The Committee of Conference on the Defi
ciency Bill made a report whieh was adopted.
Mr. Cass concluded his remarks commenced
yesterday. The recent troubles in Kansas bad
not in the lout weakened his faith in the great
doctrine of the right of =az to govern himself.
He condemned the everlasting slavery question
which was continually renewed with increased
virulence, on the eve of every Presidential elec
tion. The South does not meddle with the eocial
system of the North, and if the North would
follow its example we should be the happiest
and most contented as we are to-day the freest
nation on the face of the globe.
Mr. Clayton, speaking on the question of the
Sound Dues contended that this country ought
not any longer to submit to its exaction. That
treaty with Denmark has been abrogated and
nothing that could be now said or done would
restore it. The notice of the President was
merely one that for sixty days after the lapse
of the year this country would take no steps ea
the subject, but it did not revive the treaty.=
The Senate thee adjourned.
Rouse.—Mr. Jones, of Penn's, replied to the
remarks of his colleague, Mr. Fuller. Be deni
ed on unquestionable authority the allegation
that Mr. Buthanan was Chairman of the Commit
tee which framed and reported to a meeting hold
in Lancaster, in 1819, a resolution denunciatory
of the Missouri Compromise, and stated that
Mr. Buohanan did not see them until they were
printed. During Mr. Polk's administration, Mr.
Buchanan proposed to extend the Missouri lino
to the Pacific, but in 1850 be declared the Com
promise Measures superceded by that lino which,
by its construction led inevitably to the adoption
of the principles embodied in the Kansas Ne
braska Dill. Mr. Jones pointed with pride to
the public life of Mr. Buchanan, who had re
ceived the encomiums of all true National toes
for the pure morality of his life, and the stern '
patriotism of hie character. The record of hie :
Democracy wee luminous, and would be carried
by any attempt to defend it from attacks from
any quarter.
Mr. Fuller, of Penn's, gave a Democratic
journal in the Northern part of that Bzato oo
authority'for his assertion that Mr. Buchanan
reported the Lancaster Resolutions denunciato
ry of the Miasouri Compromise in 1862.
The House adopted the report of the Confer
ence Cominittee on the Deficiency Bill, from
which $BOO,OOO for the continuation of the
Washington Aqueduct wan stricken out
210,000 oopiee of tho spiv:that-al portion of
the Patent Mao Report wee ordered to be prin
ted.
Mr. Erans deprecated the fatal consequences
to our nationality by the agitation of the 8111Te
ry queation; be invoked the South to stand firm
and to present an unbroken phalanx againat the
invaders of their Constitutional rights. Ad.
journed.
Nsw Yoax., ?day I.3.—Tbe Herald's Washing
ton correspondent, says :—“The MOWS received
here from London by the America's mails is ex
ceedingly important. The British fleet on the
Gulf have no orders to interfere with Walker or
his men at all It is thought possible taut the
French fleet may do so.
Mr. Marcy has received Clarendon's long ex
pected reply to the despatch of Mercy to Bu
chanan, calling on the British Government to re
call Crampton and Consuls Barclay, Rowcraft,
and Mathew. Cla — rendon replies that the British
Government declines to recall the Minister ■nd
the Consuls. It is believed that Partiment will
stustain the ministry In their defiant position, al
though the opposition hoe alrendy commenced a
fierce war upon Palmerston.
The Cabinet has postponed the question of the
recognition of Gen. Walker's Government until
the next meeting. The President has usury.'
several of his friends that if the next intelli
gence from Nicaragua, show that Walker Is sus
taining himself, that Government will at once
be recognized.
CUSCIIINATI, hl►y 13.—The German Turuets
of this city, while celebrating thoir anniversary
at Covington yesterday, were &ono) ed by some
boys who handled them roughly. Subsequently
Harebells Butte and Harvey, while attempting
to arrest the Turners, were severely wounded,
the former by a ball and the latter by a sabre
eat.
The excitement became bate:see. A large
crowd collected and some demanded U S. troop/
from Newyport garrison, which wee refused.—
Stones acre freely used and some weaporui were
discharged, but nofone exoept the officers wese
much hurt. Finally five Turners surrendered
voluntarily and quiet was restored. The Ger
mans say that the officers did not make them
selves known as such, or no resistance would
have been made.
Sr. Loris, May 13.—Mrs. Robinson arrived
yesterday, and this morning she publishes a
statement of her husband's detention at Lex
ington. It says that Robinson was going east
on personal business, and denies that he knew
of an indictment previous to leaving the terri
tory. Otherwise it does not materially differ•
from yesterday's dispatch.
The Lawrence correspondent of the Demo
crat says under date of the 7th, that an in
dictment for high treason has been found
against Reeder, Robinson, Roberta, Lane, Da
imler and other prominent Free State men.—
The news had been brought to Lawrence by
secret handbills circulating, and forces were
marshalling in the border counties. The peo
ple have been warned to prepare for defence.
