The first articles our attention was called to
were Corn.Shelletwoif widelithere was a good
assortment on eihibition, being numbered on
the book of entries 1,2, 17 and' 18; all good
machines, but upon making repeated trials we
found that No. -, Junes 1. Johnston; did the
work best, and 'therefore awarded it the-first
premium (ti diploma.) .
Of Corn Planters. we had-two to examine,
numbered 3and 18, both made and acting on
the sumpprinciple. One (No. /3) appdare to be
the moat simple in ha ; conetruption, and we
would recommend you to award ti.‘ pretoium to
No. 18, (Jas. Charlton Co:) They ero both
good machines and do their work well.
No. 4, (C. W. Cerro%) a machine for bulling
and cleaning clover, appears to be a good ma
chine and well calculated for the business, and,
although, there was no competition, we award
it the first. premium ($5 and diploma.)
Of. Hay and - Straw Cutters, No. 5 and 14 were
not on the groundi. No: 16 (J. S. Shoyler) we
consider well worthy of the. first premium.—

No. 6, Corn Stalk Cutter, (griffin & Haynes)
a good machine. We award it the first premium

"When the Wheeling bridge ease war "before
Ile supreme court of the United Stites', no , one,
suggested any doubt of tho puner of Congress to
control that system, or to check a state charter
for commerce over that river. ;
There is no question but that a State .has •
right to grant a charter to build .a
bridge over a
free stream, but care must be taken that, that
bridge be no material obstruction.
The majority of the judges in the 'M:teeing
bridge, case held that it did, materially:obstruct,
commerce, and Congress unticrtook,t4 reveres,
it, and a majority of the churl. with Whom I did'
not concur, yielded this point. The bridge stands,'
although not a . vessel from Pittsbulrgh • can
ascend or descend without lowering her chim
neys, - and that is a. considerable lax.. ',lt
amounted to 515,000 per annum. The Su
preme Court provided that if the - Company
would open a channel in another placeo enable,
boats to pass that that should bo a r oval of
the obstruction, but Congress determi ed , that

This is really a great question. It hes come
before me now not the first time, and • when ,
brought np before me, it was considered by my
self that the state had a right to piovidi a char
ter to cross that stream, and that if theY would
provide draws and other conveniences for -nevi
gallon, it was lawful to construct it; it Was con
structed, and has been in operation 51L141.. ' pon
griso has polier to regulate commerce in the
different states. Suppose a state tried to levy a
duty on the commerce of another state! raising
through ; cannot Congress interfere 7 , Zt hoe in
terfered where an attempt has . been made to'
tax passengers passing through. The transpor
tation of merchandise and passenglire by rail- .
road is nearly equal to the heavy commerce of
the river. ,
Wherever the jurisdiction of Congress extends
that power is paramount_ The state; then, shall
authorize no bridge that will mnterially!ohetruct
the channel of commerce, and where auch an
obstruction is made, en individual has , a right
to ask that such nuisance be removed. f It' was
on this ground that the Wheeling bridge case
was decided. It was considered a •mairrial
striation.
These great interests must be socammbdat ed
the crossing public. as well as those engaged in
navigation—but they must be so arranged as
not to obstruct the navigation of our titers.
They are under the guardianship of due , gov
ernment, and it is not for every slight (expense
- or delay that they shall ask a rallrorutto be pro
hibited. E.very draw is somewhat of an.obstruc
tion, yet they are found everywhere,. yet
without complaint. There is some delay, but
this delay is incident to commerce iand the
business of this country. Shall this great rail
road enterprise, which' has the most .
