The undereigned, especial Committee appoint

tbo Communications from our Senators, !dews.
WILIMg and B.PCurrootr, relative to the Tro
posed guarantee of the Bonds of the Pittsburgh
and Steubenville Railroad Company, report the
following answers to the questions therein ooh
gained: •
- let. What security can be elected for the
proper use and application of the proceeds of the
endorsed bends ?
eine. We em exact from the Board of Direc
tors a bond, with sufficient security, for the pro-
per use and application of the proposed bonds,
and the Board has voluntarily offered to enter
into snob' en obligation. The City and County
besides, hold a large majority of the stock of the
road, and an absolute control In the choice of
Directors. The Councils can also place the bonds
in the bands of the Finance, or some other Com
mittee, with directions to hand over limited
=puede at a time, and to exact a faithftil ac
count of the outlay of those banded over, before
others are given.
2d. Will they be applied to the payment of old
debts, or tigidly to the finishing of the road ?
' Ans. They will be applied to both. The amount
of the limit of the guaranteO, it is believed by
the officers of the road, will be pufficient both to
liquidate present liabilities, and finish the road.
The debt of the Company is $317,000; the esti
mate of the Engineer of the amount needed to
finish the road from river to river, is *513,000;
besides which, it Is estimated that It will take
$200,00010 stock It and put it in running or
der.
Ild. Can your additional reroponsibility meet
the groat object, the completion of the work,
and render it productive
Ans. If the estimates and calculations of the
officers of the road are to be relied upon, it
4tb. Will skill in management and rigid econ
omy mark the future Conduct of the road corpo
ration, or will additional loes follow in the foot
ateps of additional liability?
Ans. The Board of Directors due regarded In
the city as prudent basinese men, and.gise their
personal pledge to manage the road skilfully and
with rigid foonomy; and Connell@ hold intheir
bands the power of so managing their guaranty
as to withhold it if there be danger of additional
loos following additional liability.
6tb. If you do take the responsible step' to
bind your community to further. most serious
obligations, can you retain by any arrangement
in yaw power, any practicable and salutary con
trol over the see and dishnnement of the funds
raised by the piedgo of the credit of your oon-
Still:llMM /
Ans. We think we can, in the manner pointed
oat et the close of our answer to lst question.
6th. fettle rumor a true one, that the applies.
lion for the right of way through Virginia has
been refused?
Ans. A bill for the right of way through Vir
ginia, has lately been defeated la the legislature
of that state, but the Board of Direetors disclaim
baring asked for Was pareap of such a bill, alleg
ing that they have a legal right to build and
operate their road in Virginia without ench grant,
the facto connected with which, the President
satuuree us, have bean or will be laid before the
proper Committee of the legistatue.
The above answers are given to inquiries In
the first communication from Meters. Wilkins and
BPClintock, dated March
