In offering ibis bill Mr. Dann moved that it be re• fened to a select committee of seven, composed of one member from each of the States desig nated, and one from Louisiana or HississippL This.has been done, and the bill will engage the early attention of Congress. The Legislatures of several of the States have acted upon the mat ter, and the rapidly.thoreasing intercourse be tween the east and West, by means of the river, demands something of the kind speedily. Ve. rious plans for the - purpose bane been suggest ed, either of which, if adopted, would be in the highest degree beneficlil. Congress has voted lands liberally to many other objects by no mesas more praiseworthy, and •we can see no reason why it ehould hesitate to vote aid to this; and if this aid should prove sufficient to meet the prin cipal oost of the enter prise, the great objeCtion recently raised at Cincinnati to the plan brioche and dame would bw removed. It wouldnot then be a private scheme, for the benefit of a aOrpo ration; but in a short time the navigation could beiendered practically as free from cost as it is now. Mr. A. H. England which have been par daily thrown into the 'gilds teri , the pending anxiety abouriesae, is one shadowed forth in a petition to the two houses of Parliamentfromtke women of Englandlor their "Eights." The pe tition le signed by such women as Anna Black. well, Elisabeth Barrett Browning, Barianna Browning, Mrs. Carlyle, Mary Cowden Clarke, Charlotte Cushman, Amelia B. Edtrards, Mrs. GsakM, Matilda M. Hayes, Mary Dewitt, Anna Mary Hewitt, Anna Jameson, Geraldine Jews buil, Mrs. irondoit, Mrs. Lovell, Harriet Mar tineau, the •Hon. Julia Maynard, - Mary Mehl, Bessie Rayner Parkes, Mrs. Reid, Barbara Leigh Smith and Miss Elturch, and !indicates therefore, that lie ctaving for relief from the burdens of the old English common law is felt by a very large, hilleentlal and distinguished dare of En glish society.. Their claim, however, does not extend to what Is popularly called "Women's Eights" on this side of the water; but to what has already been conceded to the women of this country in nearly every . Mate of the eonfedera ay, the right to hold property in their own name and for their ,own use. That tkey•wM anceeed at an early day is not unreasonable to suppose. They have much to overcome; but they are too near the heart or Royalty, too precious to Nobility, and too necessary to the cultivation and happiness of the commonalty of England, to be defeated, even by that fervent attachment to the Institutions of the past which Is characteris tic of the English people. Many other relics of the °lame time have already been swept away, there, in the silent march of Progress; and why should not that serfdom, which such women as Mrs. Norton illustrate, be also hurried to the realm of things that were? The British Consti tution Is not solid enough to resist attack. Change and &organisation like wedges are Al ready in it. They will be driven up to the heads. Token of the unrest of Impiety in England, and of the craving 'for a reconstruction of its ele ments, is this - -demand of all the beat female writers of the realm, that Parliament shall relieve the property and earnings of English women from the ownership and control of their .husbands; and it becomes a question wheelir the character of the Anglo Baron lady presents any guaran tees that their "progressive" action well be con fined to a modification of the Federal law of property. • Haw Mamma Watts.—We refer oar readers to the advertisement of Mr. Mexuaw Lawton, who kiss established himself in the marble busi ness on Liberty street. Mr. Lawton is a pun:ti c:al workman, and has been employed for some years as the Designer and foreman of one doter largest and most flourishing marble establish ments. He has published two works of designs for econutnents, etc., and for knowledge, tut., and judgment as a designer, he is not probably ,surpassed in this city. As an artist and gentle. man of taste, we can commend him to those who have not confidence in their own judgment. He has now on exhibition at his rooms some of the finest mantles we have ever seen. We have Been more elaborate ornamentation, but not batter taste, or bettor harmony In proportion exhibited. They ore stilted especially to a region where butlminoae coal is used, where plainness suits betterthan elaborate enrichment. We commend Mr. Lawton's new establishment to the attention of the public,. The Marine Association has got a champion in "Mariner," who if he lacks discretion in ex rimming his sympathy for our boatmen, "pitches in" with a teal worthrof a modern Don Quixote in a "free fight," not at all partiotdar who he strikes, friend or foe. Judging from the tenor of his article, he does not consider the boatman, "deprived of all the 'enjoyments of home, who has to bear the txtil , and exposure of the bu siness," compateini to decide how ranch to charge for mming freight from port to port, but must yield his judgment and experience to the gin demon owners an ettOre, and be the tool lo their hinds for marrying out the rules they die tate. 0 Hubei" forgets to 11 gors, in Ws haste to " pitch in," or he would not contradict the fait, thatthe rates are from 20 to 60 per cent higher than what has heretofore been considered axis , factory - 10 star La'aper,,;&,,ti, 14 eta to Louis ville, 15 eta. to New Albany and 25 site. to Si Louis on iron and nails, have for yews been I considered fail - end satisfactory rater. That thud rates are correctly stated, the shipping -books of any of our iron manufaettcren will prove, and for every instance where they have been higher daring a good stage of water, you will find two where the rates were lower. Now if be will compare the rates stated above with the rates pnblisked by the -"Association" he will find :they range from 20 to 60 per ant higher. I hope friend " Mariner" has not examined the law on conspiray with corresponding care lessness; although. no ." lawyer, I think the penalty or forfeguie attending a violation of the rule of the Association for advancing the rate of freight 20 to 60 per cent. would be con sidered conspiracy by our Court . 8. For the Ptgeburth Daly Gazette, Tie Marine Assamfatten. Ma. With , lhe fang:tags of "Ma riner," I shalt And no fault" It Is the beat evi dence that "the galled jade winces." As "Ma riner" evidently misapprehends the article and as evidently the evil tandems': which the Marine Association is ealoldated to exert, I will endeav or to place one position taken on a level with his comprehension. I stated that opr strongest competition was outside of our own market. Take a single article to illemtrats—Pastern nails ship ed via N. 0. meet Pittsburgh nein, at St. Louis for instance, and compete enecessfully wider the old rates of . freight. If the desoeishon raises the freight this week tan cents a keg and, em boldened by success, raises it again next week 16 eta a keg, unless our Manufacturers reduce their price exactly as, the freights &drama, it strikes me that the difference will be sufficient inducement for the purchaser to buy Nast and ship by N. 0.
