We referred to the filthy condition of the streets, a few days ago, and we now pro pose to call attention to some of the laws regu lating the streets, and the duties; of Street Com missioners. And here we ',mild remark, in passing, that it is high time that we bad a com plete digest of the laws and ordinances which govern this city. Such a work need take up but little space, and could be published at a prioe which would secure its general circulation. If the tax-paying eitisens, who are suffering from the neglects and delinquentirev.of officials, had such a digest constantly at hand, 'they would not so patiently put up with the nuisances and in conveniences now imposed upon them. To come back to the streets. Ordinances are In existence requiring good brisk paved side walks to he kept up on every paved street in the city. Section 12th, of an Ordinance relating to cart-ways and foot-ways, (digest, page 28 . 4) says "That when the cart•way within any public square, afree, lane or alley within this city bath been pawed, or hereafter shall be payed, with atone agreeably to the ordinances of,,the city, nay owner of the lot or lots of ground Opposite to ruck stone pavement, shall, wtrnocr Duda, at his, her, or their owl:roost, roues a loosseay in front of rasa ground to be paved with brick, and supported with hewn ourb-etones and Slat TEM Milli cc GOOD Imam." And it is further provided, that if the owner shall refuse, after twenty days notice, to_pave, or repair such side-walks, then the Street Com m iesioner Is authorised to proceed to perform the work, topers or repair each foot-walk, and to collect the same off the owner of the ground, with twenty per cent. advance. By these pro visions ample power is given the Street Commis sioners to keep all the foot-walks of the city in complete repair. How is this duty performed T Let the many broken, dilapidated, uneven and dangerous foot-walks in this city, answer. There might as well be no ordinance in existence, for all the good it apparently does, for the owners of property take their own time and convenience for paving and repairing, regardless of the con venience and safety of neighbors and citizens. A public spirited man, who his some regard to his own and his neighbor's comfort, and Who feels some pride in the appearance of the oily, will go to the expense of a good flig-stooe pavement, while probably near him some .penurious person will refuse to repair a pavement, so bad as to be a perpetual nuisance, especially In bad weather. We hope, for the credit of the city, that the Councils, or the Committee on streets, will insist upon it that the Street Commissioners do their duty, or forfeit their bonds. This gross dr."l - should be suffered no longer. When the foot-walks ere paved, how are they to be kept clean There is a provision for this also. The 16th section of the Ordinance above referred to, says: "Every person or persona who shall possess or inhablethe front shop, house or building ad joining to, or fronting the foot-pavements, with in the' said city, shot! cause the cm, along the front of their ropeetive shops, houses, busidinge, or I property, TO HI OWLIT, SCRAPED, AID CLEATED, at least on Tuesday and Friday of each week, before nine o'clooc in the morning, and shall al I no, for the mime diatoms!, keep the puttees open' and clews; and if he, she, or they, shall fail eo to do, ofine of one dollar shall be imposed on the person or persons so failing or offending, for each and soy neglect or offense;' It is also made the duty of all the oilier's of gie polio., and all other officers concerned in the Avocation of the laws and orders named, to see that these provisions are observed, and inform on all who disobey them; and it is made the "special defy" of the street Commissioners, to go through their respective districts once may month to see that those ordinances, and all oth ers relating to health sod clettarmese are faith fully obeyed ; and if they, or L any other offioes, whose duty it is to enforce the laws, shall ne girot or refuse to perform the several duties herein required of him or theta, or shall neglect or refuse to Inform of any cabanas or violation of the ordinances ofghe city which may come to his knowledge, he shall forfeit pad pay for nay each offense, VW sum of twenty dollars, map, also liable to be removed from office." If the street Commissioners were to be fined twenty dollars for each and every neglect in this behalf; it would take the lodine of a Girard to pay the fines, and their liabilities to be removed from office are so accumulated, that their remo val could no longer atone fortho violated laws. From the above extraotsit is seen that there are laws in existence of sufficient stringency and efficiency to - xec.nre to the whole improved parte of the city, where the streets, are paved, good, smooth and clean foot-walks.. The defect ie not in the laws, but In the utter neglect of their en- forcemeat. -The athletes' are lazed to pay the ealariei of officese to enf orce these ordinances, who pocket the money u4d utterly neglect the duties they are employed to; discharge. Now where is the remedy I It is in the hands of the citizens thereeelves. If they resolve no longer to submit to ouch gross imposition, let them bring the nuisances and neglects which every where stare them in the fees, to the notice of the Street Commissioners or the police, and if these officers refuse to discharge their duty let them be punished under the: provisions of the ordinance we have recited, and if this dace not work a cure, address a petition to Councils for their remora!, that their place's may be supplied by persons who will discharge their duty. It to true that the effects- of the late cold winter have been exceedingly destructive, and they are well calculated to dishearten beginners and amateur planters. We think there is a mistake about the grape. Our own grape vines have no eppearrnce of being injured, and our neighbors tell as that theirs never looked better. We would moat earnestly renew our recommen dations to experienced horticulturists, to write down their observations and experience of the effects of the late severe winter, and preserve them for communication to the public in come form. Much minable information can thus be secured. We would fain hope that the destruc tion of the pear tree which le anticipated, bee been exaggerated by the fetus of growers. The contusion however, we believe will Inevitably be arrived at, that many choice evergreens, or namental and flowering shrubs, roses, and some of the finer fruits, will have to be given up for on t-door culture, without protection. We will give our own observationi as soon as the season has completely developed the effects of the win ter. Boosseroo.—The Inhabitants of the "Panhan dle section of Virginia are talking of seceding and uniting themselves to Pennsylvania. The "Panhandle" includes the counties of Hancock, Brooke and Ohio, with a population of twenty live or thirty thoueand. It would be a very de sirable acquisition to Pennsylvania. Besides, it would complete the geographical symmetry of both States, and especially of Virginia, which looks on the map, out of shape, with this nar row tongue of land projecting some hundred miles further north than any other portion of her Territory. The Wellsburg Herald says "The feeling is very general in this community in favor of secession from the Stata and hay heretofore been restrained by the certainty of high taxation In Pennsylvania, as much as from any other consideration, but when the new tax law goes Into operation, it will be found that we will not lose much in that particular by the change. Bo far as the Legislature is concerned, we Dave been reduced to the condition of a mere tributary province, and our claims and petitions have alike been treated with contumely, neglect and contempt. There is not another State in the Union that presents the same pitiable 'Ten tacle as Virginia in this respect."
