Immediately on her arrival she was to be des patched with troops to Gen. Walker. The papers are filled with matters conoensing the revolutionary state of affairs. At San Francisco, Casey and Cora were hang, by the Vigilance Committee, at the same time that the funeral rites of King were being per formed. The place of execution was surround ed by two thousand bayonets. Ex-Judge Ned M'Govran, formerly•of the po lio* at Philadelphia, had been Indicted by the Grand Jury as accessory to the murder of King, but escaped. The Vigilance Committee had arrested several ballot box staffers and desperadoes, and also ob tained possession of the fraudulent ballot-box, an ingenious construction. The most astound ing election frauds have been revealed. On the 2d of Jane the opponents of the Vigi lance Committee held a mass meeting in the Pla za, first warning, by printed placards the friends of the Committee not to enter the Plaza daring the meeting. The effect of this was to show the real strength,of the law and order party. About two thousand were present. No violence bat mach confusion. Resolutions were passed call ing upon the people to resist theVlgilance Com mittee. Judge Terry of the Supreme Court had Issued a habeas °orris demanding the prisoners in the hands of the committee, but the writ was resist- On the 3d, the Governor hawed a proolamation declaring the country in a state of insurrection, and authorising the Major General of the Becl oud Division of the Slate Militia to raise an ar my to preserve law and order. This action did not alarm the committee.— They have five thousand men frilly equipped ready for instant action, being thoroughly or ganized in constant drill for two weeke under competent officers. Men, money and munitions of war from all parts of the State arc at their commend, and it is oonfidently believed the Governor's efforts will amount to nothing. The volunteer military companies of San Francisco and Sacramento have disbanded in order to avoid being called out by the Governor. It is reported, however, that twelve hundred men are enrolled under the Government authorities. lio collision was anticipated. A petition, no• meroualy signed, was In circulation, asking the Governor to call an extra session of the Logisia- The Vigilance Committee deny hsviog any thing to do with this petition. The San Fran !deco Herald Is the only journal which oppoeas the Committee. It puts • different coloring of the state of Affairs. It tap the Governors proclamation is largely responded to, that neon are largely pressing forward to enroll themselves under the authorities; that on the 9th of June fifteen hundred were enrolled; that by Saturday ten thousand would be in arms on the side of law and order, and three divisions of the State Militia have been ordered out, and many new companies of volnnteere are forming. Markets at B►n Frinateo are very doll.— Money tight. Dates from Panama to the' 19th contain noth ing Important. Mr. Corrine, D. S. Commission er to inquire into the Panama riot, was at hie poet busy with his investigations. CO NO RESSIONA L WASHINOTOS, Jane 28.—The Senate yea not in 181111i011 to-day. Hosea—Slessra. Hammond and Sherman, of the Kansas Investigating Committee, have re turned and appeared In their Beata. House resumed consideration of the bill for the admission of Kansas into the Union as • State. Mr. Stephens, of Alabama, having the floor, intintateVois design to offer a substitute. Mr. Campbell, of Ohio, asked him to accept an amendment thereto, in effect repealing so mach of the Nebraska Kansas Act as declares void the ?dissent' Compromise. Mr. Stephens—l do not accept it. Mr. Campbell—l /appose not. Mr. Washburn, of Maine, Bald Mr. Stephens' proposition was a side blow to kill the Kansas Sir. Stevens denied this, expressing • desire that the latter ehonid be referred to the Commit tee of the Whole on the state of the Union. lie vindicated the Nebraska Kansas Act, and con demned the movements of Northern people to thwart the policy of that measure. Mr. Stephens said that the pending bill ad mitted on its face that the Topeka constitution was formed against Lew and order. Eta was in clined to think that the real object of this move ment was not so much to get Kansas into the Union es a free state ea to kindle the lire of civil war in the country. Mr. Campbell, of Ohio, In the coarse of Ids reply to Mr. Stephens said he mild prove that Jefferson dented the constitutional power to ac quire territory and he could produce the - original manuscript letter of Jefferson written slew years before his death In which he not only approved of the Missouri Comproniise, but In express terms admitted the power of Congress to exclude slave ry. This letter he intended to havehthographed to accompany his speech. Mr. Cam'pbell denied the Kansas Nebraeka Bill carried out the provi sions of the Compromise measures of 1860. sr- , gulag the coostitutionality and expediency of ex- eluding slavery from the territories. Messrs. Campbell and Stephens repeatedly in terrupted each other for explanations regarding controverted points on slavery. Mr. Evans was in favor of admitting Kansas as soon as practicable without regard to the number of inhabitants, provided a fair election can be had. Ile would send thither Gen. Scott to secure, a result. Be contended that popular eoveroigety is an egregious error because no people can ex ercise sovereign power till the acquire complete jurisdiction over the soil. Mr. Morrill contended that the administration must be held responsible for the present agita tion, and argued against the extension of slavery into the territories. Mr. Dann, expressing a wish to strike down what has led to the present disturbances and restore things to where they were previous to the plumage of the Kansas Nebraska ant, offered an amendment substantially to restore the Mis. semi Compromise. . Mr. Grow moved the previous question. Mr. Walker made an unsuccessfuf motion to adjourn and than moved to lay the Will on the lable, which was negatived by a vote of 70 against 101. The demand for the previous question was sustained by a vote of 98 against 63. The main queetton, was ordered and the Bill will be the fret buelnes in order on Monday. The House adjourned.
