Ilis style reminds , us forcibly of the terrible yet ridiculous proalamations issued by Chinese officials. ~ ,1545,. ii seems that the people of Lawrence, not in clined to recognize the laws made for them by the Border Ruffians of Missouri, have framed and accepted a city chaiter for their owp local government, and put it in operation—an exor cise, solely, of the Inherent right of tiself government growing out of the necessities of their ei ation, and involving no serious con sequences t any one. It was a mere voluntary agreement between themselves to regulate their local concerts, to which no one was bound to consent, and' was simply a temporary arrange ment to meet present exigencies. But the fancy, dapper little fellow who imagines he is the great man of this nation, fumes and.frets oven it with an amount of sputter that would do discredit to a backwoods locofoco editor, and spits at it like an incensed kitten at the approach of a canine enemy. He calls it "an insurrectionary government," au,"open conflict with the gov ernment of the United States," an attempt to "involve the whole territory in insurrection and renew the scenes of bloodshed and war;" in vokes upon the heads of the people of Lawrence "the blood that may be shed in this contest;" says if tho scheme is permitted to go on "the territorial )government will be overthrown;" "the territory will thus be involved in inextri cable confusion;" (when, prey, was It other wise?) deriounces the Lawrence charter no "founded on insurrection and usurpation," and "based on insurrection and revolution;" and in forms the-- flwrence men that "a rebellion *lO if s iniquitous d necessarily involving such awful conaequen , has never before disgraced any ago or co try." Having fumed thus' far he begins and goes over the same ground anew; tells them ' ou are inaugurating rebellion and revolutioml "you stand now upon the brink of an awful precipice," and it becomes his duty to warn thent'ere you take the fatal leap into the gulf below?" He warns them to desist; appeals to their, reason and patriotism; and asks them "in the name of our common country, in the name of the constitution, and of the Union, to desist fron; this rebellion." But evidently he has no faith in his appeal; for he says, with the sorrow of siman wounded in the tenderest part of his sensibilities, that as all his previous ar guments haVe been unheeded by them (for the good reasonithai they were not worth heeding) he has deemed it necessary "to order an ade quate force Of the troops of the United States into your immediate vicinage, to perform the painful duty of arresting your revolutionary proceedings." He then implores them not to compel him to shoot; adjures them not to in volve themselves "in the crime of treason, and subject the people of the city of Lawrence to all the horrors and calamities of insurrection and civil war," and promises to be gracious to them if they will only desist. Otherwise he will have to put them down by force if neces sary. He promises to accompany the troops himself, to avoid bloodshed, and ventures a doubtful appeal to Providence to save him from the. folly of making a most egregious ass of hiMself. Thus ends this tremendous tempest in a tea pot—the most ridiculous effusion since the days of Gen. Quattlebum. It must be hard up, polit ically, with the consequential, puppyish little dandy when he has to come the imperative, thus, over such a small affair, and magnify a legiti mate exercise of "Squatter Sovereignty" into treason, insurrection and revolution. As an evidence of the use that is to be made of this by the locofoco press we copy the follow ing dispatch from Washington to the New York Times—the organ of Walker he news la eonfirmed that the President has re caked a dispatch from Governor Walker, of Kansas. 'that ho had issued& proclamation commanding the peace, and had sent a large military force to Law rence to quell disturbances. "Governor Walker is determined to maintain the laws and Constitution at all hazards, and the people will find that ho is the man for an emergency. Cool, calm and determined, he possesses great nerve, and is of undaunted courage. It is fortunate for the peace and harmony of the country that an occasion has occurred to give Governor Walker an opportunity to manifest his courage and ability, and to demon strate his lined resobition to carry out hie instructimm and support to the letter the provisions of the "ie. braska-h.aneas bill. His prompt action will have a great moral effect upon the people, and will no doubt be the means of preventing hereafter all acts which might have a tendency to lead to riot and bloodshed." Now here is e an attempt not only to make a great, cool, courageous, commanding and able general out of a puny political whippersnapper, bat to instil into the people's minds the idea that the people of Lawrence have been guilty of a terrible offence in exercising their rights of self government. Gov. Walker has nothing to do but leave them alone, and he will thereby pre vent all possibility of riot and bloodshed; and the course he has taken is the only one that ran, possibly, lead to sanguinary results. Upon Aim, then, and not on them, will rest the responsibility. As to the motives of this Lilliputian giant, we clip the following from the 81 LOOII Democrat : .'qt is the opinion of the principal Men there, that Gov. Walker does not intend to disturb the people, but that his design is to retain the troops in Kansas, ne ft is well known that a very hostile feeling exists between him and the leading pro-slavery democrats.
