Mr. Bayard preferred that the subject be laid over till tomorrow, as having been absent from the city, he bad no opportunity to examine the question. Mr. Harlan said it should be remembered that the protest of the Senate of lowa had been be. fore the Senate for nearly two years. All .the members on the Committee on the Jdioiary had ample' time to investigate the subject If they had chosen 'to do so.
