Heawatmaa, Jan. 214.1135 L,
EDE. filassteti:- - Thi hit two days have been
full of important business in both branches of,
the Legislature. Both Rouses have been my.
busy getting through with the preliminaries
-which - Edmund actual legislation—tin other
words, they were : complying with the formulas
which the rules priscribe ere they reach the
pith and gist of legislation. Hence a vast nem;
bar of bills have been read in place. Qoite a
number .have been reported upon by the appro
priate Committees. Some of these are Mile which
interest the State at large.
- For instance, Mr. Crabba has introduced a
bill into the Senate which reposes a repeal of
the tonnage tax paid by all railroad corporations
to the State. These corporations paid into the
State treasury last year the Moe little sum of
$2.60,937. If this tax upon them be removed
the resources for the gradual extinotion of the
Slate debt would be seriettely imphired. Oar
taxation is already heavy enough; it ought not
to beincreated,' as increased it must be if so
heave. source of income be cut off.
Mr. Byster read in place to-day a bill which
intends to confer the power upon Mutual and
Fire Insurance companies to use certified espies
Of their retards in Court instead of the originals..
They tenet have the seal of the company attest
ing them, and be sworn to by the proper of
flow. •
An attempt is being made to unsettle the pres
ent banking system of the State. Mr. ideCal
meat to-day read in -place a bill longer than the
consolidation sot of Philadelphia, and liloubt if
papyrus enough ever grow 'upon the banks of the
Nile to have tarnished material whereon to have
it inscribed. It proposes to let any three persons
or more associale with.each ethefand no comer:
Miens can bo organised under less than $20,000,
nor more than $500,000. These corporators are
to deposit State- or United State Meeks to the
fall amount of the notes issued to them by the
Auditor General. The banks thus chartered are
not to have a run of more than twentryears.—
They cannot at any time issue more notes than
double the amount of capital kook paid in.
Mr. Ball, of Erie, is also preparing a bill in
relation to this matter. The whole aubjeot will
be one which will excite much attention and
oneslon in both houses
Gallo a stir and excitement occurred in the
Houseto•day. It was occasioned by a epeeah
made by Wagonsellor, one of the three demo
crate who voted for Cameron, In defence of him
self and colleague. It was very bitter and do•
lent, but it was written and read, awl therefore
lacked the freelmeas of his extemporaneous ef
fort on last Saturday. It disconcerted the
bogus democracy very much. Mr. Johns, of
Fayette, wan so realise under the severe math.
ism John W. Forney got that ho tried to call the
Speaker to order, but Wagonseller, determined
to proceed and proceed he did. lie went on
until the close. During the whole time the de
-mocracy were uneasy, troubled and confused.
They were getting more than they had bar-
gained for, and getting it in attest unpalatable
style. The letter of Buchanan, commTandiag the
faithful to vote for Forney, and denouncing the
other democratic' aspirants was richly brought
out and as richly commented upon. It was re
fuelling to hear-it contrasted with the letter of
Buohanan in 1845, refusing, became he was a
federal office holder to take any part in denouno
ing the democrats who voted for Cameron in
that year. But it was stirring to hear the let
ter of Forney to Roberta in regard to Ilre.
Forrest, read. Altogether, we have had the
funniest and most mirthful day of it since the
beginning of the session. Oar folks enjoyed
themselves as they say nethe Northwest, "pro
digiously."
Gen. Cameron gave so entertainment to-day
to the members of the Legislature, congratula
tory upon his election to the Senatorship. Be
Invited also a number of the sub-officers of the
Legislature.
A caucus of our party together with the few
who claim to be Americans still, was hold last
night to conealt about the call issued by Mr.
Gibbons for a Republican Convention on the
25th of March. A good deal of discussion took
place. A committee was appointed, who will re
port to an adjourned caucus to-morrow night.
The object ie, of possible, to ;arrange a plan by
which all the opposition can be united In the
coming gubernatorial campaign. The prevail ,
ing disposition here is to bring about such union
if possible. I think that the report,ef the com
mittee will favor such an idea.
Mr. Stevenson read in place, to-day, a bill to
establish a wharf at Birmingham. lt is long and
unimportant to the general reader. He will, to
morrow, present a bill to repeal the law &spree..
el on the 6th of Norember last, applying the
par note and apeele feature of the general bank
ing law to insurance companies, treat and am
igo fundoocieties. iteoompanying it, he will read
a monster petition Signed by over one toonsand
persons, tusking for its repeat
Mr. Eisler presented two bills of a local
character; one to open a turnpike in lower St.
Clair township and one to fix-opon a mode of
opening streets in your oily.
Dr. Razz= presented lo the Senate the re
monstrance of 195 persons residing In West
Pittsburg. They desire that no law ehall be
passed authorizing theTittebargh sod Steuben
ville Railroad Company tooollect tolls upon their
bridge. Be read in place a bill to regulate wa
ges of OriOra of courts and tipatavee of the
courts. R.
