Walker, of !incises, in his official dispatches recently re ceived, says that on one point he has been grossly misrepresented, namely, as desiring that every man should vote who happened to be in the territory on the day of the election for the ratification of the Constitution. This, he re marks, would be desirable if there were condo- 1,1 evidence that all such persons were actual bona at/c settlers, but the only sufficient and usual proof of such a fact would be some previ ous residence.
