City Banks arc free from trouble among themeelves, and are generally discounting the full measure of their receipt! to regular dealers. There is a considerable number of country bank ers in the city, from the interior of this State and New England, looking after their accounts and seeking relief in the way of discounts. They regard the accumulation of five Millions of specie at this point sines the pressure set in, moat of it drawn from the interior, as authorlxing a liberal policy on the part of the City Banks, as much tar the interest of their immediate dealers de pendent on collections and the prompt movement of produce to meettheir Fall payments, as for the convenience of the country Banks, who have been made poor to strengthen the city, without as yet 'teeing the practical evidencea of improve ment here. It is not our province to judge be tween the parties, but it is certainly a public in terest that all the solvent. country Banks, par ticularly in our own State, should be as liUle embarrassed an practicable at this important unison of the year.—N. 7imu. Tint money market is in the tame feverish condition that it has been for a fortnight. We had yesterday and the day before three or four failures of very considerable houses. A good deal of excitement among bueinesa men was the consequence. The actual occurrences of the times are enough to cause this, but these are greatly aggravated by the idle reports of gossips, who start and. repeat reports of failures, having no foundation whatever in truth. Credit is a very tender plant, and of slow growth. The best, and the culture of years, may he destroyed at such times as these in an honi, and by on idle word. One of the houses that stopped puler= day has suffered from unfounded reports of failure, started several times within as many weeks. ...)oulm a. ■vaun War SPAIN SVAPZNIICLI 1108131.1T1C1 WITH !Mexico.—The Paris correspondent of the Lon don Timm, speaking of the suspension of all hostile proceedings by Mexico against Spain, Says it was done through .the intervention of Prance and England, which powers threatened to leave Spain to the comet:let:tees of her precip itation;that one of these consequences was the great danger of the United States interfering in behalf of Mexico, and endangering Cuba. -lie Bays Spaints plan-tae to light up civil war In Mexico, and to reinstate Santa Anna in the Presidential chair. Communications had been opened with him, and agents of his had arrived at Madrid. in the background, and contingent on many cireumitancee, was St . plan mooted and discussed in Spain, of converting Monica into a monarchy, with a Spanish Bourbon 'on the throne. Such& scheme as this, the writer adds, could it be realized, would be the commence ment of a civil war, and would probably have the effect of throwing Mexico into the arms of the United States. Quite probable! Spain has shown her wisdom In letting Mexico alone. There is no guarantee she could get from Franco and England which would have saved Cuba, in the event of a war between her and Mexico. But, suppose Mr. Pierce had, by the power of the army, compelled the Free State men to obey those laws, enacted by the Border Ruffians of Missouri and the men appointed to office by them, would that fart justify Mr. Buchanan in committing the same outrage upon the fund amental doctrine referred to by Professor SiM utat' Had this argument of Mr. Baal/Mall been ad vanced by some pettifogging attorney. or tyro in morals. or Par-room politician, we should have regarded it no Unworn by of notice. But we arc mortified at rending such an article from the pen of President or the United States. Does Mr. Buchanan, or do the lenders of his party, suppose the people of the free States so ignor ant as not to hold him, who sustains and en forces these infamous laws of Kansas, and car et, out the despotism and usurpation of the Border Ruffians, guilty to the same extent, and justly liable to the saute penalty, as (hose who enacted them? Every intelligent citizen of Ohio would say that the uteri who advised, aided, en couraged, sustained, or sanctioned, the invasion of Rations, is just as guilty as were those flatlet,' era who, with force and antis, invaded the Tess eitory, and seized upon its Govertisnent: At the time of that invasion, Pierce, and ['ass, and Douglas, !coked on in silence, saw the outrage, and (lien, assuming all the responsibil ity of the invasion and usurpation, they took upon themselves theinfamy whichattaches tothe laws nod to those who enacted them, and open ly attempted to justify nil these wrongs by charging Northern men with having gone into the Territory in great numbers to vote, and thereby *serf, all improper influence in favor of liberty and justice. Thus did they publicly and shamelessly before the country admit the facts, and then attempt to justify this forcible usurp-_ ation, this revolting despotism, by charging others wilt intent to do wrong. In this subter fuge, this miserable effort to waive responsibil ity, Mr. Buchanan unifesi, approved the outraye, and ran for the office of President upon the ex press understanding and expectation that he would pursue the same course, and carry out the objects of the invaders and usurpers. All his appointments in Kansas have been inade with that object. His whole influence has been ex erted for its attainment, and he now stanfis before the world involved in all the moral died political gbilt and crime of that invasion, and of the enactment of those infamous laws, and stain ed with all the-blood that has been shed to en force them. But the President, assuming the invasion of Kansas to bare been just., the infa mous enactments of those Border Ruffians to hove been legitimate and constitutional, and the men appointed to office by them to be dulynu thurized to rule the people of Kansas, pro ceeds to denounce the Free' State men of that Territory as rebels, insurectionists, and traitors, in about as good set terms as tleorge HI and his associates denounced Jefferson and Hancock and Adams and their associates, far resisting the Stamp Act and the minions whom he ap pointed to office, and threatens to send an, army to serve the Free State men of Kansas just as the British King sent Lord Howe to serve the people of New England. We have in times past awarded in Mr. Bu chanan talents far above those possessed by Mr. Pierce: but it is certain that Pierce, nor any other President of the United States, ever put forth such shallow sophistry as that which char acterizes the answer of Mr. Buchanan. The President's whole defence rests simply upon, the averment, which is untrue, that when he entered office, the people of K 11111309 were compelled to obey these nefarious enactments of Border Ruffians, that they ' were compelled to obey the officers who were appointed to rule over them. Therefore it became his 'duty to continue the outrage. Be now uses the army of the Unitel States as the despots of Europe use the Swiss guards ; not to make them obey laws of their own en actment, but to obey those 'dictated to them by petty despots and usurpers 'from Missouri ; to compel them to respect as officers men appoin= led by slaveholders of Missouri to rule over them. If they refuse, they aro to be shot 'and bayoneted. Now, we candidly hope the Free State men of Kansas will hurl defiance at such despotism. Indeed they cannot submit to it with honor. At the same time, we trust that our editors and statesmen will see that the truth be laid before the people ; that this answer of Mr. Lu=. chasten to charges of each unbhishing tyranny' be stripped of its sophistry, and bo made to stand before the country unveiled, and reeking with the crimes *deli - he has already commit ted, and which he threatens to commit, against our government and against minkind. Let the record of transpiring events be 'made tip truth, fully. Let Mr. Buchanan and his party appear on the page of history, and pass. dean to poi-, terity in their true character. And let Repub licanssee to it that they falter not, nor hesitate to assume and mabitain'positions that will not cause a blush upon cheeks ,of nurdesepad, ants. • F.OUR ASO WHEAT AT THE SOUTTL:—The Charleston correspondent;ofthe,. :Memphis ;Bul letiri writes: • . . .
