money, and yet be enabled to buy iron, nails, or
anything else on almost unlimited credit" At
such a time as this these are questions - Which
deserve to-be thoroughly pondered. The Phila
delphia Ledger skim
"The Bostonians are trying to break up the
long credit system in business. These now
range to Southern and Western buyers eight,
ten and twelve months; and often with renewals
at this; and the etre& of this is to use up and
lock up a vast amount of capital. The mer
chants in time of difficulty not only bare to
talte . eire of their own notes, but have to meet
the diticounted paper falling due from distant
creditors. Thislacts with double severity upon
them, and theevil now in so great that a reme
dy will probably beadopted in shortening cred
its one half the usual time."
The saute evil has been experienced here. It
-results, as the Philadelphia North Ameriroatruly
sap, from an undue and sometimes unfair cons=
petitioli, - Shil it can only be broken up by a com
.biaation•among the merchants themselves. If
the merchants . desireto put an end to the evil,
they _ must combine among themselves and agree
to restrict credits to a fixed extent, or to abolish
them altogether, .and to taboo every business
firm which endeavors to breakthrough the sys
tem by,affording longer terms.
WILE TOO 1144 TERN BANKS EUSPEED! --The
Cincinnati Cownricial says:
"We understand it is the intention of the
Kentucky and Indiana Banks to continue specie
payment, and - that meetings of the officers of
those banks met at Indianapolis and Frankfort
this afternoon, to consider the matter, and de
termine on the course to put-sue. A private dis
patCh from Indianapolis says the general belief
was the officers would pass a resolution not to
suspend. -The charter of the Bank of Indiana is
regarded reliable, and its owners are willing to
make large sacrifices to avoid placing it in jeop
ardy 'by-suspending. What the Ohio Banks
will do is-not yet known. We learn it is the in
tention of the. President to place any Branch
which suspends in liquidation immediately."...
The Louisville Journal says:
"We have been informed that at a conferet.ce
of_the Officers of the several banki-of this State,
held in this city last night, 'it was determined
to continue specie payment.' We fear that the
banlc r officers .have been actuated in this deter
mination more by a desire to preserve their
charters than by any regard for the interests of
the community. It is true that some Drake
banks have not been heard from since the salt
pension in Now York, New •England, and New
Orleans, but we apprehend that the telegraph
will bring the intelligence to-day of a general
suspension, and it this should be the case, We
can lit.think that asuspension of the Kentticky
banks would greatly promote the-interests of
her eititens and enable the banks to resume
at a much earlier period than an attempt to
continue specie payment under such circum
stances:"

