Tan Fara Oxormod —We took a stroll yes
terday over the grounds set apart for the use of
the State Pair. The earth was wet and some
whatcut cutup by carriage wheels, but not so much
as to render it disagreeable to pedestrians.—
Everything has bean admirably arranged for the
occasion, if we may bs allowed to jedge. Around
two !ides of the held the 'stalls for cattle and
horses are arranged, every one now taken and
almOst every one occupied. Another row was

goods, counterpanes, table-spreads, needle-work,

General A. P. Wean, 'of Huntingdon, was
elected President of thi Conventiou, and H.
S. lifsgraw was the Santorini Delegate for Al•
legheny and Butler. A series of resolutions
were - passed of which the seventh reads:
Buoieed—That Congresilhae no power under
the Constitution to Interfere with or control the
domeatio institutions 6f the eaveral States, and
that each States are the sole and proper judges
of every thing appertaining to their:own affairs,
not prohibited hy the Constitution; that all ef
forts of the,Abolltionlats or others made to in
duce Congress to , interfere with questions of
Slavery,/ or to take incipient steps in relation
therein, are calculated to lead to the mot
'damning and dangerous consequences; and that
Cr such efforts have an Inevitable tendency to
diminiah the happiness of the people, and en
danger the stability and permanency of the
Union, and ought not to be countenanced by any
friend of oar political institutions.'
Mr. Migrate moved to strike out the above
resolution and insert In lieu thereof the resolu
tion adopted by the Democratic State Convention
which assembled in this city on the 4th of July,
1849, in relatid; to excluding Slavery from the
Territories. That resolution reeds as follows,
and was adopted here with great unanimity:
Resolved, That the Democratic' party adheres
now, as it has ever done to the Constitution of
the country; Its letter and spirit they will neith
er weaken or destroy, and they re-declare that
Slavery is a domestic local Institution of the
South, eubjeot to State law alone, and with which
the General Government has nothing to do;
Wherever the State law extends its jezisdlotion,
the local institution can continua to exist; es
teeming lira violation of State rights to carry it
beyond State limits, we deny the power of any
citizen to extend the area of bondage beyond Its
present dominion, nor do we consider it a part
of the Compromise of the Constitution that Slav
ery should forever travel with the advancing
columns of our territorial progre_es.
Mr. Magraw's motion produced great eon

And yet the gentleman (Mr. Penniman) came
Into this Convention and decries the right of
Congress to legielate on the subject of excluding
slavery from territories now free. We had a
precedent for this right in., the Ordinance of
1787 and which had remained inviolate and on•
shaken , since the days of Rffereon. We bad
the signature of President Kik to the Oregon
Bill, and if ass had a right to frahild: slavery in
Oregmc why not blond it. lie would ask if
there was a man in free Pennsylvania who was
slave enough while Congress possessed the full
right to prohibit slavery in the territories to go
with t'se South to extend the area of human
bondage? Where was the man bold enough and
bad enough to say that he was in favor of the
extension of human slavery into our territories
now free. The Committee had been hatching
these resolutions for three days, and we bad at
last got them. Ile bad the highest respect for
Judge Thompson and would in conclusion read
his opinions as they presented an argument far
better than ho (Mr. Magraw) could make.

letter to the King of Naples Praying him not to
run the risk of renewing the war by persisting
in a policy whloh may excite insurrections and

He has done no because it appears that the King
of Naples imagines that Russia andyrusela ap
prove of his political system and will support
him If necessary. The King of Naples has not
replied to this letter. There does not appear
any reason to assert that the King of Pr leis
was a etranger to the late Neufchatel affair!. A
leading paper in Switzerland, Ls Suisse, says:
"It appears that several foreign Governments
knew of the preparations making at Neufchatel,
and wo may fear the gravest complications for
Switzerland." The Pays and other French
pepsin assert that Prussia hes never renounced
"her incontestible rights there."

We learn from the Elba, Ali., Democrat, that
Ave or more Fremont Mon have been proscribed
and expelled from that place. The Sumter coun
ty, Ala., Democrat also gives do account of the
arrest and banishment of two school teachers
from Clark county, blissialippl, and adds that
one or two paranoia Livingston, Ala., rho were
onspeoted Of being in favor of freedom, had felt
obliged to flee to avoid lynohhig.

the 80th ultimo says that the pxtehlent on hie

Hocise, where he will breakfast with the Mayor
and' a civil and military delegation. He will
