of Tuesday. Mr. Bryan's statements carry with
them all the force which naturally belongs to
those of a 'ttlan of the most scrupulous honor
and unlmpeaohable Integrity. Be has not vol
unteeredthem but was at first brought forward
iltAtIS against the Tonnage Taz and thus
forced to State the truth whlob be hoe done. We
Invite the attention of all our readers to the
statement he has made. Further comment is
unnecessary.
Tan deaden to the Dred Scott ease has been
under coneideration in the New York Legisla-
turn. A. joint committee of three Senators and
five Assemblymen, was appointed to examine
whaf,aetion, if any, it behooves the State of New
Yorkto take, to protect the constitutional rights
of ha clasps. A. serice of resolutions was re
ported, setting forth the views of the Republi
can party on the question, aid in accordance
with the. consistent decisions of all the courts
for many - years. The Albany Evening Journal
remark!, that five voices only were• raised in op
position—those of coarsest' .Demouratio,' and all
bat one, from the city of New York. The advocates
of tho resolution stand - upon the old and well
established dootrine that all rights not ceded to
the General Government are resorted to the
States, and that it is both the right and the dirty
of each State to maintain them within its Malts.
The opponenti are forced, leen by their own
fault, than by party exigencies, into the some
what contradictory positions, that while the
Slavery question should be settled by each lo
cality for itself, It Is treason for this locality to
try to 'settle It for itself;—that the. Federal
government has no power to keep Slevery out
of the Territories, though it has power to force
it into the States; that the reoent Decision will
stand the teat of the severest examination, but
that It is nevertheless exceedingly dangerous
and impolitio to examine SI It is needless to

Editors Gaatte:—On Wortley the Goeernor
signed the bill consolidatlig the Mordent Vat
lay, Elempfield; Cincinnati and Marietta roads .
On the same day the Bennie passed a bill
authorising the citizens residing within the
bounds of the Allegheny Cemetery to vote in
the borough of Lawrenceville.
This comprises all the business done on that
day so far as your locality Is concierned,'and
nothing of general interest transpired:
Moaner—To-day Mr. Eyster read in piece a
bill to permit the Auditor General to reopen and
teeettle the account of George L. Hayes. Also
supplement to the not incorporating the Excel
tier Railroad—one to authorise the Board of
Licensers to summon witnesses and examine
'them concerning licensee—also a supplement to
the sot of 1882 concerning lateral railroads.
Mr: Blockhouse read a bill to vacate a part of
Cross street in Rosa township.
'Thin was the .sum total of business in Alle
gheny. Mr. Imbrie, of Beaver, read in piano a
bill supplemental to an ant requiring the Cleve
landand Pittsburgh Railroad C 0.,. to fence their
road, and also a supplement to the bill to pro•
vide for the employment of the poor of his
county.
This latter bill upon a motiop from him ices
,Asken up and passed.
I Major Harris, of Butler, offered a preamble
and resolutions in the Senate to-day upon the
Bred Scott ease which caused a renewal of the
hot debates which have heretofore taboo plan
upon that subject in that body. The followinz
is a copy of them.
Whereas the Supreme Court ordained by the
Constitution to be the highest sanctuary of Snail°
has through the preponderance which the slave
oligarchy poseeses In Its councils, become little
else than the willing tool of pro-slavery polltl
clams, and has rendered a Judgment in the Tired
Scott ease which Is a more monstrous perversion
of truth and right than soy .to be found in
the records of any cation sailing itself free and
-enlightened—Therefore,
Rao/ea, By the Senate and House of Repro
aentatives of the Commonwealth of Pennsylvania
I in General Assembly met,,that the reheat deci
sion of the Supreme Court of the United States
by which the Ordinance of 1787, prohibiting
slavery in the North-Western Territory, and the
Missouri compromise, which forever prohibited
slavery or liivolantary servitude in all that terms
tory contained in the Territories of Nebraska
and Kansas, aro declared 'to be neconstitutional
and void, hod which decides that the National
I Constitution confers express property in Move',
and guarantees that right to every State, is a
flagrant outrage upon the eixteen free States of
the Union, making negro slavery a National In
stitution, and that we believe with Judges Mc-
Lean and Curtis that the Court exceeded its
jurisdiction in making that decision, and that it
has no binding authority on a free people,
As soon as they were presented the usual
dodging and ducking of the Demooratle Senators
whoa the question of slavery le introduced in
any shape into the Senate, began. Messrs'.
Browne and. Welsh wore desirous of bating the
resolutions postponed Indefinitely, because they
were not couched in as elegant and courtly
phraseology as they desired. Mr. Cresswell de
sired the postponement because be deemed that
discussion of this point was a waste of time
which should be devoted to the public business.
Dr. Onsxam sharply replied Grit if the Senator
from Blair bad foreborne from meting a speech,
and if his friend from the °peaty (Mr. Browne)
had not made the motion to postpone indef
initely, and they permitted the raeolutions
to go quietly to a vote it *eel,' have taken lose
time than the Senator had consumed is speak
ing.
He denounced most scathingly the usurpations
of power and authority which both the State
and Federal Somme Courts had made during
the past two years A District Judge of the
United States (Judge Kane,) had set the Bret
example by perverting to illegal purposes the
great palladium of our liberty, the writ of habeem
corpus. In that he had been aided by the
tyrants who now, with ono honorable exception,
(Judge Knox,) disgrace the. Supreme Bench of
this State. This Court had in tom taken upon
itself to deprive most unjustly se citizen of the
city of Pelisdelphis (Gen. Small) of his liberty'
under a most gross perversion of the power of
punishing cent:tants.

