Governor Walker's lianifesto to the Pee
ple of Kansas.
Wasuraorort, May 17, 1857.
A row dap before Ou•. Wslker'e departure
for Kan..e, hie introductory manifesto to the
people of that Territory was made known to the
Cabinet, and approved. I have been permitted
to look over a copy of thin remarkable document
(of seam ttsbnty•four pages of manuseript,) and
I find that its salient points are au followe: •
In the outeet Mr., Walker says that he' hes
consented to beoorrie Oovernor of Kansas "at
the. earnest eolloitatlon of the President, with
the cordial concurrence of all hie Cabinet "
Upon this toint, therefore, the Cabinet la a unit.
Next, after admitting the terrible character of
the embroglio on the nigger question, Mr. Wat
er proceeds to a brief review of the history of
alavery fa the United States. Then coming to
Kansae he falls back upon the "popular aim
reigniy" claptrap of the 'Kansas Nebraska Bill
The people of Kansas, In the State Cbristituticn,
Which they are about to form (pro slavery) must,
therefore, settle the question for themselves.
The President recognizes the validity of the lo
cal Isles (pro !henry) providing for the Inne
election, ita , and In regard to the stand aloof
policy adopted 'by the Freo State party; .lir a
Walker in theta exact words says:
"Throughouteur whole Union, however, and •
wherevef tree government prevails, those who
abstain from the exeroise of the right of suffrage
authorize thaw, who do vote to net for tbom in
that contingency, and the non voters are PI much
bound under the law and constitution ea well am
by in overruling moral °meshy, by the not of
the majority of these who do vote, as though
all had participated in the eleotion." Thu., if
from the steed aloof policy of the Free State
party in rho Benne Jane election, the result
ihould be a pro slavery Constitution, it will be
bindles Co if every man of the non voters had
voted et the eleotion of the Convention. Stiok
a pin there
Mr. Walker theo implores the Free State par
ty to take pest in the election therefor, but
very moat in the manner of "tbe spider to the
fly." lie tbi,ka the provisions for the election
very smooth and fair, and that if there ebould
be - frauds in the election, the Convention will be
honest. But then, as a last resort, if there la a
wrong there is a remedy in Congreee. He next
:aye:—"l cannot doubt that the Convention, of
ter having framed a State Constitution, will
submit it by a eolemo oath for ratification or re:
jeotion by a majority of the people of Kansas."
(le enters' into an earnest ounatitutional argu
ment upon tete point, from which it is evi.llnl
that the President desires this course to bc put--
sued.
Mr. Walker next throws out tho following
idese • Sa'ys he:—"lt is true that the Consti:u.
lion of a State, as has been the case with many,
may be silent on the subject of slavery, in Which
code, on the Ybsenoe of any prohibition of the
legislative power of a State granted in one gee•
erat oompreheutive clause, the Legislature of
the State, elected by the people, might sot on
the question of slavery as they have done In
other State.," &o. He thinks that this forth
coming Convention will hone the perfect right
to adopt thin course of non-intervention, in their
State Constitution. And you may clink another
pin there.
Then follows no appeal for a general partici
pation in the election, &J., touching upon lodiatt
titles bouodaries, homesteads, pro-eruptions,
laud grants, &o , dependent upon the early ad
mission of Nausea no t. Biota Then the Gover
nor touches upon Nebraska, coon to brosme a
State, and upon "the great and fertile slave.
holding Indian territory on the South, soon, I
hope, to beoome a State, aided and encouraged
by the State of Kansan." Stick two or three
pins theta.
Next Mr. Walker brings all tho Paoigs ltall
roads to boor upon Kansas, and winds up by re
peating that ho must enforce 'the law.; and by
apt:mating to the patriotism of the people of
Kansas. inasmuch as the safety or destruction
of the Union is In their hands. This Union ar

the previous depreeeion. According to the
!Jerold, on the 16th and 16th tootle the salmi
amounted to about 4,000 to 6,000 hhd3. and
6,000 bbls. of refined crushed sugars, of an ag
gregate value of over one million of dollars.—
The hogeheads sold weighed about 1,400 lbs.

$l5O per hogshead. On giturday list there was
also a large specolative movement in teas iu
New York at an advance of fts.sabo. per lb. for
all tha tower grades, while the higher qualities
were cold at very full prime. Prices, it is said,
have still an upward tendency.
THE GREAT Mesa AT THE ntra.lasom —The
ontting up of thli wonderful piece of metal, is
going on with all possible rapidity. Forty•lwo
men have copper cutting contracts upon it. Six
pieces have been brought - to the surface and
weighed as follows

or about 14 tons—the pieces averaging more
than 2j tees. Everything up to the present
time indicates its high purity. Tho deepest cuts
phew, almost without exception, perfectly pure
metallic oopper. There aro also in the mine
Some 14 or 15 pieces which have been cut from
it, but aro not yet weighed. Some of them re
quire still farther subdivision, an they are too
heavy to handle. Probably 60 tone of copper
have been cat from the great mass, a part of
which aro thus lying in the level and will coon
be taken to the surface and weighed off.
The melees lying In the conglomerate to the
east of the great mass, to which allusion was
made some weeks ago, have been partly blown
out, and will yield more than was anticipated
from them. There is no one piece as large as I
the great maim, bet the amount of copper ex.
posed in masses t f immense size is very much
greater than that sill yield. Immense eheets
from a foot to several feel in thickness are still
going almost horizontally Into the conglomerate.
Being one above the ether, with some regularity'
of imourrenoe, they seem to form great steps un
der the foot wall of the vein. Their occurrence
in this form will aid materially in getting the cop
per rapidly to market, end will save thousands
of dollars in the cost of witting it up.
How far these sheets go into the rook can only
be amertained by following them.
4t one point they have worked up into on old
Indian digging, and found a large mass of cop
per which had been hammered and wcrked a
great deal by the ancient miners. Stone ham
mers, decayed timbers, charcoal, &e., were found
in abundance In the pit. Some of the hammers
were of extraordinary size. weighing from 30 to
35 pounds The digging is, of course, sunk
from the surface.
The amount...of copper in eight In the vicinity
of the point which we have mentioned, cannot
be estimated at lees than 2000 tone. The lower
levels of the mine going east are also extreme*
ly rich.—Lake Superior Hiner.
Till GRAIN PILOSPIOTS.—Wheat—Oar farmers
are in better heart about wheat than they were
fi few weeks ago. The prospect is somewhat
better. Borne pieces of fall wheat heretofore
deemed worth nothing, now promise to yield a
light crop, and spriog wheat in moat excellent.
We have similar reports from other regions.—
