tention to introduce a Bill to prevent civil war.in
Kansas.
The Bill to provide for & uniform national
Code of Marine signals was passed.
Mr. Slidell called 'the attention of tho Senate
to a Telegraphic dispatch giving Mr. Sumner's
statement before House Committee, published
this morning.
A long debate ensued causing considerable
excitement.
Mr. Slidell and Mr. Douglas severally denied
statements concerning them in the Sumner state
ments, and he wished to prevent false impres
sions. Both disclaimed any idea whatsoever about
the contemplated assault, the latter saying that
he did not know that Mr. Sumner was about the
Capitol at the time.
Mr. Toombs denied that he was near Brooke
at the time, hut that he told Mr. Brooke ho ap
proved of what he did.
Mr. Butler said that had he been [Resent ho
would have assumed all the responsibility taken
by his gallant relative. Not a single word which
has been quoted by Sumner in application to him
was relative to anything which he said en the

Mr. Wade knew nothing of the facts of the
tumult, but his feelings were aroused when a
man was stricken down and almost murdered.—

course. If he should remain (silent now, It might
be misinterpreted, and EOM might suppose his
silence was through fear of like emergencies to

of all 'members of the Senate If any inch
misapprehension existed. lie had thus far
participated in the debate but slightly because
being a new member be thought It would be
more becoming for him to listen than to speak,
hot when an Investigation of this kind was made
it might be supposed if Senators did not speak,
a passion so base and unworthy as there was no
reason of their silence. Be now wished to as
sert his entire approval of freedom of speech,
here or elsewhere, to be maintained at whatever
price, at whatever cost and whatever might be
the consequences.
If the contrary doctrine should ever prevail
in this country there would be an end to liber
ty for be believed as religiously as be believed
anything that Liberty of the Press, and Liberty
of Speech, and Liberty of the People would live
and die together.
Mr. Trumbull wished to speak on this topic
about five minutes, but the hour had arrived for
considming the special order.
Mr. Bale moved to postpone the special order,
in order to allow Mr. Trunibull to speak. The
motion was negatived.
Mr. Cass made a further reference to Mr.
Cranipton's correspondence, which he said mis
represents him.
The President's veto of the Bill for the im
provement cf the month of the Mississippi was
discussed, without taking the question, until
adjournment.

nate sections of land to the State of Michigan to
aid in the Construction of a Railroad. The bill
grants about 1,800,000 acres. N:r. Walbridge

ous question.
Mr. Jones, of Tennessee, asked him to with.
draw the demand for the previous question. He
thought the opportunity ehould be afforded the
enemies of such bills to be heard.
Mr. Walbridge - replied that be had moved the
previous question to save the useless disoussion
or the principles involved, they being well un
derstood, having been debated for the tart ten
years.
Mr. Craig thought that the bill should at least
be printed in order to afford the opportunity-of
examination. The gag should not be applied.
A motion wits then made to lay the bill on the

Bourns, May 27.—0 n Monday morning at 1
o'clock, tbo steamship Keystone State for Phil
adelphia from Savansh, came in collision with
the bark Cavalier, Baltimore, bound far Mo.—
Her bow was stove in, and she commenced
making water rapidly, as soon as freed from the
bark. She made for Norfolk, where she arrived,
and ran on the Hats to prevent oinking. At the
time of the collision, the fired and seoond mates
and three sailors of the bark got on the steamer.
The bark was struck opposite the foremast and
crashed so as to prevent her reaching port The
Captain called for help, and said Me vessel was
sinking. The officers or the eteamer were not
willing to risk their safety in endetivonng to
succor him.
The steamship had s narrow escape. At one
time the water was within three inches of the
fires. Most of the passengers of the Keystone
came to Baltimore this morning.
