There is no toortierd; and until there is, there can be no llfe;...There must lift beginning, somewhere and tbit beginning cannot be made in a better way dISII by the payment of the small debts which the people of the country owe to one another. • The country is full of grain and produce of all kinds.. and the cities are nearly empty and ready to purchase freely. Many, very many farmers are indebted in small sums to country storekeepers, and are probably waiting till money is plenty, to pay them. There is no need to wait. Let every farmer so indebted gather up enough flour, or grain, or other produce, sufficient to cancel his debt, and pay it, instead of money, to the storekeeper: The latter, with out a doubt, will be glad to take it, for It will enable him to pay his debts in the cities where be deals. He will at once forward the supplies thus received, and when he has thus met his liabilities, his city creditors will be able to meet theirs, in turn, and so on, until one debt cancels another, and that another, and that an other, and i few thousand bushels of grain thus put in motion will carry relief to many who are now groaning under a load too heavy for them to carry. If this were but once begun fairly, commerce would soon begin to flow again in its natural channels, and the country would feel the impulse of a re-awakened life. There is no place for this to begin but with the farm- They must not wait for the banks to move the produce, but must begin to - move it them ' selves, in the liquidation of their little debts, and the after movement will come of itself.— The great want of the community, now, is a general settlement of accounts and a squaring up of balances wherever practicable. The same thing is true of cities as of the coun try. The man in the city who owes si mechanic, or trader, or manufacturer, or storekeeper, even if it be so small a sum as one dollar, should pay it now, if he is able. One dollar, thus put in motion, may pay a hundred small debts in the course of a day. The tailor and tbeshoemaker, thus paid, will in turn pay those with whom they deal, and these will pay others, and so on without end. /pec/• from Elrarope The present state of the exchanges, and the actual and probable course of trade for some months to come, must bring to thin country considerable amounts of specie (rim England and the continent of Europe. The apprehension is expressed that this draft upon the specie resources of the other aide of the Atlantic, may produce derangements which will recoil upon ua. . England has been sending elver to the East twolears, at the rate of sixty toilliona of dollars per annum, without commercial or finan cial disturbance. Is it probable that the amount of gold which the United States will require, can create any difficulty Wash. Repub. It is true that England has been sanding ail' ver to the East to the extent of 560,000,000 per annum for two. years, but it cannot safely be said that it has been done ' , without commercial or financial disturbance." The fact is these large shipments ofco 11l have embarrassed not only the finances of England but of the entire conti nent; and as the drain is likely to continue, i it is apparent that an additional drain of coin to this country (from which England has been hith erto drawing coin nearly to the extent of its ship ments to the East) would create alarm and per i hap, lead to as Serious consequences as have ! been felt on this side of the Ocean. The differ ! core between receiving coin froas this country and shipping coin to it, when England has been depending on-this country for the very mum of meeting her indebtedness to the oast, is sufficient to unaet,tle financial matters thoroughly. That it feel/ do no, we will not-venture to predict but that It may do so is as plain as the light of noonday. In 1847, when this country drew $20,000,000 in coin from England, it led to a financial re. volition, the recollection of which is yet !nab In our minds; and it was much better able to bear a drain then than now. The temper of thJ pub lic mind in England is not' favorable to tho per mission of such a course. Her capitalists will in a short time awake to a conviation that they have lost the vast same invested by them in American stooks, bonds and securities; and this, coupled with the fact that few if any or dere for-English goody ore now going forward, will not dispose them to look calmly upon ship ments of coin to this country, or to permit It if they tan prevent, it. It is a deep reproach to the managers of any bank that they should permit its books to be kept in this way. The only-reason why It in not now coming forward is to be found in . the difficulty of transportation. The tit.
