TELEGRAPHIC WASHIEGTON, May 30.—The Sleesage of the President In relation to Central American affairs was sent to the Senate yesterday but not read, It merely encloses the letter of Mr. Marry to Mr. Dallas dated May 24th en the subject of the differeence of opinion between the British government end that of the United Stotts regard ing the onnstruction and effect of the Conven tion of 19th of April 1850 and the Central Ameri can question generally. There has been no direct communication be tween the two governments on the main subject since the letter of Mr. Bechaften to the Earl of Clarendou in September last, his Lordship's re ply on the 28th of September, and the brief re joinder of Mr. Buchanan on the ith of the fol lowing Ootober. The President It appears would have been better satisfied if in expreesing the conviction ' that all obstacles to a satisfactory ad justment of controversy might with a conciliato ry spirit on both sides be overcome, the Earl of I Clarendon had been pleased to indicate the moans which in his judgment, were calculated to produce so favorable a consumation. For want of this the President wee left to conjecture the precise idea of her Majesty'e Government. He could not be certain that hie conjec ture concerning It was well founded, but was induced by certain collateral accidents which have occurred to Infer it was by the arbitration if a third power of the difference between the two Governments relative to Central America. Lord Clarendon seems to assume tho differ ence between the two countries was one merely of the interpretation of the Convention of 1860. That is not so understood by this Government, which does not understand that at the date of the. treaty, Great Britain had any passel:alone or occupied any territory in Central America, un less the British establishment at Belize, with its dependencies, se the same are defined by her treaties with Spain. That is only the possible construction of the declarations exchanged between Mr. Clayton and Mr. Btelwer, at the time of exchanging the ratification of the convention. After reviewing Great Britain's pretensions. Mr. Marcy concludes u follows: The Presi dent would not decline to refer to arbitration.— He is aware of many practical obstacles to the adjustment of any International difference of this nature, by arbitration; of which difficulties Great Britain and the United States had experi ence in the attempt to settle by such means the previous controversy on the subject cf the boun dary between the United States and the British provinces in North America. He would greatly prefer that in a controversy like the present turning on points and political geography,the matter should be referred to some one or more of those eminent men of science, who do honor to the intellect of Enrope,and Who, with the previous consent of their respective Governments, might well undertake the task of determining such a question to the acceptance, as well of her Majesty's Government as that of the United States. You are instructed therefore to enter into a communication with her Majesty's principal Sec retary of Foreign Affairs In relation to Central America, in order to ascertain in the first place, whether existing differences cannot be promptly termtuated by a direct negotiation, and If it can not, then to discuss the conditions of arbitration of these points of differences, as to which alone this method of settlement seems requisite or ap plicable, it being assumed that outer points of difference would after that yield, as of coarse to a conference between Earl Clarendon and your self, conducted in a spirit of cordiality and frank nun which belongs to your personal relations and dictated by the true interests both of the United States and Great Britain. New Yens, May so.—The Herald publishes a dispatch from Albany stating that a secret rangement has been made among the Soft 'And Hard Delegates for Cincinnati, to ratite upo'n't 'lngle delegation among themselves, and there by avoid all collision and disagreement or dissat isfaction in the Convention. No particular can didate is prefaced, and they agree to abide by the decision of the Convention either under a majority or two-third vote. Both delegates are to assemble together at the Barnet House on Saturday evening when an effort will be made at reconciliation. No outsiders are to be admit ted and no one to to be permitted to know the terms of unity.
