adranteges in the culture sad exportation of
this article which place them in this respect

Hampehlro hold her annual State election. We
shall know probably of the remit to the coerce
of this day. William Haile, of Hinsdale-was the
Republican candidate for Governor, and the
present able and faithful representatives in Con
gress, James Pike, Sisson W. Tappan, and
Aaron H. Cragin, were all candidates for re
election. We hope to' chrouicle their coerces
and a general cordial in favor of tho.9e princi

The Three-Mill Tax.
Harr:. Editors: "No man capable of an in
telligent opinion * * * can or will defend
the Tennagelax." "It linden° defence in cum.
mon senfle and common thrift." "They (this
community, thatis,) have common /tense enough
to know that he was a fool who killed the goose,"
and therefore to "vote that only a block
head wilddefend the economy of the Tonnage
Tax, s and only a fool *Quid eustain it," dm.
These unjust and positive aseertions (in a daily
paper which costs me $6 per annum,) on the
embject of opinions which are held by every
business man of my acquaintance led me to
search the columns of the Commercial Journal
for the powerful arguments which were to aid
my escape from Ms reproach of being a "fool,"
and a "blockhead." I have read, but Mae lam
not yet enlightened, or "capable of an intelligent
opinion." •
In January, a full column of the Journal
gives the origin of the Tonnage Tax; it origin
ated, quoth the writer, because Western Pennsyl
vania was oppoeed to Eastern Pennsylvania!
This wad contradicted by eome "blockhead,"
and on the 26th of January a column and a
quarter was given to re-assert and convince
that the tax was the result of a "bitter fend
between Pittsburgh and Philadelphia," pass
leg by the surprising fact that Pittsburgh once
possessed snob yronderfed Menem"e in the Leg
habitue as to defeat Philadelphia and all the rest
of the State in a-fair vote. The two columns
and a quarter Of editorial was of itself a very
heavy argument, and wee just on the point of
weighing down my personal knowledge of the
facts in the case, when another column turned
up. It contained, with commendation, a long
extract from the United States Gazette giving a
different version of the affair. The Tonnage
Tax was imposed to protect the State works, or
compensate for the trade expected to be taken
from them by the railroad! As the article in the
Gazette advocated the repeal of tho tax, it was
endorsed by the Journal. This' settled the ori
gin -question, and the previous columns went for
naught.
The next etrong argument is.briefiy that the
Tax drives trade from this State to competing
lines In other states. Stroog if true, but the
writer upeets himselt a little further on by assert.

tax drive away a trade which does not pay any

nied. That this injury and injustice is calmed
by the tonnage tax, except eo far as it is the
pretext for a mode of oppression by which the
company expect to compels repeal—is Oct clear.
It is a mere assertion not earn haring arnhori•

borrow money for the construction cf the
•:Ilempfiald," the "Northwestern" and oilier
branches.
The Journal says the "direeters would bo
fools" if they did not thus barthen the local
trade. But some people of a leas brilliant un
deratandbaz think the road would exhibit mare
wisdom it they had oppressed the people at home
Ices, and allowed the burthen of the tax to coma
off the $BOO,OOO cot profit they made last year.
This argument of the Journal euggests a proper
and just mode by which the farmers and mer
chants along the line of the railroad may be
fairly treated, and our city relieved of the "kited
arable burthen" which is destroying its preduce
butineas, breaking down its flouring-n:os, and
giving a premium to the merchant who boys his
cotton geode to Philadelphia or New York. Lot
our members in the Legislature attach to the
propooed extension of the chartered privileges
of the Pennsylvania lteilrcad, a Proriro: That
no greater rate of freight per mile Mal be charged
to or froet points within the Slate than en charged
on the sonic ankles to or from points teltheut the
State.

The only other argument to be discovered In
all the "Journal's" trolnminons and "labored"
columns on this sabject, are some mations
about the State Works, and the wisdom of the
&ate of Now York. I leave for another letter
the effect of them on arwinnenlightened mind."
