but a positive State law can prevent it. Without
a law to prevent it, it'existe.
We need inteipose no other argument to these
positions of Buchanan's organ than the pos
itive declaration of i that great charter of oar
Liberties, the Declaration of Independence.
which says that all men have no indictable

ted to secure this right, and that whenever nay
government becomee destructive of this right the
people have a right ; to alter or abolish it. Ac.,

inalienable right. to. liberty ; they have no right

law. The government established by the very
men who issued our great charter, grants no
power to prevent. a 'man being a slave, a chattel,
a thing, at the trill of another. Slavery is gen
eral, Liberty exceptional I Slavery is National,
Liberty is local. Slavery is independent of law,
and does not ask Its ed. Liberty is the crea
tive of statute, tuiljthe assertion of the Dectara-
Son of Independence that the right to Liberty is
inalienable is a Mere figure of speech, a figment
of the Imagination; not true in law, in ram, cr
in the fitness of things Such is the doctrine of
the Buchanan men of Pennsylvania !

A Now IMPOITATION.—The schooner Lent
vile, arrived at New York, from Trinidad, on
Saturday, loaded principally with old iron gone,
and an anchor, from the remains of Spanish men
of war, that were burnt in the gulf of Penh', near
the Port of Spain, in 171)7, at a time when they
were blockaded by the British fleet. There are
ninety guns, which were recovered by divers.—
During the t operatione, two elx-pounders of
brass, in a remarkable elate of preservation,
were also rescued from the deep. Their surface
was covered with pilot!, and their bores were
filled With the same material. The timber rais
ed froin the wrecks presented wonderful speci
inenVot preservation, pieces of pitch pine In
almk perfect state, having resisted the action
of tbo'wiltwater for fifty-nine years, whilst oak
and othbr timber, and the iron thereto attached,
were nearly destroyed, copper and pitch • pine
having resisted the effect of the water almost
entirely.

provisions in the treaty concluded by Oeuertl
Harney, is one which stipulates that the Indians
shell keep off the road. Thin is all that is need
ed to prevent Altar° collisions.
