We did not read it on the first day, bat at its eecondappearance, fancying that, there might be something startling in it, we did go through the whole leader and also a aide note editorially suffixed or prefixed, stating *that,on the day of the first publication of the article in question there was a mistake in it, and that it presents the piece anew to its thirsty readers, corrected this time to meet-the,exigen .cies of the case. We entertain no design at this moment of an 'swering the assertions of the Union. The con eluding paragraph however is too pathetic to pass' over silently. Wo appealed to the laboring masses who are this day turned out of employ ment in this eities.by the ruinous policy of the Locofooo party, to vote now against them. Of this appeal, the Valois says in the sentence above referred to: "We do not envy the writer The possession of the heart that non justify each a course at a time like this. We could not purehaio success et so great a sacrifice, were it to be gained by ;Ire do ,not ask the Union to envy us; we do uot ask it to pert:hue suocesa - by any sacrifice whatever. It. Can dO as it pleases. Its boast of : a principle above "purchasing success" comes, however, with a very bad grace from that paper after, the position it took last summer before its party had made its nominations and that which it assumed Immediately, after they had held their `convention and adopted the moat ultra repudiating resolutions, and demanded of that paper that it should stand upon this new plat - . form, one before unheard of out of Miasisaippi. But with regard to the possession of this or that kind of "heart," we are neither ashamed .or afraid to sympathize with men who in the foes of approaching winter, witheuffering fami lia clinging to them for support, are turned out with no work and no prospect of any. All this, too, by that ruinous, that shameless policy, . which keep the srorkshoys of Europe busy supply ing oar mcirkets with our goods, while our eon are idle.: their artisans are rejoicing in plenty while ours are suffering. God help us' their forges are burning brightly, while ours are black and ,silent. We acknowledge that we felt deeply the - present state of affairs, but yesterday, when a poor man, an Irishman, met us upon the street - and ipplored ns in the name of God to give him even but an' hour's work, for that he was fam ishing we could only supply him withmomen . We harem. heart to feel for such, and to plead warm ly that the ruinous laws for - which the party of plunder and repudiation is responsible, and against which we have so long sod so ardently labored may lie changed for such as gave us plenty and contentment. We call upon every true man, every one who has been made the im mediate victim of "Democratic" Free Trade, to join with us in dealing a death blow in the great manufacturing State of Pennsylvania, at this hydra-headed tnonster called Locofocoism. [dpocial Consispoodonee of the Pi ttabariLk thaattc) HARRISBURG, Oct. 8, '67 AITBENOON.—Editors Garettc—l forgot in my letter of this morning to mention that Mr. Stev enson had presentedthe memorial of your Board of trade to the Rouse and had it read. In the House nothing of importance has transpired to-day, but the appointment of two select committees, one of thirteen to consider the Governor's message, and one of six to con eider and report upon the causes of the present financial crisis. Upon the first, two of your county members were appointed, Messrs. Stev enson and Eyster, and upon the loot Mr. Steven son. These appointments may justly be regard ed as highly honorable to these .gentlemen.— Upon the first committee there'are ten of the strongest men In the House. Upon the last six of the ablest. The first committee is composed of seven democrats and six Republican.. Upon the second they stand• three of each political part. ' The first symptom favorable to the passage of the relief bill in the House comes from the ac tion of the committee of thirteen this afternoon. They met and appointed a sub-committee to draft a bill containing three points. These points are to legalize suspension until the first of March, 1858—to compel all banks to receive the notes of each other unless of such banks as the President and Cashier of any bank may re fuse to receive under oath, assigning the cause of refusal, and forwarding the statement to the Gdvergior, and lastly to compel all banks to pay specie for such notes as may be taken by reve nue collectors of the Commonwealth for ,tolls and taxes, and also give Six months longer stay of execution than is now allowed by law. They have made no provision for the saving fund inaltutionsyet, but will doubtless do so. The bill of Jordan, as amended by the Special Committee of the Senate, has progressed upoh second readix' fg as far as the third section. It has excited strong, debate in whioh both your Senators have participated. Both of them have surpassed any efforts whiclPl have heard from them upon any former occasion. Dr. Gatsam made, daring the night session, - a particslarly strong speech. The Senate has shown commendable industry to-day. It has held no less than three sassions. At the hoar at which I am now writing the de bate is progressing upon the third section. It seems to be the determination of the friends of the bill, if they have the numerical force to pass the bill through second — reading to-night. I do not believe they can obtain 'votes enongh to sus pend the rules and proceed thu4 to pot it upon tiruil passage to-night. The democrats, with the exception of Wilkins, are voting steadily against The Senators from Philadelphia City and County are particularly fierce against it. Un less a two-thirds vete can be obtained it must go over until to-morrow. It may pass the Sea• ate to-morrow forenoon. Then the fight, fierce as it bait bean in the Senate, will be far surpassed by the malignant e th n e erE u vr ,e hich la wi t l h l a li t e bo m d art y if li eLted ,he aga gr ts t t !l o th . rutty, for it contains a democratic majority of seven. If relief is defeated, as I apprehend it will be in the Howie, then indeed will the oper atives of every class feel how bitter a thing it has been for them to have elevated to power a party radically hostile to their interests. But it is useless to appeal to the people with such fame now. They will declare their senti ments, however, at the next election—that of '6B, should the Democratic majority refuse them the asked-for assistance. The town ie full of Philadelphians. The maid prominent of her merchants and manufacturer, —indeed a number of her leading editors are here. A large meeting was held at the Court Iltuse to-night in this place to express sentiments in favor of the passage of a relief law. Ex-tiov enter Porter presided and) Judge Pearson, of this circuit, addressed the meeting. It was largely attended. Resolutions duciaring strong ly for the passage of such a law, were accepted. I send you enclosed a report of Jordon's bill as amended by the Special Committee and in nearly the form in which it is now being passed section by .section upon second reading in the Senate. The third section has just, paused .the Senate by the following vote: rear--Mesers. Brewer, Colllsy, Cresswell, Ely, Evans, Fetter, Flenniken, Fr..er, Gregg, Harris, t, Sellers, Knox, Myer, Scald , Sellers, Souther, Steele, Straub, Taggart, Wal n, Welsh.-27. Nays—Messrs.
