city. .This sudden financial revulsion threaten,
to carry down hundreds of your worthy and en
terprising merchants tad business men, bring
ing distress to their homes of comfort and afflu
ence: and what by many its felt as a greater
calamity,eommercial dishonor and loss el credit.
Its most disastrous and painful effects, however,
winced] upon the thousands of honest and in
duatrieurt workingmen, unexpectedly thrown Put
of employment and deprived of the means of
support for their families. •
It is truly a calamity calculated to excite the
sympathy of the most selfish and insensible. I
do not profess to be able to fathomall the causes
proximate and remote, of a disaster such as is
now upon us. Doubtless excessive importations,
overtrading, extravagant habits of living,
and fluctuations in the currency have had much
to do with it.
You will recollect that on our visit to the Glou
cester Mills, we had some conversation upon the
eubject of the tariff policy of the country in
connection with its influence 'Kinn American
enterprise :tad labor. The events of the last
NIT days Lave given to that subject an interest
it did not then seem to restless. That the tariff
policy of the goierumenl has much to do with
the revulsiina that periodimilly convulse the
eaunttY, is Ilouhtless true, intimately connected
as that policy must ever be with all our financial
end industrial interests. • The very considerable
reduction made is the tariff at the last session
bf Congress, must have had It disastrous- influ
ence in. bringing upon us the present state of
things, as it greatly stimulated importations,
causing heavier drafts upon the country for its
precious metals.
It in a great misfortune that our tariff policy
cannot be wholly removed trent the party con
flicts of the country and placed upon a permit
nest and reasonable basis. Aside from partizan
prejudice, there is not, I imagine, a very wide
difference of opinion upon this subject among
intelligent and reflecting men.
The policy of imposing pre/obi/as!, duties of
actually destroying the mono upon a large
share of the articles of commerce, for the pur
pose of protection, would hardly hind an calve
cote nt this day. Fair incidental protection,
without a gross violation of the revenue princi
ple, is all that is asked or required for our man;
afacturing interests, and this should be cheer-
I fully and promptly extended. No one contem
plates the'pOlicy of free trade and a resort to di
rect taxation us a means of raising revenue to
milli. the ordinary expenses of the government
—ecrtair it is that I never contemplated such a
Policy. I havealways looked to our policy as
settled in this respect—that the ordinary reve
nue is to be provided by duties upon foreign im-
Tertat ions, and I have ever favored the policy of
such discriminations as would afford adequate
and ample protection to American interests and
American labor.
We have an immense revenue to raise. Al
ready use expenditures of.our government reach
the etiermons sum of about sixty millions of del
lars,and it is rapidly increasing under the profli
gate and demoralising expenditures of Demo
cratic adminiatretions. In raising this restraint
there !sample room, by judicioue and proper
discriminations, to afford to our great industrial'
interest ample proteci.i, a eta to American labor a
just. and adequate rtearel. I have nevorinten
tionally violated this sound American poliey,and
would cheerfully unite to-day, with' the reason
able and judicious man of the .countiy,. in Pla
cing our tariff pediay an a batiis - that)would

The great struggle it which we are now en
gaged, and in which ray:eating§ are 69, -deeply

cials. How this was to be done he did not ex
actly, specify, but his military satrap, Governor
Walker. has recently enlightened the public on
that matter. The process of encamping before
Lawrence and awaiting rebellion is too slow a
mode of conquest, it would seem, to suit this
Sepoy commander. If it is to be done, it must
be done quickly or not. at all, as there is just
now an impending fear that the people may ie.
gain their lost supremacy through the ballot-box,
Accordingly, in a lengthened proclamation, he
now stets forth that the federal army will sur
round the precincts oh the (ley of election, and
all peaceable citizens are consequently warned
what they may expect if they dispute the author
ity or fairness of the bogus judges who are to
pieside over the poll-books.
Thin is the last scene in 'the dark tragedy
that has been enacting, whereby a great territo
ry,eet apart and made sacred to the laborof the
free white citizens of America, by a long-stand
ing compact, is to be wrested from them and
their children and devoted to the purposes of sla
very extension. Fiatel, and violence, and inure.
alien have gone befetre unchecked, and even in
stigated by the executive head of the nation; and
now the federal army is ordered forth to superin
tend the election, and complete the final subjec
tion of apeople struggling for their libeity. It is
no longer a question of domestic polity in regard

of the actual residents of Kansas has time and
again protested emphatically against thettystem.
The contest has resolved itself into onebetieen
the kma fide settlers insisting upon their rights,
and the government at Washington determined
to deprive them of every vestige of freedom
They have been longpromised an opportunity
of fairly deciding upon the laws under which
they will live, and now a hired soldiery are net
over them to see that they do it in accordance
with the prearranged programme of the nullifi
ers. Federal bayonets .ire to brittle around the
election precincts; lighted matches and shelled
cannon are to. be the challengers' at the polls.

When before in the history of our country 'would
either President or Pro-consul have dar, [I to
connait so bold an iniquity against theprivileges
of freedom or the sanctity of the ballot-bat.. A
far less matter than this, gave the first impulse
to the American revolution. and even now Eng
land shows a jealousy of the elective franchise
of her citizens that might well cause the cheek
of power in this republic to mantle with shame.

Such is the lesson of caution and forbearance
we learn in this respect from the country -whose
neglect of personal rights induced our own in
dependence—and how glkriugly does it contrast
with the swaggering employment of soldiery
now adopted by the executive of the United
States. Nor is this dangerous departure from
the true spirit of free institutions, which marks
the contrast between En'land and America more
-striking than is the departure from the earlier
practice of our own republic. Portnnately we,
have an instance in point preserved in history;
which forms a perfect illustration of the Matter

ment of Federal troops to -,entiztel the ballot box,
and the records at Washington itself .show how
the first statesmen of this country regarded So

Various objections were made to the proceed- .
Digs in several counties in' the district. In re
spect to one county, (Montgomery,) the objec
tion was the presence at the polls of a company
of federal troops, although these troops were on.
armed. The committee on elections reported the
following facts us established
..That Captain William Preston, brother and
agent of the sitting member, was quartered near
Montgomery Court House, with about sixty or
seventy i roops; of which he had the command.
That on the day of eltctien the said troops were
marched in a body *ice or three times round
the Court House, and) paraded in front of and
close to the door thireof. That, towards the
close of the elect ion,the said troops Were polled
generally in favor of the sitting member; but
their votes were a down on a separate paper,
end after the el r
ion, at the comparison of the
polls of the respective counties. were rejected by
the,returaing officers. That though it is doubt
ed Whether any of the .soldiera were timed 'at
the Court House, yet it appears that at the time
of the affray, after the election,'- Capt. Preston

it does not appear from other than, hearsay tes-'
timony that nay voter was actually prevented
from voting, yet there is every reasonable ground
to believe some were, and -that theelection was.

petitioner who only lost his election by a innjoi
ity of ten votes, has not' hed that fair opportu
nity of obtaining the suffrages of the people of

break the force of its deep and earnest reproof
by adding any words of our own. Let it stand

vailg, and every day his prospects of election

"wolves in sheep's clothing," who are eloation

American, therefore, who desires the defeat of
Locofocoism, can thus cast his vote, and retain
