: FACTS TO as CONSIDEILD.—To show the,ess
eallty which has been practiced in the Hums
elections the Tribune remarks that .the result of
the recent election for Mayor of the oily of
Leavenworth, and the number of votes polled,
when compared with the State election of Oct.
6, 1856, only six months previous, affords come
curious indications. At the recent elebtion for
Mayor, there eau be no doubt that both, patties
did their best, and polled all the votes they
could muster. The result was 8.16 \votes for
Aliases, the Free-Boil caudidete, 1 8 'fer Shan
non, and 20 for Taylor, being an aggregate of
598 votes for all the candidates—jest about the
vote that might be expected in a town of some
1,500 inhabitants. _
New, compare this with the vote of October
last. Upon that occasion, oat of the 4,276 votes
out for Whitfield as Congressional Delegate,
and by trifler° of which he not only drew Me

given in the town of Leavenworth alone—more
than the whole resident popul, tqn—men, wo

that, about a month previa., by way of pre
paring for an emotion then to be held for ma*

principal Free-Sete men, with their families,

Inatenments appointed to the best offices, and I
have their hands fall of the money voted for the
support of their local government. They have
too, what they have all along desired, a South

creates in the State a demand for negro labor,
which .cheeks the rapid current of Southern

free labor when the value of slaves vete so high,

The Boone was engaged this morning upon
the amendments to the Constitution. They
yore passel finally without any alteration, and
is they have pined the Legalatore . for two
sueseeslie SCISAJIIe they wilt be submitted to
the people at the next October election for final
ratification.
This afternoon the vote by which the demo
cratic apportionment bill was lett on blonds) ,
was reconsidered and the bill then came op
again. Mr. Struthers. offered as ■ substitute
the apportionment bill of IMO no the bill to to
apportion the State. This gave to the city of
Philadelphia two Senators, and to the county
three. This provieioo elicited a long discul.eion
and indeed s very able one in whirls Mr. Knight
of the county of Philadelphia epoko In support
of the provision and Mr. Foster mound it. It
consumed the greater part of the afternoon.--
This substitute was lost and then the bill me
drawn by Ben. Feeler passed by a-large major
ity. A number of Americana and Repablicans
voted for it. They knew It wan useless to vale
against It. They knew they could act defe,t it,
and that the Senate would Waist upon their bid
aid that a committee of conference would be
appointed, and that they would cattle upon a
bill which both norms would concur In finally,
and they therefore were envious that the matter_
should be determined 16 soon se possible.
The Rouse is engaged upon bank@ to-tight
again. The Iron City Bank wan reconsidered
last night, and again came up to-night and peer
ed by a vote of 92 yeas to 36 nays. Thin revolt
your readers will remember,.l predioted two
weeks ago. It is true, I did not predict that you
would be allowed three, nor did I believe that
you would. But such has been the case.
The Senate committee of Finance have had
the bill for the sale of the Maio Line under con
sideration for the last two nights. There emus
to be some difficulty abont reporting it. It seems
to be conceded that an amendment will be in•
tiered subjecting the Pennsylvania Railroad to
local taxation should It beoome the purchaser.
If it be reported with thin amendment I suppose
It will have the effect of conciliating much of
the opposition your people hale manifested to
the bill in its present shape. It is possible, too;
that provision will be made for keeping open
tempofarily, cay for ten year', the line of the
Publlo Works from Blairsville to your city. This
would obviate the only other objection I have as
yet area advanced. R.

bill. The people of the West wish to sea the
