Rew York Herald fora Higher Tariff. If there is any one measure or principle that the New York Herald has steadily advocated it was a low tariff; indeed, more correctly speak dog, it was the champion-of a no-tariff. It has been uniform in. its 'hostility to protection of American manufactures, and has always advo cated free trade. But the present financial crisis seems to klitve wrought a total change in 'its sentiments. It has come out for a higher tariff, as well as for a bankrupt law, and endea vors to make its readers believe that Buchanan is also in favor of them. It has strived at the conclusion that the American people must sup ply more of their own wants, and purchase less goods from Europe; that they must live within their means, and either bay less or sell more, so as to atop the drain of the precious metals to England, France,.and Germany, and change the balance of trade in our favor, and as one of the best means of effecting this result, the Herald recommends a "little more incidental protection to our iron, cotton, and woolen interests, in the modification of our revenue laws." tiers is what it says in its issue of the Bth inst.: . "The Sub-Treasury is a good institution as a great financial balance wheel, as far an it goes; but in the midst of, , a general finandtal derange ment, and with failures and suspensions on ' every hand as the order of the day, something more than o Sub-Treasury will bo expected from the general government. Unquestionably, some thing more will be expected of Mr. Buchanan.: A judicious Bankrupt law, and a modification of -the tariff, including a more marked inrsdental - proiechon to hone mannfacturers than that of the law of Ail, and its amendments, are among the relining measure, which, in this connection, will first suggest themselves to the political econo mist. Surrounded by the iron manufactories of Pennsylvania. Mr. Buchanan, as the repre sentative in Congress of the peculiar interests of that State, was always, we believe, something of Ia protectionist. But now, with the iron interest of the Union covering twenty times the capital and labor which it commanded when Mr: Buch anan was a member of the United States Senate, and with our numerous cotton rectories, North and South. airs ateued with bankruptcy, from the high price which the raw materialcommands in England, and from the low prices of English cotton goods in our 111111 markets, a little morn ,ncaeurnt p m ,iect”,n n. our iron, rotten, nod woolen interest, in the modification of our tariff, would eri, obtadtp afford a large margin of immediate rebel . to our saanufarturing and .rorking rla.es." .._RU. ETSVICIOCCI. The Fall River 01e,...) Monitor, remarking upon the great suspension of labor, says It has occurred to us that the suspension of labor in our cities and villages is a greater cause for alarm that the suspension of specie payments by the banks, the latter of which we arc not disposed to look upon as half so serious a calamity as some regard it. Labor is the poor mane capital, his It. and when that is taken from hint his heart fails; his wife and children solar, nod sorrow like -—es... , e• . orocosining <catty bread is labor, aof k, employment, and when lie can not obtain these his resources are exhausted. The stopping of manufacturing establishments and other sources of employment has thrown thousands out of work without. a dollar nt com mand, and who, while they would wk could re they get anything to du, are forced a dreary winter before them with chlerted . hearts. The consequences attendant upon such suspension, of latcor, as are now filling the' hearts of thousands with sad foreboding, nee to cst disastrous in more than one point' of view,. awl should awaken in the community cousin-. lion, which, ripening -into action, should he in strumental in preventing its long continuance. What is to he done--wbat are our manufacturers to do ' —what are men willing to work, but can get us employment, to do ':—are questions more easily asked. than answered, and which appeal to the best instincts of our natures. _ Men, moment, fathers, mothers, children must cat, whether they have work or not, and yet ttpbolsittrg .ffurniturt axcalllDlatih e are [..lre& who had nutter labor for half price than to become the dependents of others, and who would Le satisfied with a half loaf, obtained with money earned with their own hands. rather than hare the whole loaf supplied by the howl of charity. Should the present condition of things be of long continuance, this class of persons will require• looking after, as well as those morn ready to make known their wants. We hope our mills and manufactures will not lung Le closed ; but if therare, before spring we shall witness harder times, and a thousand times mere suffirring than the tempo rary suspension of the banks would occasion. Our manufacturers are passing through hard times. They would do better could they do it without great losses. Nobody can blame them for shutting down (he gate, or cutting off the steam ; but we &a-say that men of influence and means , '.31.11 , 1 exert theniselres in doing all in their power towards enabling them to move on again, furnishing work for those willing, tiny. desirous to labor for *hat they eat, drink and wear. A number of manufacturers in Georgie have determined upon holding a convention in At lanta, at an early day, for the purpose of an in terchange of views, and of determining upon the measures best calculated to promote the success of the tnanufayuring interests of the State and the South generally. The Merchants' cotton mill, at Petersburg, Va., has temporarily suspended. A..cottort mill at Augusta, Ga., has also suspended. DON'T HOARD riot Srame.