of that Court, and to express their stern &esp.
probation of the infamous dootrines eipreesed
by it in the case of this poor slave ; no, ant
slave, but freeman by every law human of di

monstrous encroachments upon the Constitution.
Judicial tyranny may have prospered and lux
uriated in the =smith of its crushing end
grinding powers in days gone by when it flour
ished under the shadow of kingly Coroner! Bat
that day hes pos.sed. Liberty guided, shaped,
moulded the spirit of the age—imparted Its to.
elgorating influences to every citizen of this
free North who did not bend the "knee that
thrift might lollow fawning," or Vrho wee not
cased in grossest intellectuat darkness. It was
the animating war-cry of the mighty hoe, of
freemen, the thunder of whose tread mid be
heard through the coming years, as they rushed
upon the tlave power to meth it ont fotever ,
Mr. Coffey, the talented nod able Senator from
followed In a most effective speech.
He declared that this questien hid been pre
sented several times this winter In different
forms, and that in every instance the Sham de
mocency bad sought to evade a direct vote up
on it, and had refused to dense it. They dare
not meet the question fairly. Thus co-day the
Senators from York and the County, sought to
kill these resointions by exceptions to the court
line's of tittle phraeseelogy, their accuracy of
expression, their beauty of diction, whilst the
Senator from Blair opposed them upon the
plea of wasting time which should bo given to
the public basilicas. For his part he did not
know of any public business which took prece
dance of the queation of -freedom. Tbero war
no higher legislative duty than the obligation
which every member of this Senate owed to his
constituents to guard their rights against the
encroachments of power, the steady, stealthy,
silent encroaehmente of the federal judiciary.
He desired to know it there was any Senator
upon this floor who couldiendorae the doctrines of
the Supreme Court in the Deed Scott case. it
so lot him have the manliness to avow that en
dorsement. •
(Senator Welsh here arose and void that they
mot his fullest and hat-Setif endorsement All
the other Democratic Senators were studiously
silent.)

enticement of Slavery. She had so declared her
self In 1819, and ho was glad that one of the
men of that day, who had then voted against
slaverrencreactiments, was still upon this floor.
He hoped to have the support of tbat venera
ble Senator upon these resolutions. (He re
tarred to Judge Wilkins.)
In 1847, the democracy had by solemn ree
-1 collations declared their utter hostility to Slavery
exteneion. Why then were the democracy now
found, arrayed upon the aide of tyranny and
slavery. Their politiool ancestors had Geer ci , l3.
posed It—the whole of the democratic party d
voted upon the floor of both homes of the legis.

ontry freedom—it was bogus coin and hid

The Senator trout Blair had said the question
of the constitutionality of the Missouri Com
promise had been decided In the late political
campaign by the people. This he denied.—
Their speakers had everywhere evaded the true
issue by declaring that they faeored freedom
and that Kansas would be free.
Mr. Creasman, very much excited: "Where
'did the demooratio speakers do this? Give us
an instance?'
Mr. Coffey knew of fifty Instances within his
own personal knowledge. The Senator need
not try at this late day to rid his party of the
charge.
He pressed the matter home still further upon
the demeoratlo Senators.
Mr. Killinger of Lebanon—who by the way
l ie one of the keenest and readied speaker in
the House, spoke in substance as follows:
He expressed surprise that the other side of
the Senate maulfested eo much feeling about the
phraseology of the resolutions, while they were
tho indifferent to the subject matter. A great
question was blinking the pillars of the gov
ernment, and when We proposed to declare the
voice of the great Kbystone State, we were met
by questions of grimmer, end the niceties of
style! He thanked the Senator from Butler for
hefting the slays democracy to the test. They
dared not say In the face of thepeople that they
approved the principle involved, but they meant
to Wei It under tee plea of there being bad
grammar employed to phrase the resolution!.
The decielon bad shocked the moral sense of
nor people, and wo were In the Line of duty in
raising our voice et condemnation.
