If there is any one measure or principle that
the New York Herald has steadily advocated it
was a low tariff; indeed, more correctly speak
dog, it was the champion-of a no-tariff. It has
been uniform in. its 'hostility to protection of
American manufactures, and has always advo
cated free trade. But the present financial
crisis seems to klitve wrought a total change in
'its sentiments. It has come out for a higher
tariff, as well as for a bankrupt law, and endea
vors to make its readers believe that Buchanan
is also in favor of them. It has strived at the
conclusion that the American people must sup
ply more of their own wants, and purchase less
goods from Europe; that they must live within
their means, and either bay less or sell more, so
as to atop the drain of the precious metals to
England, France,.and Germany, and change the
balance of trade in our favor, and as one of the
best means of effecting this result, the Herald
recommends a "little more incidental protection
to our iron, cotton, and woolen interests, in the
modification of our revenue laws." tiers is
what it says in its issue of the Bth inst.:
. "The Sub-Treasury is a good institution as a
great financial balance wheel, as far an it goes;
but in the midst of, , a general finandtal derange
ment, and with failures and suspensions on '
every hand as the order of the day, something
more than o Sub-Treasury will bo expected from
the general government. Unquestionably, some
thing more will be expected of Mr. Buchanan.:

and with our numerous cotton rectories, North
and South. airs ateued with bankruptcy, from

a calamity as some regard it. Labor is the poor

Va., has temporarily suspended. A..cottort mill
at Augusta, Ga., has also suspended.

in circulation. Specie, or other small currency,
is the life-blood of business, and ifit be wanting
to any considerable extent, business will lan
guish, stagnate or decay in proportion as its
life-blood is wanting.
The propensity to hoard specie is one of the
lowest and meanest vices of the human mind. IL
is the very essence of selfishness. The propen
sity is naturally heightened in tines of panic
like the present, and often seises upon good
men who in ordinary amnions would be entirely
free from it.. Let all who have a spark of kind
ly and liberal feeling "resist the temptation
and it will flee front 'them."
There is still sufficient gold -and silver in the
country to keep the wheels of business in motion
and thereby enable honest industry by daily
..labor to earn its daily bread. 'Whatever of
want and suffering nay prevail winter
among those who would labor, but can find no
employment, willbelargely owing to the hoard
ing of specie. Those who cause this want. to
fall upon the poor, will receive their pay in din
season if it be true that "with the measure ye

Cincinnati asserting broker visited a hank in
Lafayette, hid., with $7,000 of bills, demand
ing specie for the same. The teller, oh the
presentation of the notes, offered to liquidate
the bille aforesaid, one at a time,' in ten -cent
pieces. The fellow wanted gold, and offered to
discount but the bank officer -was inexorable;
no Mr. broker gathered - up his notes and depart
ed in disgust. At Laporte, in the same 'State,
a similar attempt caused I mob, as will be seen
by this paragraph from the Lafayette Courier:
""We learn from &gentleman who left Michi
gan City this morning, that there was a mob
and great . elditenzent in Laporte • yesterday,-
growing out of an attempt by some Cincinnati
brokers to make a run on the Branch of the
New State Bank in that city. The bank and
the whole agnate in the vicinity was blocked up
by a large crowd of excited citizens, numbering