—There is abun dance of specie in the country torah' the ordi nary transactions of daily life, if it is only kept in circulation. Specie, or other small currency, is the life-blood of business, and ifit be wanting to any considerable extent, business will lan guish, stagnate or decay in proportion as its life-blood is wanting. The propensity to hoard specie is one of the lowest and meanest vices of the human mind. IL is the very essence of selfishness. The propen sity is naturally heightened in tines of panic like the present, and often seises upon good men who in ordinary amnions would be entirely free from it.. Let all who have a spark of kind ly and liberal feeling "resist the temptation and it will flee front 'them." There is still sufficient gold -and silver in the country to keep the wheels of business in motion and thereby enable honest industry by daily ..labor to earn its daily bread. 'Whatever of want and suffering nay prevail winter among those who would labor, but can find no employment, willbelargely owing to the hoard ing of specie. Those who cause this want. to fall upon the poor, will receive their pay in din season if it be true that "with the measure ye mete withal, the Same shall be measured to you wain." PCIISUIT OF SPECIZ lINDCH Dirricovrtes.—A Cincinnati asserting broker visited a hank in Lafayette, hid., with $7,000 of bills, demand ing specie for the same. The teller, oh the presentation of the notes, offered to liquidate the bille aforesaid, one at a time,' in ten -cent pieces. The fellow wanted gold, and offered to discount but the bank officer -was inexorable; no Mr. broker gathered - up his notes and depart ed in disgust. At Laporte, in the same 'State, a similar attempt caused I mob, as will be seen by this paragraph from the Lafayette Courier: ""We learn from &gentleman who left Michi gan City this morning, that there was a mob and great . elditenzent in Laporte • yesterday,- growing out of an attempt by some Cincinnati brokers to make a run on the Branch of the New State Bank in that city. OPAILATI7rIS , WITHOUT EMPLOIIII&NT IN PIMA DELPUIA.—We at e told that at thismoment the: are thirty thousand operatives and. working men of various kinds without employnient, in the city and vicinity of Philadelphia. , Many. of these hays families, and thus distress may be said to extend already directly and indirectly to a hundred thousand souls. In. M.annyunk and Frank:ford alone, no less than fifteen thousand persons, men, women, and children, who have heretofore had regular employment for years, are now wandering about in idleness and anxiety, the factories and work-shops, in which they have heretofore been engaged, being closed. This is the condition of affairs now, and matters are likely to beceme much worse aa winter ap proaches, unless some means of succor and as sistance he afforded. This is no fancy sketch. It is the simple truth.—Poomylrosia Eng7irer Oct 9. . W uan General Moreau, who forsook the colors of Napoleon, and was afterwards killed fighting against his former commander, in Germany, was in am city of Boston, he was much courted and sought after as a lion of the .first quality.. On one occasion he was invited to. Cambridge to at tend the commencement exercises. In the course of the day a musical society of under-graduates sang a then very popular ode, the chorus of which was, '.To-morrow, to-morrow, to-mor row." Moreau. who was imperfectly acquaint ed with our language, fancied that they were complimenting him, and. at every recurrence of the burden, which ho interpreted, 'To Moreau, to Moreau, to Moreau," he rose and bowed grace fully to the singers' gallery, pressing his laced chapeau to his heart. We can easily imagine the amusement of the spectators who were in the secret, and the mortification of the French man, when he discovered his mistake. DEFEATINCI TIIE l'asynatt 00 THE WICEED.-A California correspondent of the New York Post states that a jolly Republican of San Francisco voted for Major Bowie, the Know Nothing nom inee. On being intorrogated as to his action, be said that Major Bowie "hoped to God that no Republican would vote for him," and he wanted to show that the prayers Of such wicked men were unavailing. • TUE GEORGIA ELECTIGN..—The result of the Georgia election last week is—Brown, the Dem ocratic candidate for Governor, elected by about ten thousand majority. The Democrats have carried both branches of the State Legislature by large majorities. The Congressional delegation stands six Democrats to two Americans. ST. TIOL , IB, Oct. 12.—Messrs.