TETVIATIOXIL Finincas.—The Secretary at
the. Treasury hie . ditilitthe past two mouths 4
for the purpose of Sabi the monetary pressure,
paid out. about $9,000,000 on government ac
count, including kluge &ma - nut of the public
debt redeemed. The available balance ,in the
Treasury is now reduced to $6,000,000, and the
weekly receipts are considerably leas than the
weekly expenses. The present condition of the
Treasury is thus stated:
Appropriations for the present fiscal
year $85,378,255
Amount expended to Oct. 13 27,166,748
Amount of funds on Land_............ 6,109,000
Amount devoted to mint operations. 6,000,000
Current receipts per week 600,000
This will leave a balance of $68,000,000 to
pay, and the receipts of revenue in future can
not exceedl7so,ooo per week, for the country
is full of foreign goods, full of debts, and instead
of sending money to England for more goods,
we shall be sending our own products to England
for some time to come. Assuming, however,
that the treasury receipts for the balance of the
fiscal year will average $760,000 per week, then,
to the 30th of June—
The receipts will be
Balance on band
Miscellaneous, lands, &c
Total fund
Appropriat lona ..
If this calculation be correct, there will be a
balance against the Treasury at the end of the
present fiscal year of $17,000,000. To meet this
some are proposing a resort to a new loan; but
would it not be better, in view of the embar
rassed state of our exchanges, to issue Treasury
notes to this amount, in sums of $5O and $100?
These would constitute an excellent substitute
for exchange., and would furnish what the
country sadly needs—a national currency. We
see no objection to them. Treasury notes were
resorted to before, under similar circumstances,
and served a good purpose ; and if the country
must contract a new debt,. it may as well, so far
as the indebtedness goes, be put it into the shape
of Treaspry notes as into bonds. The holder
would be as safe in the ono case as the other,
and the country would have all the benefit of •
new and much needed medium of exchange.
Ricarr.—The Philadelphia 'Sun, an old-line
Native paper, in view of the late election and
the course pursued by the factious "Straightout
Americans," says that all compromises and alli
ances-biased upon expediency, all efforts to con
ciliate conflicting interests in order to gain a
temporary ascendancy, aro necessarily injurious
to the integrity of the party, its safety, success
and ultimate prosperity. It adds :
"For ourselves, we boldly take the ground
that in the future we shall oppose yielding to any
pressure that can be brought against the pure
and unadulterated organisation of the American
Republican party of Pennsylvania. We shall
steadily advocate the principles proclaimed by
David Wilmot, its noble founder and leader. We
shall maintain the great „truths that the free
white men of this country are to be preferred, as
the inhabitants of our territory, over the south
ern slaves; that our own poor white laborer is to
be sustained in his industry, before the pauper
laborer of Great Britain; that no further aggres
sion shall bo permitted, by the aristocratic lord
ling of the South, upon the common inheritance
of the whole Union—the free territories of our
country. That no secret political oath bound
combination shall be countenanced, which has
for its object an interference with our free in
stitutions; and shall advocate and support those
candidates only who are nominated by our own
party, and pledged to our own principles.
This shall be our future course, and thus in
advance we openly announce It.
The experience of the past has satisfied us of
the propriety of such a determination. A deter
mination not only to - maintain the principles we
profess against all compromises for a present ex
pediency, brat to uphold those candidates only
who stand upon these principles, and refuse to
yield even a tacit. submission to the flatteries of
any faction, or the compliments of any organis
t.
ation."
This is the true ground. The Republican
party would hare been a much strongr party in
Philadelphia than it is to-day if it had steadily
maintained its independent position and refused
all coalitions. It has been weakened at every
step by them. If the party in Pennsylvania is
ever to achieve victory, it must first put its foot
down firmly on the ground it intends to occupy,
and stand there until its foothold is secure

further from the fact. The Harpers have al
ways been just the reverse. Their weekly paper

says :
"The attempts that are made in certain jour
nals in this city, as well as at the South, to
trace tho failure of commercial houses to poli
tics is absurd. The embarrassments in busi
ness have been universal, and if it were at all
worth while, we could name two Southetn and
Pro-Slavery merchants, to one Anti-Slavery
establishment, upon the list of those who have
failed. But the task is one suited to the
taste of only the most bigoted nod - reckless par
ty organs, and we leave it for them."
TITS LLOISLATORE. - The Republicans will

show, but is as large as the Whigs were usually
wont to obtain in past times.

Doman the session of the Lutheran Synod in
Carlisle, one of its members, Rev. W. A. Passe
rant, of Pittsburgh, took occasion to visit the
jail, - which he found sadly in want of copies of
the Bible. He at once applied to the.agent of
the Pennsylvania Bible Society, Rev. Mr. Tor

have a copy placed in each cell, which Mr. Tor
rence readily agreed to. Subsequently, a lady
of Carlisle hearing of the arrangement, offered
to bear the expence thereby incurred.

Tun New York Herald predicts that the New
York :Vedger will be obliged to suspend as a con
sequence of the stringent times. if so, the pres
sure will not be without its benefits, and if the
Herald would but follow suit and suspend also,
what now appears is great calamity would be at
once recognized as a great blessing. --
Now that the New York banks have suspended,
the N. Y . Earning Post confesses that the amount
of specie available in those institutions was much
less than was represented in the official State
ments, as some of the heavy depositors and pri
vate banking houses allowed their specie bal
ances to remain on special account.
